SUBJECT: Request to change Information Technology Analyst Recruitment from
Open Competitive to Closed Promotional
At a previous Personnel Board Meeting, the Personnel Board approved the Open
Competitive recruitment of an Information Technology Analyst. Recently, I've been
made aware of a qualified internal candidate and would like to give that employee the
opportunity to compete for the promotion.

Subject: Reclassification of Elaine Wanstrath from Account Specialist III to
Administrative Analyst
Recommendation
I am requesting that Elaine Wanstrath be reclassified from her current position
of Account Specialist III to Administrative Analyst - salary range of 4192, Step 3
@ $4,289.40 per month.
Background
Since Elaine assumed the position of Account Specialist III with the Police
Department eleven years ago, her duties and responsibilities have changed and
increased to be consistent with those of an Administrative Analyst. I conducted
a job analysis with the Administrative Analyst's "Essential Functions" and
"Knowledge, Skills and Abilities" and found that Elaine performs this job
description more aptly than that of an Account Specialist III. She has been
performing these additional duties for many years.
Elaine currently oversees all financial aspects of the Public Safety Budget which
totals $14,553,909.00 for F/Y 04/05. This is approximately half of Azusa's
General Fund Budget. She also oversees the Police Information Technology
Division budget. To quote from her last evaluation "she has the confidence of
every level of staff and has earned a reputation for thoroughness and detail ...
(We) count on her to manage the Public Safety's broad scope of interests ...
dedicated to these services: Police, Fire, Humane and Emergency Services. She
is an integral part of AZPD's management team."
Elaine's workload has expanded to mirror the duties of the Administrative
Analyst's position because the basic nature of her position within the AZPD has
changed. She now manages numerous complex contracts such as Azusa's
contracts with the LACO Fire Department, SGV Humane Society, Wackenhut jail
staff service provider, and other smaller contracts. The value of these three
major contracts alone to Azusa's general Fund is $3,538,329.00 annually. In
addition, she oversees upwards of ten complex and detailed grants
simultaneously. These grants are from virtually every level of government:

federal, state and county. The increase in the complexity and amount of her
daily workload just attributed to grant management alone justifies this
reclassification request.
Lastly, Elaine acts as the primary contact person with Azusa's Finance
Department. She regularly attends their meetings representing Public Safety
and interacts with the Finance staff on budget and process issues and relieves
the Finance Department from additional work created by Public Safety due to
her initiative and integrity. She is recognized as a budget expert in Azusa and
her credibility with all levels of Azusa's government has been earned by virtue
of her continuous excellent job performance.
Fiscal Impact
The fiscal impact from this reclassification will be absorbed into the current
Public Safety budget.
