SUBJECT: NEW CLASS SPECIFICATION FOR RECREATION SUPERINTENDENT
RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and
3.9, that the City Council adopt the newly created classification specification of Recreation
Superintendent (position formerly titled "Senior Services Manager").
BACKGROUND
In January 2003, a structural review of the Recreation and Family Services Departmentrevealed
the need to draft a new class specification for the position of Recreation Superintendent to more
accurately reflect the actual duties and level of responsibility performed by this position.
Additionally, the upcoming retirement of Senior Services Manager prompted the department to
review its' organizational structure. The newly created classification of Recreation Superintendent
will essentially replace the position of Senior ServicesManager and assume additional duties to
cover recreation activities. (The Recreation Superintendent classification once existed, however, it
was abolished with the establishment of the Associate Directors of Recreation and Parks positions,
which now have now also been abolished.)
Substantive changes in the duties of the Recreation Superintendent include additional
responsibilities in assisting in the overall management of the Recreation and Family Services
Department. Additionally, this classification has an increased level of responsibility which
includes directing, coordinating and planning recreation and senior services activities for the
Department and related operations. The Recreation Superintendent also assists the Director of
Recreation and Family Services on various administrative projects and may act in the Director's
absence.
The proposed monthly salary range for the position of Recreation Superintendent is $4,723 to
$5,741. Salary and benefits for this classification would be assigned under the Compensation and
Benefits Memorandum covering Middle Management positions.

RECREATION SUPERINTENDENT
DEFINITION
Under general direction, plans, directs, and coordinates the City's recreational,senior services,cultural and
specialized programs; assists in the development of policies and procedures; assists in the development
and administration of the Department budget; establishes and maintains liaison to the public; performs
related duties as required.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Plans, directs, coordinates, and evaluates any potential combination of City-wide recreation and senior
services programs involving youth and adult sports activities, aquatics, special events and childcare
activities conducted at various facilities.
Plans, directs, coordinates, and reviews the work plan for the Recreation and Family Services Department;
meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor
work flow, review and evaluate work products, methods, and procedures.
Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with
employees to correct deficiencies.
Manage and participate in the development and administration of the Recreation and Family Services
Department annual budget; direct the forecast of additional funds needed for staffing, equipment,
materials, and supplies; direct the monitoring of and approve expenditures; direct and implement
adjustments as necessary.
Prepare and administer grants and other proposals which provide funding on an annual basis; writes
requests for proposals;maintains and monitors requirements of county,state and federal funding sources.
Review requests for recreational and senior services and programs; approve or disapprove program
proposals.
Provide responsible staff assistance to the Recreation and Family Services Director; prepare and present
staff reports and other necessary correspondence.
In the Director's absence,serve as a liaison for the Recreation and Family Services Division with City Council
and other City departments, divisions, and outside agencies; negotiate and resolve significant'and
controversial issues.
Participate on a variety of boards and commissions,attend and participate in professional group meetings;
stay abreast of new trends and innovations in the field of recreation.

These are position functions which may be changed, deleted or reassigned to accommodate an individual
with a disability.
QUALIFICATIONS GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for satisfactory job performance. Example combinations include equivalent to a Bachelor's
degree in Recreation, or a related field; and five years of increasingly responsible professional
experience in public recreation which would include or be supplemented by three years of supervisory
experience.

Thorough knowledge of the principles, procedures, practices and resources of public,private,and inter-
agency recreation, senior and youth programs and community services;public administration principles
and practices; related laws, ordinances, rules, and regulations; roles of citizen committees,
commissions, organization of city government, and the effective methods of professional leadership
within this framework;grant applications, procedures, and administration; principles and practices of
supervision; recreation, cultural, and social needs of all age groups.
Ability to plan,organize and coordinate department activities; communicate effectively both orally and
in writing; research and prepare complex reports on a variety of subjects. Select, train, supervise and
evaluate assigned staff; establish and maintain cooperative working relationships; deal constructively
with conflict and develop effective resolutions. Plan and enforce a balanced budget; interpret financial
statements,and cost accounting reports. Analyze community recreation,social,and cultural needs and
desires, availability of resources, existing programs, and other factors in developing short-range and
long-range departmental programs; assess and stimulate meaningful public interest and participation.
Establish general policies, procedures, and guidelines to be observed by department staff; make
decisions regarding operational and personnel functions; coordinate activities of the department with
those of other City departments. Resolve department related citizen complaints or problems
concerning activities with diplomacy and tact that cannot be handled by subordinates; analyze unusual
situations and resolve them through application of management principles and practices; solicit the
cooperation of service clubs,community groups,and local businesses to undertake,underwrite or assist
with recreation and senior services. Appear before such groups to inform the public about services and
programs provided.
SPECIAL REQUIREMENTS
Possession of and ability to obtain a valid Class C California driver's license and a satisfactory driving record.
Possession of current certificates in First Aid and CPR.
Ability to work in a standard office environment; ability to travel to different sites and locations as
necessary.

SUBJECT: REQUEST FOR OPEN RECRUITMENT— RECREATION SUPERINTENDENT
This memorandum is to request OPEN recruitment for the position of Recreation Superintendent
in the Recreation and Family Services Department.
This is a newly created position that will assume duties currently provided by the Senior Services
Manager and new duties that support recreation activities and programs. As this position is newly
created, an "open" recruitment is being requested to enable the department to tap into the
external candidate pool.
An external candidate pool should provide very qualified candidates and allow any qualified
internal candidates to also compete. Additionally, an open recruitment would provide an eligibility
list from which any future vacancies could be filled.
