SUBJECT: HUMAN RELATIONS STAFF COORDINATOR CHANGE FROM FULL TIME
STATUS TO PART TIME STATUS
RECOMMENDATION
It is recommended that the Personnel Board approve the request from City Council
and the Interim City Manager to create a Human Relations Coordinator part time
position.
BACKGROUND
Back in July 2002, City Council approved amending the City's Position Classification
Plan and established the position and compensation for a full time Human Relations
Commission (HRC) Staff Coordinator. From July 2002 to September 2004 this
position was filled on a full time basis.
Upon the resignation of the full time HRC Coordinator, staff took the opportunity to
evaluate the need for a full time position. Based on this review, City Council and staff
agreed the Human Relations Commission could be effectively supported by a part
time HRC Coordinator.
The proposed hourly salary range for this position is $27.27 per hour to $33.15 per
hour which is the full time salary range broken down into an hourly rate.
FISCAL IMPACT
Changing the HRC Coordinator position from full time to part time results in salary
and benefits savings.

HUMAN RELATIONS COMMISION STAFF COORDINATOR
(Part time position)
DEFINITION
Under general direction of the City Manager with administrative support from the
Administrative Department, and with the Human Relations Commission (HRC)plans and
organizes the work to promote the goals of diversity, inclusion and civic peace that are
outlined in the HRC's mission statement and the City's Human Relations Commission
Ordinance. Performs other related duties as required necessary.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Provides leadership in the activities envisioned for in collaboration with the Commission,
including community outreach, education, coalition-building and particularly a
neighborhood-based strategy for building community among diverse individuals, families
and groups throughout the City.
Advises the City Manager and acts as a liaison to all related City departments and
functions including Police and Public Information to ensure that the goals of diversity,
inclusion and civic peace are explored, practiced and promoted in all City efforts and
programs.
Provides staff support to the Human Relations Commission, including planning &
organizing meetings, facilitating workshops, special meetings, and subcommittees;
keeping records; preparing reports for the Commission, City Manager and City Council;
and assists in writing grant applications and implementation of grants, and other funding
sources as applicable.
Works to enhance city-wide value of diversity, inclusion and civic peace by facilitating
successful teamwork and action among by the Commission members themselves and
with other groups and institutions (City Council, School District, Police Department,
churches, schools, business and neighborhood groups, etc.)
Works collaboratively with City government, school district, organizations, groups and
residents to improve and expand means to efficiently and effectively assist community
groups, agencies, and organizations to prevent, mitigate or resolve potential or actual
inter-group conflicts by identifying the underlying causes leading to such conflicts.
Provides education. develops and implements procedures, plans or programs to foster
cooperative and appropriate relationships to reduce or eliminate sources of identity-based
conflict in the community.
Coordinates response to hate incidents and crimes; in cooperation with the Police
Department. Victims/witnesses may directly seek assistance from Coordinator or
Coordinator may contact victims, witnesses or police to obtain details of and verify

incidents; advices victim(s) of available assistance and refers to appropriate help (e.g.,
intake process, referral to agencies and other resources); collects and analyzes data and
participates in developing programs to reduce and prevent such crimes and incidents.
In collaboration with, or support from, members of the Human Relations Commission,
City Council and Administrative Department staff/resources, meets and confers with, and
serves in a resource capacity to, community agencies, groups, and organizations to
facilitate, educate, resolve and/or mediate solutions to conflicts; analyzes and evaluates
community conditions, problems and needs; conducts workshops to help residents
organize and develop community groups; and develops and implements group conducted
projects for the improvement of inter-group city-wide human relations.
MARGINAL FUNCTIONS
These are position functions which may be changed, deleted or reassigned to
accommodate an individual with a disability.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills,
and abilities necessary for satisfactory job performance. Examples combinations include
graduation from accredited college with specialization with the social sciences; liberal
arts, psychology, conflict management or closely related field. Three (3) years of
experience in human relations work in emphasis in A) the improvement of inter-group
relations; or B) delinquency prevention; or C) community welfare or social development
programs; or D) community relations programs.
Knowledge, Skill and Abilities
Knowledge of the problems involved in the planning, organizing, interpretation and
execution of programs designed to maintain harmony and welfare of all groups of people;
knowledge of the collection, preparation, editing, and distribution of significant
information; knowledge of the methods to secure cooperation of civic, business and other
interested groups and organizations; knowledge of planning releases for newspaper;
knowledge of preparing reports, and of establishing and maintaining reports and files.
Ability to lead discussion groups; write effectively and accurately for publications and
prepare copy for newspaper releases; ability to write grants; establish and maintain
cooperative working relationships with coworkers, the public, victims, witnesses and
related contacts; use English correctly; bilingual (English/Spanish) a plus, prepare
accurate and comprehensive reports and establish and maintain records and files; utilize
various types of electronic and/or manual recording and information systems; operate a
computer and

utilize a variety of software programs; deal constructively with conflict and develop
effective resolutions; serve as liaison to the Human Relations Commission; perform
difficult and/or complex professional administrative and analytical work requiring

and events on evenings and/or weekends; ability to perform other related duties as
required.
SPECIAL REQUIREMENTS
Possession of and ability to maintain a valid Class C California driver's license and a
satisfactory driving record.
Ability to work in a standard office environment; ability to travel to different sites and
locations.
