The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Rev. Paul Farrell, pastor Invocation of the First Christian Church. Present at Roll Call: Councilmen: Fawcett, Ortuno, Roll•.Call Johnson, Teasley, Memmesheimer Also present: City Attorney Williams, Superin- tendent of Light and Water Smith, City Engineer Kirkgaard, Fire Chief Madison, and City Clerk - Administrative Officer Miller. Mayor Memmesheimer asked if there were any corrections Approval of to the minutes of July 7th. With no corrections, the Minutes 7-7 minutes were approved as written. The.hour.,of 7:30 P.M. was set for bid opening for the Bid opening house located at 736 North Dalton, for sale to be house at 736 moved. No new bids were received for this house, No. Dalton - however the Administrative Officer stated that the for sale to bid of $211.00 from Mr. Harry E. Lasch had been re- be moved submitted, along with the statement that if he was awarded the bid, the house would be moved outside of the City. Moved by.Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that the request be granted and -the Mayor be authorized to sign the letter. An agreement for serving electric power to John White, 625 N. Azusa Avenue, was presented to Council. Councilmen Ortuno o'f'fered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT BETWEEN THE CITY OF AZUSA AND JOHN WHITE AND AUTHORIZING THE MAYOR TO SIGN AND THE a.CITY-CLERK TO ATTEST SAME. Irwindale• Res. 3781 - Agreement between John White & City Fawcett, Ortuno, Johnson, Teasley, Memmesheimer None None and numbered Resolution No. 3781. Permission was requested for authorization to instruct the Personnel Board to hold another examination for Pumping Plant Operator. The reason for this request is that there is only one person on the current eligi- bility list and that he is a resident of Pasadena. The -Superintendent of Light and Water stated that the person who -is employed for this position should live in Azusa because 'of the fact that they are on emergency call at all times, and must work odd hours. Moved by.Councilman Teasley and Seconded by Councilman Ortuno.and ordered carried that the position be offered to the.person who is on the current eligibility list providing that he is willing to move to Azusa. If the person is not willing to accept the position under this condition, the Personnel Board is authorized to hold another examination for Pumping Plant Operator, stipu- lating that the applicant must be a resident of the City of Azusa. The.ComIDittee studying the Light and Power rates re- commended to Council that Johnson and Wehe's report Trial 3-A be accepted. Councilman Johnson suggested that a study of the water rates be made and adjustments made at the same time as the light rates. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the Administrative Officer.contact Jas. Montgomery Company and W. Johnson and ask them to give the City a realistic schedule of rate adjustment to care for the approximate costs of the systen . The hour of 8:00 P.M. was set for public hearing on the application for a Special Use Permit at 227 S. Vernon Avenue. The application was denied by the Planning Commission and an appeal from the decision made to the City Council by Mrs. Frank Hazelhurst, 1506 E. Mountain, Pasadena, who wishes to use the property to operate a nursery and a day nursery school. The City Clerk presented the affidavit of publication and the list of persons within 300' who were notified of the hearing. Mrs. Hazelhurst, Pumping plant operator . Mr. Snidow stated that they would be willing to accept any reasonable restrictions in re- gard to the type of industry in the area. Council suggested several stipulations which are to be set forth in a recordable covenant before Council votes on the proposed M-1 zoning. These stipulations include that a five foot block wall be erected along the Glad- stone Street frontage, with plantings on the outside of the wall facing the residences across Gladstone Street; that all uses must be carried on entirely enclosed with- in a building, with the exception of parking and land- scaping; that objectionable uses be prohibited; and that the buildings be set back at least the equivalent to a residential setback (25') from the new property line on the south side of Gladstone Street. Moved,by Councilman Teasley, seconded by Councilman Ortuno that the Attorney for the property owners be granted until August 4th to present to Council the proposed restrictive covenant giving adequate pro- tection to the adjoining property. Councilman Johnson proposed an amendment to Section 23 of the Ordinance relating to water stock being trans- ferred to the City. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that Section 23 be amended to read that all water rights be obtained by the developer and given to the City free of charge when the subdivision is approved and accepted or annexed by the City. A request was received for renewal of the agreement Agreement between the City of Azusa and the Quarter Midgets between City Association, as the current agreement expires August & Quarter 19, 1958; Midget Assn. A request from residents of the area for a cross walk and stop sign at the intersection of Citrus Avenue and Mauna Loa Street was referred to the Chief of Police and.the City Engineer for recommendation. The'City-Engineer reported to Council that as the south halt of this intersection is in the County, this work must be done jointly with the County and reported that he had written to them in regard to this problem. A 'request was received from the Valleydale Youth Assn. Request from for permission to put up posters advertising a carnival Valleydale to be held at Valleydale Park August 9 and 10. Councilman Ortuno offered the following Resolution entitled:. Res. 3783 - Bills and A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Requisitions ALLOWING'CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT.OF WHICH THE SAME ARE TO BE PAID. Moved -by Councilman Johnson that the Resolution be amended deleting the set monthly mileage claims, and recommended that the mileage should be accounted for. This Resolution was then passed by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Teasley, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None and numbered Resolution No. 3783• Mayor Memmesheimer suggested that a committee composed of Councilmen Fawcett and Ortuno, Administrative Offi- cer'Miller, and City Attorney Williams study and review the mileage proposition with the idea in mind of possibly adopting -the new County mileage arrangement. It was further suggested that the committee study the possibil- ity of the.purchase of a vehicle by the City to be used by the City Engineer and the Administrative Officer and to be•in custody of the Administrative Officer when not in, use. Moved'by Councilman Teasley, seconded by Councilman Ortuno and ordered carried that the Recommendation of Mayor Memmesheimer be accepted. Councilman Johnson asked permission to be absent from the meeting of August 4th. Permission was granted.
