BACKGROUND After a recent in depth Information Services Review done by an outside consultant, and the departure of a highly skilled staff member it became clear a review of the IT organizational structure was needed. It became apparent that there was no classification that supported a mid range subject expert, this position would have a broad understanding of various IT related functions, however would require at least one area of specialization. Examples of areas of specialization include large software systems such as Utility, Financial or GIS systems, network administration, telephone and communication systems or hardware and infrastructures. This position is not a flexible staffing position as the duties of the Information Technology Analyst do not alone prepare you for the requirements of Senior Information Technology Analyst. The proposed monthly Salary range for the position of Senior Information Technology Analyst is $4,706 - $5717. Salary and benefits for this classification would be assigned under the Compensation and Benefits Memorandum covering ACEA. OPS- { � , • Date Adopted: Class Code: Range: 3204 CITY OF AZUSA SENIOR INFORMATION TECHNOLOGY (IT) ANALYST DEFINITION Under administrative direction,performs a variety of responsible professional,administrative, analytical and technical duties related to performing installation,maintenance,and operation of Information Technology hardware, software and network communications services, including telephone systems, and will have at least one area of specialization. CLASS CHARACTERISTICS The Senior Information Technology Analyst works independently to diagnose and resolve complex operating problems. Incumbent possesses higher knowledge and skill level than the IT Analyst have a broad understanding of all IT department functions and requires at least one area of specialization. Incumbent exercises independent judgment and authority over assignments, and will be able to manage a specialized departmental project. This revealed the need to reclassify the following employees to a classification that accurately reflects their current job duties and responsibilities. Margaret Delano currently the incumbent is working out of class as her duties include: Specialized software support for the Utility Billing System, writing customized reports, writing conversion tables as a migration to a new Utility Billing System takes place. She will also be providing training to employees on this new system and become the key contact and support. I recommend she be re-classed from Senior Programmer Analyst (at step 5) to Senior Information Technology Analyst (at step 5) Rich Cabildo currently the incumbent is working out of class as his duties include: Increased responsibility for the network infrastructure and hardware, including the Utility Data Center. Routine duties have been reassigned and more specialized network administration and server management work is required. Rich will also assume responsibility of the Document Management Project. Rich currently holds a MCSE (Microsoft certified Systems Engineer)and a CCNA (Cisco certified network administrator), and MCP (Microsoft certified professional) plus Internet. I recommend he be re-classed from Information Technology Analyst (at step 4) to Senior Information Technology Analyst (at step 1). laime Prado currently the incumbent is working out of class as his duties include: Expert level GIS (Geographic Information Systems) work including interactive maps, maintaining both the hardware and software, and training users. Jaime is responsible for one of the first interactive GIS WEB sites in Southern California. I recommend he be re-classed from GIS Technician (at step 5) to Senior Information Technology Analyst (at step 1). BACKGROUND Pursuant to direction from City Council Mr. Hsu, Interim City Manager is requesting the Personnel Board consider an increase in the salary range of the Assistant City Manager position of 20%. The justification for this increase is based on the significant amount of development related projects that are currently underway or will be in the foreseeable future. This position is also responsible for the Economic Development projects since the retirement of the Economic Development Director. Additionally, there has been an internal equity issue as the Assistant City Manager supervises Department Heads who are paid at a higher rate. FISCAL IMPACT The monthly increase of $1730.72 will be absorbed through the redevelopment agency's FY 2005 budget.
