SUBJECT: New class specification of Senior Information Technology Analyst
RECOMMENDATION
Request that the Personnel Board adopt the new classification of Senior Information Technology
Analyst.
BACKGROUND
After a recent in depth Information Services Review done by an outside consultant, and the departure
of a highly skilled staff member it became clear a review of the IT organizational structure was needed.
It became apparent that there was no classification that supported a mid range subject expert, this
position would have a broad understanding of various IT related functions, however would require at
least one area of specialization.
Examples of areas of specialization include large software systems such as Utility, Financial or GIS
systems, network administration, telephone and communication systems or hardware and
infrastructures.
This position is not a flexible staffing position as the duties of the Information Technology Analyst do
not alone prepare you for the requirements of Senior Information Technology Analyst.
The proposed monthly Salary range for the position of Senior Information Technology Analyst is $4,706
- $5717. Salary and benefits for this classification would be assigned under the Compensation and
Benefits Memorandum covering ACEA.

SENIOR INFORMATION TECHNOLOGY (IT) ANALYST
DEFINITION
Under administrative direction,performs a variety of responsible professional,administrative,
analytical and technical duties related to performing installation,maintenance,and operation
of Information Technology hardware, software and network communications services,
including telephone systems, and will have at least one area of specialization.
CLASS CHARACTERISTICS
The Senior Information Technology Analyst works independently to diagnose and resolve
complex operating problems. Incumbent possesses higher knowledge and skill level than
the IT Analyst have a broad understanding of all IT department functions and requires at
least one area of specialization. Incumbent exercises independent judgment and authority
over assignments, and will be able to manage a specialized departmental project.
Examples of areas of specializations are large software systems such as Utility, Financial or
GIS packages, Network Administration,telephone and communication systems,or hardware
and infrastructures.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the bllowing:
Programs and analyzes software and systems.Tests,maintains and modifies applications in
consultation with various City departments.
Reviews, analyzes, and resolves complex problems with central and distributed computer,
network, software applications or telephony services.
Documents procedures and processes, prepares training materials and conducts user
training.
Represents the department in various projects to the internal customers and the .endor.
Installs, configures and designs hardware and software for local and wide area networks,
Evaluates, tests and maintains vendor supplied software packages. Installs updates,
determines compatibility with existing system,ease of use, and if software meets end-user
needs.
Investigates and resolves system programming problems. Implements application
enhancements and changes. Extracts,analyzes and summarizes data for various reporting
functions.
Analyzes and evaluates software systems and network efficiency,conducts research,testing
and feasibility studies.

QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge,skills and
abilities necessary for successful job performance. Example combinations include:
Associates degree in Computer Science, Computer Engineering or eery closely related
field, industry-recognized specialized training or certifications in area of expertise desired,
and five (5) years related work experience.
Knowledge, Skills and Abilities
Strong knowledge of principals and practices regarding central and distributed computer
networks, communications, software systems and telephony services provided to city
departments.
Expert knowledge in one of 3 skill sets, hardware, software systems or networks; including
diagnostic and troubleshooting techniques; expert skill in installing, repairing, and
maintaining computer and/or communications hardware and software; strong aptitude in
developing, evaluating, and interpreting narrative and technical reports, correspondence,
contracts, work orders, training materials, and other necessary materials for assigned
functions.
Interpersonal skill in maintaining and establishing working relationships, communicate
effectively both orally and in writing with vendors, consultants,staff, department heads and
city officials. Ability to direct technical personnel, work with and direct outside vendors,
delegate responsibilities, and mediate issues to the benefit of the department.
Ability to create and execute work goals and department projects per department
management;assign and coordinate work projects, such as planning and configuring new
hardware or implementation of software;perform multiple duties simultaneously;to exercise
judgment, decisiveness and creativity required in situations involving the direction,control,
and planning; independently problem solve and take initiative; to train users in complex
topics, making presentations to an internal audience, and interacting positively with upper
management; ability to maintain technical competency through career-long learning.
Sustains proficiency through industry-recognized certifications,studies technical journals or
manuals related to current computer and network infrastructure;attend vendor seminars via
Internet or in-person to learn about new computer hardware and software; writes project
reports and documentation for new or modified software and hardware configurations;
respond to problem situations in an effective and tactful manner;ability to attend meetings,

SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California Drivers license and a
satisfactory driving record. Ability to lift and carry 40 lb. weights such as computer
equipment. Position may require on-call status during non-office hours for routine system
maintenance and/or emergencies.

INFORMATION TECHNOLOGY (IT) ANALYST
DEFINITION
Under administrative direction, performs a variety of responsible professional, administrative,

CLASS CHARACTERISTICS
The Information Technology Analyst is an expert-level and/or front-line support technician who
directs and performs complex installation of hardware and software. Incumbent requires
specialized technical and functional expertise. The IT Analyst possesses and utilizes more
advanced technical skills than other IT Technicians or similar level positions. Incumbent exercises
independence and authority over assignments.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Delivers Helpdesk support by telephone, face-to-face, and online support. Involves assistance to
users who are connected to in-house networks such as local area networks,distributed mainframe
systems, and to the Internet. Provide end-user with initial training in computer and network
facilities and applications ensuring users' efficient and effective utilization of applications and
equipment.
Reviews, analyzes, and resolves complex problems with central and distributed computer,network,
and telephony services.
Diagnoses, repairs, and adjusts computer hardware, software, network systems, personal digital
assistants (PDA), and wireless services.
Creates, adapts, and customizes existing programs and operating systems to meet end-users'
requirements.
Initiates and maintains desktop security through operating system service packs,anti-virus services
and ongoing upgrades and improvements to end-user computer systems.
Evaluates, tests and maintains vendor supplied software packages. Installs updates, determines
compatibility with existing system, ease of use, and if software meets end-user needs.
Evaluates workload and capacity of desktop computer infrastructure to determine feasibility of
expanding or enhancing computer operations. Establishes work priorities, and evaluates cost and
time requirements.
Undertakes various housekeeping and reporting functions for the area of responsibility, including
hardware and software inventory, data center maintenance, installation site-surveys, software
testing, and monitoring of network resources.

SUBJECT: RECLASSIFICATION
BACKGROUND
After a recent in depth Information Services Review done by an outside consultant, and the departure
of a highly skilled staff member, a review and reassignment of job duties was undertaken. This revealed
the need to reclassify the following employees to a classification that accurately reflects their current
job duties and responsibilities.
Margaret Delano currently the incumbent is working out of class as her duties include: Specialized
software support for the Utility Billing System, writing customized reports, writing conversion tables as
a migration to a new Utility Billing System takes place. She will also be providing training to employees
on this new system and become the key contact and support.
I recommend she be re-classed from Senior Programmer Analyst (at step 5) to Senior Information
Technology Analyst (at step 5)
Rich Cabildo currently the incumbent is working out of class as his duties include: Increased
responsibility for the network infrastructure and hardware, including the Utility Data Center. Routine
duties have been reassigned and more specialized network administration and server management
work is required. Rich will also assume responsibility of the Document Management Project. Rich
currently holds a MCSE (Microsoft certified Systems Engineer)and a CCNA (Cisco certified network
administrator), and MCP (Microsoft certified professional) plus Internet.
I recommend he be re-classed from Information Technology Analyst (at step 4) to Senior Information
Technology Analyst (at step 1).
laime Prado currently the incumbent is working out of class as his duties include: Expert level GIS
(Geographic Information Systems) work including interactive maps, maintaining both the hardware and
software, and training users. Jaime is responsible for one of the first interactive GIS WEB sites in
Southern California.
I recommend he be re-classed from GIS Technician (at step 5) to Senior Information Technology
Analyst (at step 1).

RECOMMENDATION
It is recommended that Personnel Board consider an increase in the salary range of
the Assistant City Manager position of 20%.
BACKGROUND
Pursuant to direction from City Council Mr. Hsu, Interim City Manager is requesting
the Personnel Board consider an increase in the salary range of the Assistant City
Manager position of 20%. The justification for this increase is based on the significant
amount of development related projects that are currently underway or will be in the
foreseeable future. This position is also responsible for the Economic Development
projects since the retirement of the Economic Development Director. Additionally,
there has been an internal equity issue as the Assistant City Manager supervises
Department Heads who are paid at a higher rate.
FISCAL IMPACT
The monthly increase of $1730.72 will be absorbed through the redevelopment
agency's FY 2005 budget. The new top step for the ACM salary range will be
$10,384.32.
