BACKGROUND A recent review of the existing class specification for the above listed position revealed the need for an update to the current description of job duties to more accurately reflect the actual duties performed by the position. Additionally, a title change is proposed to accurately describe the position. On September 11, 2001,the Personnel Board approved a recruitment request for the position of Facilities Crew Supervisor. At that time it was determined this classification would help formulate the needs of the position in the area of contract administration, specification writing and plans review. After a short review, it was discovered these areas were not met within the classification of Facilities Crew Supervisor. The position actually calls for an incumbent with strong skills in project management and in managing capital improvement projects as they relate to buildings/city facilities. Additionally,the incumbent needs to possess effective personnel management skills to schedule work, motivate employees, and interface with customers one on one. Thehigher skill level classification of the Facilities Maintenance Supervisor will assist in capturing these needed abilities. This position will remain assigned under the Compensation and Benefits Memorandum covering Laborers International positions. The salary for this position is $3,905.86- $4,712.14(formerly $3,484.76- $4,200.29). Hsu, Director of Utilities VIA: Victoria Cross, Director of Human Resources DATE: February 25, 2003 SUBJECT: RECLASSIFICATION REQUEST-SENIOR ELECTRICAL ENGINEER RECOMMENDATION The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules, Section 3.8 and 3.9, that the City Council adopt the reclassification of the Senior Electrical Engineer (formerly "Electrical Engineer"), in the Utilities Department. BACKGROUND The incumbent holding the title of Electrical Engineer started employment with Azusa Light & Water (AL&W) in February of 1992. Duties and responsibilities then were much less demanding than today due to the relative uncomplicated system internally and static regulatory environment externally. In the past eleven years the incumbent has been given more duties and responsibilities beyond the current class specification of Electrical Engineer. After the acquisition of Azusa Valley Water Company in 1993, AL&W created an engineering division to consolidate electric and water engineering functions within one small division. The Electrical Engineer was given supervisory responsibility over this division. With the onset of deregulation and distributed generation, the incumbent was also given the task of tracking the development of distributed generation, preparing and advising management of strategy in the implementation of distributed generation policy and practices. Additionally, with the increasing demand on system growth and reliability, the classification of Electrical Engineer was given the responsibility of getting additional substation capacity in 1997, and has again taken the leadership role in the construction of the second point of interconnection (substation) with Edison. Lastly, additional responsibilities have been undertaken to include management of the City's dark fiber (constructed by Charter), and a telecommunication feasibility study. The classification of Senior Electrical Engineer will remain under the Compensation and Benefits Memorandum covering Azusa Middle Management Association and the proposed monthly salary is $6,693.00 - $8,135.38 (formerly $5,790.78 - $7,038.70). ESSENTIAL FUNCTIONS Duties may include, but are not limited to the following: Provide lead supervision of staff assigned to a variety of electrical engineering projects; participate in the implementation of goals and objectives for the completion of electric utility engineering projects;establish schedules and methods for completing projects; implement policies and procedures. Lead and participate in the preparation of complex consultant services agreements,requests for proposals, and related contract documents; evaluate and participate in the selection of outside consultants. Review plans of consulting engineers and contractors; make technical engineering decisions and establish technical criteria and standards. Lead and participate in the design and selection of communication and control systems for use by Electric and Water Divisions' projects and operations.
