The Cityi Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led
in the salute to the flag.
Invocation was given by Rev. James King, Azusa Church
of Christ.
Present at Roll Call: Councilmen: Fawcett, Ortuno,

Absent: Councilman: Johnson

Light and Water Smith, Supt. of

Engineer Kirkgaard, and City
Clerk -Administrative Officer Miller.
Mayor Memmesheimer asked if there were any corrections
to the minutes of the meetings of July 15, 1958, and
of -July 21, 1958. With no corrections, both sets of
minutes were approved as written.
The hour of 7:30 P.M. was set for bid opening for the
construction of a water line on Azusa Avenue as per
specifications WB -23. The City Clerk presented the
affidavit of publication of the Notice Inviting Bids,
published in the Azusa Herald and Pomotropic on
July 24, 1958.
Mr. Victor C. Jabson, 222 S. Virginia Avenue, appeared
before.Council and stated that he felt the wage scales
for all,of the crafts should be published and that an
up-to-date list of wage scales should be available for
inspection at all times. The reason for this list,
according to Mr. Jabson, would be that wage rates change
from time to time, and that bidders from other areas
would have to know the prevailing wage scales.
There were no bids received, so the estimate of the
Light and Water Superintendent was opened and read. The
estimated costs were:

Commission recommending that John R. Dangleis be ap-

Mrs. Laura Jones of the Park and Recreation Commission
appeared before Council recommending that the proposed
new bath house be located on the north side of the pool
as shown on a sketch presented to Council.

.It was also requested by the Chief of Police that a stop
sign be erected on Vincent Avenue at the intersection of
Gladstone Avenue, causing northbound traffic to stop
before entering Gladstone Street. This request is also
in accordance with Ordinance 438, Section 6.01.
Moved by Councilman Ortuno, seconded by Councilman
Teasley'arid unanimously carried that the two requests
of'the Police Chief be granted.
Vern Rueter, 147 S. Sunset Avenue, appeared before Coun-
cil'in,regard to a flooding problem caused by water
draining into his yard and no provision made for run-
off, since the school has blocked off the area where
the water.usdd•-.td drain. He stated that there is always
water and mud in the yard, and the stagnant water pro-
duces a health problem.
Moved by Councilman Ortuno, seconded by Councilman
Teasley and ordered carried that the City Engineer
look over the situation and report back to Council
with what he feels should be done and after some re-
commendation has been made as to relief of the situation,
the matter should be taken up with the school board, if
necessary.
Council was notified that Mrs. Elsie Dietl, owner of
property at 527 North Sunset Avenue, was granted a yard
variance by the Planning Commission at their meeting of
July 23, 1958•
The Planning Commission granted a Special Use Permit
to P. M.; Ogas for stone -cutting works at 200 North
Irwindale Avenue.
It was recommended by the Planning Commission that
Council approve the annexation of Lots 13, 14, 15, and
16 of Tract 20498. These lots belong to Mr. Clifford
H'. Powers, 6130 N. Citrus Avenue.
Moved by.Councilman Fawcett, seconded by Councilman
Teasley and ordered carried that the recommendation
of the.Planning Commission be accepted and that author-
ization be given to the City Clerk to forward the legal
description to the Boundary Commission.
The matter of the recommended annexation of six acres
of,land on Lark Ellen north of Arrow Highway with a C
zoning, which is owned by the Larwin Company, was held
over until the next Council meeting at the request of
the ,Larwin Company, in order that a representative of
their organization might be present.
Notification was given that the Planning Commission at
their meeting of July 9, 1958, had by Resolution No. 54
recommended amending the zoning Ordinance by the rezoning
'from R-2 to R-3 of Lots 1-24, Block 52, Map of Azusa.
Moved by,Councilman Fawcett, seconded by Councilman
-Teasley. and ordered carried that a public hearing on
the 'recommended rezoning be held before the City Council
at their meeting of September 2nd, and that the Admin-
istrative Officer take care of the advertising and
sending the necessary notices.
Notification was given by the Light and Water Department
that -street light standards have been installed in the
areas east of Citrus Avenue and the Hadley -Cherry Tract
south of the Foothill Shopping Center. Lights have also
been installed on North Azusa Avenue from Eleventh St.
to Sierra Madre Blvd. and wooden light poles installed
on Mauna Loa Avenue and on the 100 block of N. Barbara
Avenue. A total of 218 street lights have been installed
in these areas.

deeded to the State of California a strip of land 100
feet by 10 feet located on North San Gabriel Avenue.
This land is for State highway purposes.

Notification was given Council that verified claims for
damage to personal property have been filed by Robert
Marks', 245 W. 9th Street, in the amount of $252.65; and
Frank and Stella Brazelton, 249 W. 9th Street, in the
amount of $1,021.50. These claims are for backing up
of the sewer od the premises listed above on April 24
or 25, 1958.

Fawcett and unanimously carried that the claims be
denied and refereed to the Insurance Company.
Notification was given that the rates for legal publi-
cations iii the Azusa Herald and Pomotropic will be the
same -as last year.
Council, was asked to appoint a committee to study the
various••insurance proposals submitted to the City. This
committee will work with a committee to be appointed by
.the Employees' Association.

of the Mayor naming Mayor Memmesheimer, Councilman
Teasley,"and City Clerk -Administrative Officer Miller

Council'Was advised that a letter was received from the
County Auditor -Controller stating that they will be
unable'tb transmit to the City the assessed valuation
figure until about August 25th. It will still be
necessary, however, for the City to file a certified
statement of rates of tax levies before September 1st.
This will necessitate an adjourned Council meeting on

A request was received from the Chamber of Commerce Ch.of Commerce

A Resolution was received from the Board of Supervisors
approving and endorsing the program of the Los Angeles
Memorial Coliseum Commission for securing conventions
of both political parties in their 1960 nominations.

authorized to draw up the necessary Resolution.
'Notice was given of receipt of a letter from the Public
Utilities Commission of hearings to be held in Los
Angeles on October 1, 2, and 3, 1958, and also in San
Francisco re: Hearings on Case No. 6148, Investigations
on the Commission's Own Motion Concerning the Proper
Treatment for Rate -fixing Purposes, -to be Accorded
Accelerated Amortization and Accelerated Depreciation.

A letter was received from Governor Knight urging cities
to take this opportunity to check on the readiness of
their civil-ldefense and disaster organizations.
Moved by Councilman Fawcett, seconded by Councilman
Teasley and ordered carried that the letter be referred
to the Director of Civil Defense.
Notice was given of Area 'D' Directors' Meeting to be
held August 8, 1958, at the West Covina Civil Defense
Office. -Councilman Teasley is to attend this meeting.
The Assembly Interim Committee on Municipal and County
Government will hold hearings in Los Angeles on August
29th'and,in Sacramento on September 5th. This Committee
is' -studying all special district acts which provide for
the collection and disposal of sewage for the purpose of
consolidating them into one or two acts.
Moved by Councilman Fawcett, seconded by Councilman
Teasley and ordered carried that this letter be referred
to the City Attorney.
The Orchids Club of Azusa, an organization of the St.
Frances of Rome Church, has requested permission to
hold an anniversary dance at the St. Frances Parish
Hall on September 26th from 8:00 to 12:00 P.M. The
attendance of two police officers was also requested.
Moved by Councilman Fawcett, seconded by Councilman
Teasley and ordered carried that this request be re-
ferred,to the Chief of Police with power to act.
The Los Angeles County Chapter of the Muscular Dystrophy
Association requests permission to hold a fund-raising
drive in the City on December 1-31, 1958.
A request was also received from the Los Angeles County
Heart Association for permission to hold a fund-raising
drive'in the City during the month of February, 1959.

all other requests, and that the Associations be asked
to haWtheir solicitors register with the Police Dept.

A letter, was received from Harry E. Lasch, 500 W. Duell H. Lasch
Street,.withdrawing his bid for the house located at bid withdrawal
736,North Dalton Avenue, which was to be moved. Mr.
Lasch stated that he was unsuccessful in finding a suit-
able location for the house.
Moved by Councilman Fawcett, seconded Py Councilman
Teasley and ordered carried that the matter be referred
to the Administrative Officer to get quotes on razing
of.the.building and also to notify the various organi-
zations to see if they were interested in the house.
The Administrative Officer was authorized to accept the
best arrangements which could be made.
Resolutions were received from San Jose, Bakersfield,
and other Cities urging the League of California Cities
to'prepare State legislation providing for allocation
of Federal -aid Urban money to cities.

CITY HALL, AZUSA, CALIFORNIA MONDAY, AUGUST 4, 1958
A'Resolution was forwarded from the City of Glendora
requesting the Los Angeles County Board of Supervisors
to "Hold the Line" on County expenditures.
Moved by Councilman Ortuno, seconded by Councilman
Teasley and ordered carried that the Resolution be
filed.
Notification was received of the meeting of the Upper
San Gabriel Valley Water Association to be held on
August 13th at Eaton's Restaurant, Santa Anita.
Moved by Councilman Teasley, seconded by Councilman
Ortuno and ordered carried that Council members, Supt.
of Light and Water, Administrative Officer, and City
Engineer be authorized to attend this meeting.
A request was received from Cornelius Smith to fix up
the dark room in the Public Works Building.
-Moved by Councilman Fawcett, seconded by Councilman
Teasley and ordered carried that the Public Works
Department be authorized to make necessary arrangements
`to pipe water and board the windows in order to fix the
dark room.
A'copy of.the Mutual Aid Agreement from the City of
Whittier relating to Police and Fire services was
received. Moved by Councilman Fawcett, seconded by
Councilman Ortuno that this matter be referred to the
City Attorney, Fire Chief, Police Chief and Administrative
Officer for study and report to Council. This motion
ordered,carried.
A,letter was received from the Principal of Center School,
located -at Cerritos and Gladstone, requesting that the
City.'furnish a crossing guard at this location. It was
determined, however, that only the southeast corner of
this intersection is within the limits of Azusa, and
that no,'Azusa school children would be using this inter-
section;�therefore, the City should not be required to
furnish a.guard at this location.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett'and ordered carried that the Administrative
Officer write to the County School Superintendent
explaining this situation to them.
A.request was received from Mr. Henry Dominguez stating
that -he had put in the curb and gutter as required by
the City.;,and asking when he could obtain his building
permit. The City Engineer stated that a Record of
Survey Map has not been filed as required by the lot
split ordinance.
,A lett'er'was received from the Jack Palo Equipment
Company, 1000 W. Foothill Blvd., requesting removal
of the transformer bank situated in the yard at the
aforementioned location.
Moved.by Councilman Ortuno, seconded by Councilman
Fawcett'and ordered carried that this subject be re-
ferred to the City Attorney, Supt. of Light and Water,
and the -Administrative Officer for discussion and an
attempted solution and report to Council.
.The City Engineer requested permission to attend a course
in Fundamentals of Traffic Engineering, offered through
the.National Safety Council, from August 25th to 29th,
in Los Angeles.
Moved by Councilman Ortuno, seconded by Councilman
Teasley and ordered carried that the City Engineer be
authorized to attend this Conference, the tuition and
,necessary expenses to be paid for by the City.

A request was made as to whether Council wished to raise
the car allowances for the Police Chief, Fire Chief,
City Engineer and the Administrative Officer, as had
been allowed for in the budget. It was determined by
Council that the car allowances remain the same until
such time as a recommendation is made and accepted by
Council. The Committee previously appointed to study
the mileage recommendation was asked to have a report
ready for the next Council meeting.
