SUBJECT: UPDATED CLASS SPECIFICATION FOR POLICE DISPATCHER AND POLICE
DISPATCHER (LATERAL)
RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3, that
the City Council adopt the updated, class specification of Police Dispatcher and Police Dispatcher
(Lateral).
BACKGROUND
The class specifications for the positions of Police Dispatcher and Police Dispatcher (Lateral)were
last updated in 1992. A recent review of the existing class specification for the above listed
positions revealed the need for an update to increase the typing speed to 40 net words per
minute.
We surveyed other cities and also consulted with subject matter experts and concluded the typing
speed is too low. An increase in the speed requirement from the current 25 wpm to 40 wpm will
remedy the slow input experienced by new trainees when working with the AZPD Computer Aided
Dispatch system.

POLICE DISPATCHER
DEFINITION
Under general supervision, receives requests for law enforcement services and dispatches units via radio;
maintains contact with department personnel in the field; performs related duties as required.
CLASS CHARACTERISTICS
This is the journey level class and incumbents are required to perform the full range of dispatching duties.
In addition, Police Dispatchers may assist with the training of less experienced personnel.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability.
Receives requests for police or other emergency services over the phone; answers 911 calls; screens
incoming calls to determine necessity, priority, and type of response required; monitors other radio
frequencies to be aware of incidents elsewhere that may affect City police operations; monitors cameras
throughout the building.
Dispatches, as necessary, police units in response to calls for service or requests from officers in the field;
uses law enforcement terminology and cites Code sections by number; calls public and private agencies,
such as allied law enforcement, hospitals, towing services, and utilities and requests mutual assistance
when necessary.
Keeps track of police unit locations and status; maintains constant radio communication with personnel in
the field; runs warrant checks on subjects, registration checks on vehicles, and property checks; relays
information and instructions to personnel in the field.
Maintains accurate log of incoming service requests and actions taken; prepares other reports and records
as directed; maintains files necessary for dispatch as assigned; enters, updates, and retrieves information
from the computer and teletype networks.
Provides general information to the public; as necessary, refers callers to appropriate agencies; calms
angered or distraught callers; maintains calm in radio transmissions during hectic, tense, and dangerous
situations; may assist citizens and police officers with translation related needs.
Provides temporary and vacation relief for other staff as necessary; may search prisoners on an as needed
basis and supervise and care for infants and children awaiting transportation.

abilities necessary for satisfactory job performance. Example combinations include graduation from
high school or equivalent,and two years of experience in typing and general clerical work including
one year of experience which required considerable public contact.
Knowledge and Skill Levels
Considerable knowledge of office procedures, record keeping system, forms, correspondence,
reports and other materials common to operation of a police department; police dispatching
procedures and the laws and regulations governing the use of dispatching equipment in a law
enforcement agency; agencies involved with police activities; Penal Code,Vehicle Code, and local
municipal code; 911 system and TDD Deaf Translation System; computerized systems used in
municipal law enforcement agencies. Ability to communicate clearly and concisely,both orally and
in writing; type accurately at a speed of not less than 40 net words per minute; understand and
follow oral and written instructions; learn and follow standard broadcasting procedures and rules;
learn and utilize a wide variety of codes and computer commands; spell accurately; work various

SUBJECT: Information Technology Analyst Reclassification
RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and
3.9, that the City Council adopt the reclassification of employee Cristina Gomez from the position
of Computer Operator to Information Technology Analyst.
BACKGROUND
A recent performance appraisal and review of job duties undertaken by the Computer Operator in
the Police Division of IT revealed the need to reclassify the incumbent to a classification that more
accurately reflects her current duties. She has been working in this classification for over three
years, and over this time she has taken on increasingly more complex technical projects.
Currently the incumbent is working out of class as her duties include: writing a database that
manages the police department's fleet of laptops, troubleshooting router segment issues, and
maintaining and troubleshooting a card access security system. In addition she was given
responsibility for the configuration and deployment of a significant portion of the hardware
replacement budget for the police department. This project involves planning, being budget
conscience and having a level of technical expertise to determine compatibility and needs of the
end user. In addition she has received training and is providing support in several areas including
RMS, Document Management and Access Control. Her job has clearly evolved from providing
support to having a clear understanding of the infrastructure and its components and the
relationships of these components to each other. This "big picture" shows a much more refined
level of skill and experience.
The position and benefits for this classification would be assigned under the Compensation and
Benefits Memorandum covering Non-Represented (Confidential) Classified Positions. The
monthly salary range for this position is recommended at $3,785.32 - $4,565.03 (formerly
$3,293.93 - $3,966.96).

INFORMATION TECHNOLOGY (IT) ANALYST
DEFINITION
Under administrative direction, performs a variety of responsible professional, administrative,
analytical and technical duties related to performing installation, maintenance, and operation of
Information Technology hardware, software and network communications services, including
telephone systems.
CLASS CHARACTERISTICS
The Information Technology Analyst is an expert-level and/or front-line support technician who
directs and performs complex installation of hardware and software. Incumbent requires
specialized technical and functional expertise. The IT Analyst possesses and utilizes more
advanced technical skills than other IT Technicians or similar level positions. Incumbent exercises
independence and authority over assignments.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Delivers Helpdesk support by telephone, face-to-face, and online support. Involves assistance to
users who are connected to in-house networks such as local area networks,distributed mainframe
systems, and to the Internet. Provide end-user with initial training in computer and network
facilities and applications ensuring users' efficient and effective utilization of applications and
equipment.
Reviews, analyzes,and resolves complex problems with central and distributed computer,network,
and telephony services.
Diagnoses, repairs, and adjusts computer hardware, software, network systems, personal digital •
assistants (PDA), and wireless services.
Creates, adapts, and customizes existing programs and operating systems to meet end-users'
requirements.
Initiates and maintains desktop security through operating system service packs,anti-virus services
and ongoing upgrades and improvements to end-user computer systems.
Evaluates, tests and maintains vendor supplied software packages. Installs updates, determines
compatibility with existing system, ease of use, and if software meets end-user needs.
Evaluates workload and capacity of desktop computer infrastructure to determine feasibility of
expanding or enhancing computer operations. Establishes work priorities, and evaluates cost and
time requirements.
Undertakes various housekeeping and reporting functions for the area of responsibility, including
hardware and software inventory, data center maintenance, installation site-surveys, software
testing, and monitoring of network resources.

to the benefit of the department.
Ability to execute work goals and department projects per department management; assign and
coordinate work projects, such as planning and configuring new hardware or software; conduct
research and perform multiple duties simultaneously; to exercise judgment, decisiveness and
creativity required in situations involving the direction, control, and planning; independently
problem solve and take initiative; to train users in complex topics, making presentations to an
internal audience, and interacting positively with upper management; ability to maintain technical
competency through career-long learning. Sustains proficiency through industry-recognized
certifications, studies technical journals or manuals related to current computer and network
infrastructure; attend vendor seminars via Internet or in-person to learn about new computer

SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Driver=s license and a satisfactory
driving record.
Ability to lift and carry 40 lb. weights such as computer equipment.
Position may require on-call status during non-office hours for routine system maintenance and/or

SUBJECT: REQUEST FOR RECRUITMENT- BUILDING INSPECTOR
The Community Development Department has a need to fill the position of Building Inspector.
This additional position, approved by City Council through the budget, will assist in facilitating
inspection requests and support the planning activities within the department.
An external candidate pool should provide very qualified candidates and allow any qualified
internal candidates to also compete. Additionally,an open recruitment would provide an eligibility
list from which any future vacancies could be filled.
