HSU, DIRECTOR OF UTILITIESK FROM: CARY KALSCHEUER, ASSISTANT TO THE DIRECTOR OF ESCAI DATE: AUGUST 3, 2005 SUBJECT: RECLASSIFICATION OF FELIZA CAWTE TO ADMINISTRATIVE TECHNICIAN Feliza Cawte began working for the City of Azusa on April 9, 2001, as an Office Specialist II, and worked in the Electric Division of the Utilities Department until July 1, 2004, when she was transferred to the Administrative Division of the Utilities Department. Since Feliza's transfer, she has been given increasingly more complex assignments and tasks, similar to what an Administrative Secretary or Administrative Technician performs. Feliza's duties in Utilities Administration now include preparation of timesheets, processing of purchase order requisitions, payment demands, construction progress payments, lookup of budget account balances and purchase order balances, preparation of budget amendments and transfers, and sundry other tasks such as mail distribution, filing, making copies, etc. Feliza has also been typing and distributing Utility Board Agendas, making accommodations for Utility Board meetings, and doing follow-up work to ensure documents are properly executed. Feliza has also assisted with technical documentation required of grant funding 4 and has reviewed public information which promotes Utility-managed services, such as various recycling programs and services. The duties currently represented by Feliza's work activities clearly go beyond the position of Office Specialist II, and it is appropriate to reclassify her position title to be more consistent with her actual job duties. It is recommended that Feliza be reclassified, therefore, to the Administrative Technician position. The Utilities Department budget was adopted in anticipation of this reclassification and includes amounts sufficient to cover the modest increase. It is preferred that this reclassification be approved effective October 9, 2005, the anniversary of Feliza's performance review. OPEN SESSION ADEN[',', A DATE Date Adopted: 07-15-02 Range: 4169 CITY OF AZUSA ADMINISTRATIVE TECHNICIAN DEFINITION Under general supervision, performs advanced clerical duties and a variety of para-professional, technical and assigned administrative tasks in support of a department activity including programs, projects and services; performs related duties as required. ESSENTIAL FUNCTIONS Provides direct and confidential advanced clerical support to a department head and other staff members as required; maintains calendar of appointments; receives visitors, ascertains reason for visit and notifies appropriate party; prepares correspondence often working from notes or directions as to objective to be achieved; reviews incoming correspondence and routes in accordance with standard procedures. Responds to inquiries from the public and City staff regarding departmental programs, procedures, activities and other matters which require an in-depth knowledge of the department. Establishes and/or maintains files on departmental activities; researches files to obtain information requested by departmental staff or necessary to the preparation of reports or conduct of other office business. Christina is now at her highest step as an Engineering Technician,yet has had full charge responsibility on(2)major engineering projects; The Pavement Management Plan and the City Wide Concrete Improvement Project. Both of these projects were of major size and scope(Pavement Management=$6.5 million and Citywide Concrete Improvement Project=$1.1 million). Her role on both of these projects included(but was not limited)to the following; distress quantity calculation, identification of corrective treatment strategies,complete bid specification development, calculation of engineering cost estimate,coordination of pre bid conference, coordination job walk,bid review and bid advisement, coordination of pre construction conference, submittal oversight(bonds, insurance,traffic control plans, etc),job construction oversight,job inspection, change order pre approval, and notice of completion pre approval. Simply stated, she has demonstrated the ability to take on major responsibilities while communicating with the Director and City Engineer in a manner that expedites successful completion of the project at hand. Additionally, Christina is proficient in Autocad. This is an engineering software program that develops engineering drawings. She has been our resident expert with Computer Aided Drafting and utilized this skill on numerous projects; producing both plans and graphics. She has also recently developed a comprehensive"Utility Trenching and Backfill"specification that the department is seriously evaluating for implementation in the near future. While performing the above, she manages to also take on the role of Department liaison with the Architectural Barriers Board and is frequently requested to serve as a bi-lingual interpreter with our Spanish speaking residents. Christina has a positive up-beat demeanor and a consistent willingness to take on new assignments that both challenges and increases her knowledge. She is deserving of this reclassification. The fiscal impact of this reclassification will be$7,234.80. This will be absorbed by the Sewer Fund and there are sufficient funds available.
