SUBJECT: UPDATE OF CLASS SPECIFICATION FOR NETWORK ADMINISTRATOR
RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and
3.9, that the City Council adopt the revised classification of Network Administrator (formerly
"Information Systems Administrator").
BACKGROUND
A recent structural review of the Management Information Systems (MIS) Division of the City
Manager's Office revealed the need to update the class specification for Network Administrator
to reflect the actual duties and level of duties performed by this position.
Substantive changes in the duties of the Network Administrator (formerly "Information Systems
Administrator")include additional responsibilities of network planning oversight,implementation
responsibility and resolution of complex network and telephone problems. Additionally, the
Network Administrator is responsible for maintaining network security,evaluating and maintaining
vendor supplied functions, installation and diagnoses, repairs of hardware, software, personal
digital assistants (PDA) and wireless services.
This position will remain assigned under the Compensation and Benefits Memorandum covering
Non-Represented Classified Positions.

NETWORK ADMINISTRATOR
DEFINITION
Under general administrative direction,provides expert level knowledge and experience in
a broad range of technical networking areas performing installation, maintenance, and
operation of Information networking hardware, software, and network communications
services; and performs other related duties as required.
CLASS CHARACTERISTICS
The Network Administrator directs and performs complex installation of networking
hardware, software, and cabling. Provides technical leadership of technicians or vendors
performing installation,maintenance and cabling for network or communications equipment.
Incumbent requires specialized networking expertise.The Network Administrator possesses
advanced technical skills and provides technical network guidance. Incumbent exercises
independence and authority over assignments.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Guides and oversees Network Planning, implementation, and special projects.
Reviews,analyzes,and resolves complex problems with central and distributed computer,
network, and telephony services.
Diagnoses, repairs, computer hardware, software, network systems, personal digital

SUBJECT: NEW CLASS SPECIFICATION OF POLICE DISPATCHER-LATERAL
RECOMMENDATION:
That the Personnel Board recommend the new class specification of Police Dispatcher-Lateral
for adoption by the City Council, pursuant to the City of Azusa Civil Service Rules Section 3.3.
BACKGROUND:
The position of Police Dispatcher is challenging and unique in its role and responsibility within the
Police Department. Police Dispatchers require a mandated level of training and must pass a
thorough background process similar to Police Officers.
Currently,the Police Department has the need to fill four (4)vacancies. As this position is critical
for successful police operations, the vacancies are being filled through overtime and part-time
staff. Although these methods provide coverage for this critical function, it does not provide the
continuity and stability full-time Police Dispatchers would offer.
Therefore, it is being recommended that a solution of creating a Police Dispatcher-Lateral
classification would facilitate a second method to recruit and fill vacancies for the position of
Police Dispatcher. The position of Police Officer-Lateral is a successful example of this process.
As such, the Police Dispatcher-Lateral would serve the same purpose.
Police Dispatcher-Lateral would require additional experience and certification matching and
satisfying the lateral" requirement, pursuant to the Azusa Municipal Code, Section 2-192
Definitions, Subsection - Lateral Transfers (copy attached). In addition to general experience
suitable for this position, the Police Dispatcher-Lateral classification would require current
employment as a full-time law enforcement dispatcher with a California POST (Police Officer
Standards and Training) approved agency and possession of the certificate of completion from
a California POST approved law enforcement dispatcher academy.
These enhanced qualifications would provide the Police Department with an additional candidate
pool that is ready to work and lessen the down-time often experienced in hiring an entry level
Police Dispatcher.

DIVISION 7. CIVIL SERVICE*
Sec. 2.191. Adoption.
Pursuant to the authority granted to the city council under the provisions of Government
Code § 45001, entitled: "An act authorizing the creation of a personnel system, merit system
or civil service system in cities;the creation of the office of personnel director;the appointment
of a civil service commission; the delegation of certain authority to the personnel officer or
commission in municipalities within this state;and prohibiting certain political activities and
providing penalties for the violation of these provisions," and pursuant to the initiative pro-
vision of Elections Code§4000 et seq.,the personnel system set out in this division is adopted
for the city.

Sec. 2.192. Definitions.
The following words,terms and phrases,when used in this division,shall have the mean-
ings ascribed to them in this section, except where the context clearly indicates a different
meaning
Employee trainee means a class within the classified service composed of persons who
accept employment for a limited period of time, as established in the position's job specifica-
tions, during which they shall be in training for a higher class position.
Lateral transfer means that an applicant for employment would be eligible to take the oral
examination without completing a written examination if such applicant met the minimum
standards for the position sought and is currently employed in an equal position and has been
so employed for a period of at least one year in another public agency.

Sec. 2.193. Appointments generally.
(a) Appointments to vacant positions in the competitive service shall be made by the city
council or by department heads,subject to the approval of the city council, in accordance with
the rules established under this division and from employment lists resulting from open
competitive examination, promotional examination, lateral transfer, interdepartmental
transfer, demotion or reinstatement.
(b) Persons accepted into the employee trainee class shall meet all of the minimum re-
quirements, except age, of the class for which they will be in training and shall be appointed
to the employee trainee class subsequent to passing an open competitive examination compa-
- rable to one given for the position for which they will be in training.

POLICE DISPATCHER-LATERAL
DEFINITION
Under general supervision, receives requests for law enforcement services and dispatches units
via radio; maintains contact with department personnel in the field; performs related duties as
required.
CLASS CHARACTERISTICS
This is the journey level class and incumbents are required to perform the full range of dispatching
duties. In addition, Police Dispatchers may assist with the training of less experienced personnel.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Receives requests for police or other emergency services over the phone; answers 911 calls;
screens incoming calls to determine necessity, priority, and type of response required; monitors
other radio frequencies to be aware of incidents elsewhere that may affect City police operations;
monitors cameras throughout the building.
Dispatches, as necessary, police units in response to calls for service or requests from officers in
the field; uses law enforcement terminology and cites Code sections by number; calls public and
private agencies, such as allied law enforcement, hospitals, towing services, and utilities and
requests mutual assistance when necessary.
Keeps track of police unit locations and status; maintains constant radio communication with
personnel in the field; runs warrant checks on subjects, registration checks on vehicles, and
property checks; relays information and instructions to personnel in the field.
Maintains accurate log of incoming service requests and actions taken;prepares other reports and
records as directed; maintains files necessary for dispatch as assigned; enters, updates, and
retrieves information from the computer and teletype networks.
Provides general information to the public; as necessary, refers callers to appropriate agencies;
calms angered or distraught callers;maintains calm in radio transmissions during hectic,tense,and
dangerous situations; may assist citizens and police officers with translation related needs.
Provides temporary and vacation relief for other staff as necessary; may search prisoners on an
as needed basis and supervise and care for infants and children awaiting transportation.

RECOMMENDATION

BACKGROUND
A recent audit of the class specification files revealed the need to update the class specification
of Police Officer-Lateral.
The classification of Police Officer-Lateral was approved by the Personnel Board in September
2000. The Police Department has been actively and successfully recruiting for Police Officers
utilizing this method.
The class specification has been updated to reflect the requirements and duties of this position.

DEFINITION
Under general supervision, patrols an assigned area in the prevention of crime and enforcement
of law and order; carries out special assignments related to departmental operations or law
enforcement in general; conducts investigations; performs related duties as required.
CLASS CHARACTERISTICS
This is the lateral classification is in the entry level professional police class series requiring sworn
peace officer status. Incumbents are assigned to any of a number of functional areas within the
Police Department on a rotating basis.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Patrol and Traffic Safety
Patrols, either in a vehicle or on foot, an assigned area during an assigned shift and looks for
indicators of possible criminal activity or threats to life and property; answers calls for police
services; enforces City, county, and state laws; makes field contacts and completes forms; may
conduct both preliminary and follow-up investigations of disturbances,prowlers,burglaries,thefts,
robberies, vehicle accidents, suspected homicides, and other criminal incidents.
As a Motor Officer, patrols the City on a motorcycle or in a radar-equipped patrol unit; responds
to calls related to traffic incidents and any other emergencies; observes, monitors, and controls

Investigations
Coordinates and conducts complete and detailed investigations of crimes involving juveniles and
adults, crimes against persons and property, and crimes involving vice, gaming and narcotics
violations.
Participates in all normal enforcement activities including enforcing local and State laws, issuing
citations, making arrests, administering first aid, and transporting prisoners.
Performs undercover and surveillance activities; interviews victims, complainants,witnesses and

SUBJECT: REQUEST FOR RECRUITMENT -POLICE DISPATCHER - LATERAL
This memorandum is to request an OPEN recruitment for the position of Police Dispatcher-
Lateral in the Police Department.
This classification is critical in the general operation of the Police Department and safety of the
City. Under general supervision, this position dispatches police units via radio and maintains
contact with department personnel in the field.
The department currently has four (4)vacancies in this critical position. This option provides the
department a second method of filling the vacancies in addition to an open Police Dispatcher
recruitment.

Maintenance Worker I in the Public Works Department.
There is a current vacancy in the Public Works Department, Facilities Division for this
classification. The vacant position is currently being underfilled in a part-time capacity.
Increased workload and new projects have proven the need to fill the vacancy with a full-time
staffer. A promotional recruitment is being requested as the candidate pool for this vacancy is

RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and
3.9,that the City Council adopt the newly created class specification of Information Technology
(IT) Analyst.
BACKGROUND
A recent structural review of the Management Information Systems (MIS) Division of the City
Manager's Office revealed the need to create the new classification of Information Technology
Analyst.
The classification of Information Technology Analyst has evolved in the role of providing quality
citywide direct support for computer and telephone systems. A Helpdesk established to
provided face-to-face and online support provides assistance to users connected to in-house
networks, distributed mainframe systems and to the Internet. The Helpdesk provides the end-
user with initial training in computer and network facilities and applications to ensure efficient
and effective utilization of applications and equipment. A recent review of the classification
series in the Management Information Systems division revealed the need to create a new
position to more accurately reflect the depth of support provided. This title of IT Analyst is also
in line with the supervisor/management level position of NetworkAdministrator and the goals and
responsibilities of the division.
This position will be assigned under the Compensation and Benefits Memorandum covering
Non-Represented Classified Positions.

INFORMATION TECHNOLOGY (IT) ANALYST
DEFINITION
Under administrative direction, performs a variety of responsible professional,
administrative, analytical and technical duties related to performing installation,
maintenance, and operation of Information Technology hardware, software and network
communications services, including telephone systems.
CLASS CHARACTERISTICS
The Information Technology Analyst is an expert-level and/or front-line support technician
who directs and performs complex installation of hardware and software. Incumbent
requires specialized technical and functional expertise. The IT Analyst possesses and
utilizes more advanced technical skills than other IT Technicians or similar level positions.
Incumbent exercises independence and authority over assignments.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Delivers Helpdesk support by telephone, face-to-face, and online support. Involves
assistance to users who are connected to in-house networks such as local area networks,
distributed mainframe systems,and to the Internet. Provide end-user with initial training in
computer and network facilities and applications ensuring users' efficient and effective
utilization of applications and equipment.
Reviews,analyzes,and resolves complex problems with central and distributed computer,
network, and telephony services.
Diagnoses, repairs,and adjusts computer hardware,software, network systems,personal
digital assistants (PDA), and wireless services.
Creates, adapts, and customizes existing programs and operating systems to meet end-
users' requirements.
Initiates and maintains desktop security through operating system service packs,anti-virus
services and ongoing upgrades and improvements to end-user computer systems.
Evaluates, tests and maintains vendor supplied software packages. Installs updates,
determines compatibility with existing system,ease of use,and if software meets end-user
needs.
Evaluates workload and capacity of desktop computer infrastructure to determine feasibility
of expanding or enhancing computer operations. Establishes work priorities,and evaluates
cost and time requirements.
Undertakes various housekeeping and reporting functions for the area of responsibility,
including hardware and software inventory, data center maintenance, installation site-
surveys, software testing, and monitoring of network resources.

QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills
and abilities necessary for successful job performance. Example combinations include:
Associate's degree in Computer Science, Computer Engineering or very closely related
field, industry-recognized Certifications in current network infrastructure, and three (3)
years related work experience.
Knowledge, Skills and Abilities
Considerable knowledge of principals and practices regarding central and distributed
computer networks,communications and telephony services provided to city departments;
and diagnostic and troubleshooting techniques; expert skill in installing, repairing, and
maintaining computer and/or communications hardware and software; strong aptitude in
developing, evaluating, and interpreting narrative and technical reports, correspondence,
contracts, work orders, training materials, and other necessary materials for assigned
functions; and skill in maintaining and establishing working relationships, communicate
effectively both orally and in writing with vendors,consultants,staff,and city officials. Ability
to direct technical personnel, delegate responsibilities, and mediate issues to the benefit
of the department.
Abilityto execute work goals and department projects per department management;assign
and coordinate work projects,such as planning and configuring new hardware or software;
conduct research and perform multiple duties simultaneously; to exercise judgment,
decisiveness and creativity required in situations involving the direction, control, and
planning; independently problem solve and take initiative;to train users in complex topics,
making presentations to an internal audience, and interacting positively with upper
management; ability to maintain technical competency through career-long learning.
Sustains proficiency through industry-recognized certifications, studies technical journals
or manuals related to current computer and network infrastructure;attend vendor seminars
via Internet or in-person to learn about new computer hardware and software;writes project
reports and documentation for new or modified software and hardware configurations;
respond to problem situations in an effective and tactful manner;ability to attend meetings,
events and/or be on-call for routine systems maintenance; ability to perform other related
duties as required.
SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Driver's license and a
satisfactory driving record.
Ability to lift and carry 40 lb. weights such as computer equipment.
Position may require on-call status during non-office hours for routine system maintenance
and/or emergencies.
