SUBJECT: RECLASSIFICATION REQUEST--ADMINISTRATIVE ANALYST
This is a request to have Steven Yang reclassified into the position of Administrative Analyst.
With this reclassification, we will eliminate a higher level position, the Utility Administrative
Services Supervisor position, from next year's Utility budget.
Steven Yang was hired on December 16, 2002, as an Administrative Technician through an
open competitive recruitment process and his initial salary was set at $3,167 per month (Step
2). Steven's initial assignments entailed advanced clerical work, consistent with his position
class specification, and he was granted a merit increase on June 16, 2003, to $3,318 per
month (Step 3).
Steven exceeded expectations and was given increasingly complex assignments, such the
development of an Access Database to allow utility managers to submit quarterly work plan
updates electronically. He also assisted with utility rate adjustments, rate surveys, and
management of grant programs—activities typically performed by staff in higher level
positions, and we see activities in these and other areas continuing.
Currently, Steven is in an acting position of Utility Administrative Services Supervisor, which is
a position that became vacant when Phyllis Bradley retired on January 1, 2004.
After a review of the Utility Administrative Services Supervisor position class specification,
however, we found that many of its duties are obsolete or are being more appropriately
performed by other department staff. Hence, we propose to drop this position, which has a
r-current salary range of$4,597 to $5,587 per month, and have some of the responsibilities
assumed by Steven Yang under the class specification of Administrative Analyst.

includes a more appropriate description of Steven Yang's duties, including those performed
prior to his assumption of the Acting position. This position also better reflects Steven's
experience, education, job knowledge, skills and abilities.
Steven meets the requirements of this position, which includes a four-year degree, and two
years of governmental administrative experience (Steven formerly worked 2 '/z years at the
County of Los Angeles).
We propose that Steven be reclassified into the Administrative Analyst position as soon as
possible, and at the starting salary of$4,093.27 per month (Step 2).

work in support of managerial functions; performs related duties as required.
CLASS CHARACTERISTICS
Administrative Analyst is a multiple position class filled by experienced administrative personnel who
conduct projects or direct programs within the parameters of desired objectives, methods to be utilized,
and schedule constraints. Positions allocated to the class may direct subordinate staff in execution of
assigned duties.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the
essential functions will be noted in the announcement of position availability.
Conducts or directs assigned projects or program activity; performs research and statistical analysis;
prepares and presents reports of findings and recommendations as to appropriate action.
As assigned, administers contract or grant-funded program activity, directing and monitoring work
performed; prepares or drafts related proposals, reports, and records; monitors budget expenditures.
Compiles information and prepares manuals, documents, resolutions, or publications relating to
administrative, fiscal, or operational issues.
As designated representative,leads or participates in committee activity;coordinates or conducts activities
with other City departments, agencies and organizations and the community, contributing views and
interests of the department in execution of assigned duties.
Provides assistance to department management, other City personnel, and the public regarding

field; and at least two years of closely related, responsible governmental administrative experience.
Knowledge, Skill and Abilities
Considerable knowledge of the principles of municipal administration,accounting and auditing,budget and
grants management; computer applications in administrative functions; related laws, ordinances, and
regulations; principles of research, statistical analysis, and report preparation. Ability to communicate
clearly and concisely, both orally and in writing; research and prepare complex reports on a variety of
subjects; establish and maintain effective relationships with the community at large,the City Council, and
other public officials;perform complex professional administrative and analytical work requiring sensitivity
to issues;prepare and present reports;represent the City in a variety of meetings;provide liaison to other
City personnel,other agencies,and the public;respond to emergency and problem situations in an effective
manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve

After a review of the Utility Administrative Services Supervisor position class specification,
however, we found that many of its duties are obsolete or are being more appropriately
performed by other department staff. Hence, we propose to drop this position, which has a
---s s PEPI-current salary range of$4,597 to $5,587 per month, and have some of the responsibilities
assumed by Steven Yang under the class specification of Administrative Analyst.

We propose that Steven be reclassified into the Administrative Analyst position as soon as

CLASS CHARACTERISTICS
Administrative Analyst is a multiple position class filled by experienced administrative personnel who
conduct projects or direct programs within the parameters of desired objectives, methods to be utilized,

ESSENTIAL FUNCTIONS

Conducts or directs assigned projects or program activity; performs research and statistical analysis;
prepares and presents reports of findings and recommendations as to appropriate action.

Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for satisfactory job performance. Example combinations include graduation from a four-year
college/university with a bachelor's degree in public or business administration, accounting, or a related
field; and at least two years of closely related, responsible governmental administrative experience.
Knowledge, Skill and Abilities
Considerable knowledge of the principles of municipal administration,accounting and auditing,budget and
grants management; computer applications in administrative functions; related laws, ordinances, and
regulations; principles of research, statistical analysis, and report preparation. Ability to communicate
clearly and concisely, both orally and in writing; research and prepare complex reports on a variety of
subjects; establish and maintain effective relationships with the community at large,the City Council, and
other public officials;perform complex professional administrative and analytical work requiring sensitivity
to issues; prepare and present reports;represent the City in a variety of meetings;provide liaison to other
City personnel,other agencies,and the public;respond to emergency and problem situations in an effective
manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve
them through application of management principles and practices;operate a computer and utilize a variety
