DATE: January 8, 2004 SUBJECT: REQUEST FOR OPEN RECRUITMENT—Customer Service Representative I This memorandum is to request an OPEN recruitment for the position of Customer Service Representative I. Azusa Light &Water is requesting an Open recruitment at this time to fill a position which became vacant as of December 31, 2003. An external candidate pool should provide very qualified candidates and allow any qualified internal candidates to also compete. Additionally,an open recruitment would provide an eligibility list from which any future vacancies could be filled. PERSON, ASSISTANT CITY MANAGER / 411 SUBJECT: INCREASE IN PAY AND BENEFITS FOR THE CLASSIFICATION OF POLICE CHIEF RECOMMENDATION It is recommended that the Personnel Board recommend to the City Council the approval of an increase in the rate of pay and benefits for the classification of Police Chief. BACKGROUND The classification of Police Chief is a title that is included within the Memorandum of Understanding covering Executive Management classifications, however, this specific classification's pay and benefit increases are tied to those received by the Memorandum of Understanding covering the Azusa Police Management Association (APMA). Recently, the City Manager's Office concluded negotiations with the (APMA) and City Council subsequently approved the side letter of agreement with the APMA that included an increase in pay of 8.5655% for the Police Captain classification. The flexible benefits plan was also increased from $850 to $903 per month. These increases were arrived at through a survey of 13 comparable cities agreed to under the original Memorandum of Understanding. It was further agreed to in the Memorandum of Understanding that these positions would be paid the highest of the thirteen cities surveyed. These pay increases went into effect on November 23, 2003. Although there was no specific provision to make the pay and benefits of the Police Chief classification to be the highest paid of the thirteen survey cities a review of that information indicates that the Azusa Police Chief classification is paid 31.4% below the highest paid Chief of the thirteen survey cities. Staff is OPEN SESS; N AGENDA(TEM S DATE S� therefore recommending that the base pay of the Police Chief classification be increased first by 8.5655% to meet the increase given to his immediate subordinates (Police Captains) and then an additional 5% to maintain some minimal parity with market Police Chief pay for a total pay increase of 13.5655%. In addition, members of the APMA as well as the Azusa Police Officers Association (APOA) received an increase in their flexible benefit allowance from $850 to $903 per month effective currently. We recommend that a similar increase be granted to the Police Chief classification. Furthermore, the APMA Side Letter of Agreement stipulates another increase to their classifications based on another survey of the thirteen designated cities (salaries to be surveyed effective July 1, 2004) to be effective September 1, 2005. The Side Letter of Agreement stipulates that APMA positions will be paid at least comparable to the second highest paid positions of the thirteen survey cities or an average of all thirteen cities. It is anticipated that the Police Chief classification pay will be adjusted at the same time with a comparable increase to that of the Police Captain Classification plus an additional 5% to address the ongoing disparity with other Police Chief classification pay in the region. This action would increase the Police Chief Classification pay from a range of $7,775 - $9,451 to a range of $8,830 - $10,733 and would increase the flexible benefit allowance of that classification from $850 to $903 monthly. FISCAL IMPACT The immediate increase would result in a net increase of $16,020 annually. With an effective date of November 23, 2003, approximately half of that amount would be needed for the current fiscal year and would be paid from General Fund Fund Balance.
