BACKGROUND: On January 8, 2002, the Personnel Board approved a promotional recruitment request for the position of Police Corporal. Immediately following, an audit of the classification files revealed that an actual class specification was never created for the position of Police Corporal. Historical research revealed the title of Police Corporal was a "specialized assignment", in accordance with the Memorandum of Understanding (MOU) between the City of Azusa and the Azusa Police Officers Association (APOA) effective July 1, 1996 through July 31, 2000. In the current MOU between the above listed parties, effective August 1, 2000 through July 31, 2004, the Police Corporal title is recognized as a classified position with a corresponding salary range. As the Human Resources Department prepared to conduct a promotional Police Corporal recruitment, it was discovered that an actual class specification for the position did not exist. Historical documentation provided by the Police Department from November 1997 indicate that an examination process was conducted with established minimum qualifications guidelines, but it is evident that a classification was never formally established. The Human Resources Department was established from a division within the Administration Department in October 2000 and immediately assumed recruitment responsibilities from all city departments to provide consistency and ensure compliance with the Civil Service System. Previously, city departments were often conducting recruitment processing internally. Currently, the Police Department has the immediate need to fill two (2) Police Corporal vacancies. The Police Corporal class specification was created to include the qualifications established by the Police Department and commensurate positions existent in other law enforcement agencies. Additionally, general Police Officer requirements and Police Officer Standards and Training (POST) requirements were also formulated into the duties and responsibilities.
