the ideal candidate will have five years of law enforcement experience,with at least
three years at the Azusa Police Department,including at least two years in a responsible supervisory
capacity, preferably at the Sergeant level; possession of or proof of application/qualification for a
POST Supervisory Certificate, and equivalent to completion of a bachelor's degree with a major in

RECOMMENDATION
It is recommended that establishing the position and salary range of the Help Desk Specialist to replace
the existing and antiquated position of Computer Operator.
BACKGROUND
Since a recent in depth information services review done by an outside consultant, and the
reorganization and restructuring of several positions to be more aligned with actual job duties and
current technologies, there is still yet one position that should be reclassified, that is the position of
Computer Operator. This should be changed Help Desk Specialist as Computer Operator is no longer a
position that is needed based on new technologies.
This position is not a flexible staffing position as the duties of the Help Desk Specialist do not alone
prepare you for the requirements of Information Technology Analyst.
The proposed monthly salary range for this position is $ 3,353.00 -$ 4,038.00. This places the Help
Desk Specialist at the same rate as the Computer Operator and beneath the Information Technology
Analyst. Salary and benefits for this position will be assigned under the Compensation and Benefits
Memorandum covering ACEA.
FISCAL IMPACT
The funding for this position will come from salary savings and under filling positions.

HELP DESK SPECIALIST
DEFINITION:
Under general supervision, provides help desk support, operates computers (both personal
computers and mainframes) and related peripheral equipment, and performs other work as
required.
CLASS CHARACTERISTICS:
The Help Desk Specialist is the front-line support for end users by either providing support or
escalating call to an appropriate staff member. The incumbent tracks questions via e-mail and
phone and follows up on resolution of problems. The incumbent is also responsible for
Internet and Intranet updates and maintenance
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to the following:
Responds to user requests for hardware and software assistance with a"help desk" system,
Provides first contact support, evaluates problems or requests and either resolves the problem,
investigates further or escalates it and assigns it to the appropriate staff member.
Provides follow up for the requestor, and closes call when complete.
Responsible for maintenance of both Intranet and Internet Web sites.
Supports various departments with special project support for technology related items, such
as development of spreadsheets, databases, mail merges, presentations etc.
Is proactive in providing contact with end users on a regular basis to increase dialog with IT and
to assist in resolving possible issues before they occur.
Maintains and executes backups of designated computer systems; performs other duties as
required.
Responsible for cable TV announcement upkeep and monitoring of scheduled programming.
Coordinates PIO, Charter and IT staff to maintain cable equipment.
Undertakes various housekeeping and reporting functions for the area of responsibility,
including data center maintenance, customer service site-surveys, and administrative duties as
required.

MINIMUM QUALIFICATIONS:
Education and/or Experience
Graduation from high school or GED equivalent and three years of experience in the operation
of computer equipment, printers and desktop software applications. (or other related
computer equipment) , use of office applications software in a Windows environment; or an
equivalent combination of training and experience which provides the capabilities to perform
the described duties.
Knowledge, Skills and Abilities
Knowledge of computer hardware and software to determine the best course of action for
"help desk" calls; use of City standard software applications (i.e., Windows, Microsoft Office
Professional Suite, etc.); nature and interrelated uses of various computer equipment including
phone equipment.
Diagnose routine problems with personal computer systems and questions regarding basic
functions of word processing, spreadsheet and database software; establish and maintain
satisfactory working relationships with vendors, departmental officials, coworkers, City staff,
etc.; organize work effectively.

SUBJECT: RECLASSIFICATION of Betty Donnelson
BACKGROUND
A recent review of job duties undertaken for Senior Office Specialist revealed the need to reclassify the
incumbent to a classification that more accurately reflects her current duties. She has been working in
this classification for years, and over this time she has taken on increasingly more complex technical
responsibility.
Currently the incumbent is working out of class as her duties include: The responsibility for the help
desk, including providing first contact support, diagnose and escalate problems to appropriate staff
members. Maintain and support both the Intranet site and the Internet site. Incumbent has knowledge
of all PC hardware and software operations and providing desktop support for customers, also doing
complex projects for departments using Microsoft Office Tools. Incumbent does IT related and help
desk tasks, and very little administrative or clerical functions.
I recommend she be re-classed from Senior Office Specialist at step 5($41,635) to Help Desk
Specialist at step 3($44,149).
FISCAL IMPACT
The impact to the General Fund operating budget for 04-05 is minimal and is absorbed into the existing
IT salaries budget through salary savings of the vacant IT Positions, and under filled positions in the
current budget.

Subject: Request for Reclassification of Christina Curiel
The purpose of this memorandum is to request a Job Reclassification for Christina Curiel
from her existing position of"Engineering Technician"to that of"Engineering
Assistant". Christina is now at her highest step as an Engineering Technician, yet has
had full charge responsibility on(2)major engineering projects; The Pavement
Management Plan and the City Wide Concrete Improvement Project. Both of these
projects were of major size and scope (Pavement Management= $6.5 million and
Citywide Concrete Improvement Project= $1.1 million). Her role on both of these
projects included (but was not limited) to the following; distress quantity calculation,
identification of corrective treatment strategies, complete bid specification development,
calculation of engineering cost estimate, coordination of pre bid conference, coordination
job walk,bid review and bid advisement, coordination of pre construction conference,
submittal oversight (bonds, insurance, traffic control plans, etc),job construction
oversight,job inspection, change order pre approval, and notice of completion pre
approval. Simply stated, she has demonstrated the ability to take on major
responsibilities while communicating with the Director and City Engineer in a manner
that expedites successful completion of the project at hand.
Additionally, Christina is proficient in Autocad. This is an engineering software program
that develops engineering drawings. She has been our resident expert with Computer
Aided Drafting and utilized this skill on numerous projects; producing both plans and
graphics. She has also recently developed a comprehensive "Utility Trenching and
Backfill" specification that the department is seriously evaluating for implementation in
the near future. While performing the above, she manages to also take on the role of
Department liaison with the Architectural Barriers Board and is frequently requested to
serve as a bi-lingual interpreter with our Spanish speaking residents.
Christina has a positive up-beat demeanor and a consistent willingness to take on new
assignments that both challenges and increases her knowledge. She is deserving of this
reclassification.
The fiscal impact of this reclassification will be $4995.48. This will be absorbed by the
Sewer Fund and there are sufficient funds available. Her annual salary will be
$49,483.56 ($4123.63 /month) and will be allocated 40%to Engineering(651) and 60%
to the Sewer Fund as illustrated below;
