BACKGROUND:
The Azusa Golden Days celebration began in 1949, commemorating the original 49’ers, with cities and
counties across the state of California recognizing the Gold Rush of 1849. Through the years, the annual
Azusa Golden Days celebration has become a signature event for the city and grew from a one-day event
to a week-long series of events. Azusa Golden Days incorporated as a California nonprofit in 1958.
After a 7 year hiatus from 1962-1969, Azusa Golden Days (nonprofit) and the City of Azusa established
a Memorandum of Understanding (MOU) in 1969 to solidify the partnership. The first MOU between
Azusa Golden Days and the City of Azusa was signed on June 1, 1969. The latest and most recent
MOU was signed on September 6, 2005, which remains in effect until a revision is made. The 2019
celebration is scheduled from October 5- 13, 2019.
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1) Authorize City Staff to negotiate a new draft Memorandum of Understanding with Azusa
Golden Days, a California Nonprofit Organization.
ANALYSIS:
In preparing this report, it was recognized that there may be confusion regarding the nonprofit entity,
Azusa Golden Days, and the event, bearing the same name. Please see Exhibit A for clarification.

Multiple City Departments support the Azusa Golden Days annual week-long celebration. Staff
representing Recreation and Family Services and the Azusa Police Department also serve on the event
planning committee. The Department of Recreation and Family Services is responsible for the planning
and implementation of the 2K/5K Run/Walk/Bike event, the Picnic in The Park, the 3- day carnival and
the parade. Along with these events, the Department also supports and coordinates facility use, provides
equipment, including event set-up and tear down during the week of the events. The Azusa Police
Department provides street closures, security and has various public safety responsibilities.
Additionally, the Public Works Department also supports events by providing traffic control, signage
and various logistical support services.
In February of 2018, a cost analysis of the celebration was presented to Council. In this staff report, it
was estimated that the cost to the City to support the event was approximately $65,130. All other
expenses for supplies, t-shirts, or other materials are paid for by Azusa Golden Days. Additionally, the
event planning committee which represents both entities, along with several other community
organizations, coordinates the entire week of activities, develops a theme, the logo, confirms volunteers
for the week’s activities, among other tasks.
Since 1949, the City of Azusa has invested in the annual Azusa Golden Days Celebration. With the
recommended action, Staff will review and clarify the roles and responsibilities of the two entities, the
City of Azusa and Azusa Golden Days, to develop a draft of an updated MOU between the two parties.
This effort will be done to ensure good stewardship of public funds and to recommit to this longstanding
tradition.
FISCAL IMPACT
There is no fiscal impact associated with the recommended action.
