Subject: Reactivation of Transportation Supervisor Position
I am requesting the reactivation of the"Transportation Supervisor"position. This
position(formerly occupied by Pete Mackay)was upgraded to "Transportation Manager"
back in 1994. The request for reversion of the"Transportation Manager"position back
to that of"Transportation Supervisor" is based on(2) compelling factors; the elimination
of the fixed route bus service program and the major ridership decline of the Metrolink
Shuttle.
The fixed route bus service component of the Transportation Division was eliminated in
2003 (this has been assumed by Foothill Transit). Elimination of the Fixed Route bus
service has dramatically decreased the complexity of the organization relative to the
following; logistics,resource planning,resource deployment, fiscal oversight, and overall
bus ridership.
Likewise,the ridership level of the Metrolink Shuttle has dramatically decreased over the
last year. At its peak level of participation, the Metrolink Shuttle serviced an annual
ridership level of 35,000 passenger trips. For Fiscal Year 2004/2005,we predict the
annual ridership to approximate 16,000— 18,000 passenger trips. This represents a major
decrease in our overall service delivery level.
It is for the reasons of reduced operational complexity and reduced service delivery(as
measured by annual ridership levels)that I request the reversion of the Transportation
Manager back to that of Transportation Supervisor.
I am also requesting that the salary range for the position of Transportation Supervisor be
upgraded from its present range to that of$4,058.18-$4,895.91. This range is
commensurate with all of the other equivalent Supervisor positions within the city of
Azusa(such as Parks Maintenance Supervisor, Facilities Maintenance Supervisor, Street
Maintenance Supervisor). Human Resources did survey other cities and found the
comparable salary ranges for the similar position;
Alhambra—Transportation and Air Quality Manager- $4,755 - $6,183
Arcadia—Transportation Services Officer $4,640- $5,975
El Monte—Transportation Services Manager $5,434 - $6,606
Glendora—Public Transportation Superintendent $4,830 - $5,871

SUBJECT: PAY SCHEDULE DIRECTOR OF FINANCE
RECOMMENDATION
It is recommended that the Personnel Board approve City Council's directive to staff
to increase the top step of the salary schedule for the Director of Finance from
$103,843 to $120,000.
BACKGROUND
City Council has approved the utilization of outside recruiting firms in order to recruit
for the City Manager and Director of Finance positions. Both recruiters have extensive
experience recruiting at the executive level in the public sector.
Given the complexities of the financial issues and major projects on the horizon, City
Council has requested we search for a Director of Finance with significant public
sector experience and current experience at the Director level.
Both recruiters have stated that in order to attract a Director of Finance with
experience at the Director level we need to increase the top of our salary range to
$120,000 in order to be competitive.
FISCAL IMPACT
Increasing the top of the salary range for this position increases the yearly
compensation by $16,200. This increase will be absorbed by the Finance
Department.

SUBJECT: RECLASSIFICATION OF DONNA ABBOTT FROM
TRANSPORTATION DISPATCHER TO TRANSPORTATION SUPERVISOR
RECOMMENDATION
I am recommending that Donna Abbott be reclassified from a Transportation Dispatcher
to the position of Transportation Supervisor.
BACKGROUND
Since the death of the former Transportation Manager, Donna Abbott has been
successfully performing the job duties of the Transportation Supervisor position. Since
the Transportation Manager position was created,the elimination of the Fixed Route Bus
service and the significant decline of the Metrolink Shuttle ridership have dramatically
decreased the complexity of the organization relative to the following: logistics,resource
planning,resource deployment, fiscal oversight, and overall bus ridership. Therefore,the
position of Transportation Manager is no longer needed and the position of
Transportation Supervisor re-created. The reclassing of Ms. Abbott to Transportation
Supervisor more accurately reflects the job she currently is performing.
FISCAL IMPACT
The fiscal impact from this reclassification will be absorbed into the current Public
Works budget.

SUBJECT: SPECIAL PROJECT/ASSIGNMENT PAY
RECOMMENDATION
It is recommended that the Personnel Board approve an addition to the Non-
Represented Classified salary structure, establishing a special pay structure for City
employees working on "special assignment."
BACKGROUND
With the $2.8 million reduction in the City's budget, City employees at times are
taking on additional/special assignments that are not related to their current
classification. These assignments do not qualify them for acting pay, because
employees are not taking on the essential responsibilities of another classification.
Therefore, staff is recommending an addition to the non-represented classified salary
structure by adding a classification entitled "Special Assignment Pay." This
classification will allow Department Heads, with approval of the Assistant City
Manager (ACM)/City Manager (CM), Human Resources, and � �� � �, the
ability to recognize employees who take on a significant additional assignment usually
from a higher classification.
For example, the City Manager assigns the Senior Policy Analyst/Assistant to the
Director of Utilities, because of his knowledge, experience, etc. to facilitate the
budgeting process for the entire city. In this case he would qualify for special
assignment pay while he performs this task. The task of facilitating the budgeting
process for the City is not in his current classification, but in the classification of the
Director of Finance. Since the Sr. Policy Analyst/Assistant to the Dir. of Utilities is not

performing the essential functions of the Director of Finance, he would not qualify for
acting pay. However, in special situations the Department Head, Assistant City
Manager or City Manager would like to recognize an employee for taking on
additional responsibilities.
In order to qualify for "Special Assignment Pay," a � employee must be
temporarily assigned a significant additional assignment, normally which is performed
at a higher classification, outside his/her current classification, with prior approval of
the ACM/CM. The assignment must last for a period of more than five (5)
consecutive working days. The Department Head will request the employee receive
an additional 2%-5% of pay while performing this assignment. The increase cannot
exceed the top step of the range for the higher classification that normally performs
this duty.
An employee shall not continue receiving "Special Assignment Pay" for more than 90
working days in any fiscal year, and ` �
FISCAL IMPACT
The fiscal impact of "Special Assignment Pay" although not budgeted for, will be
absorbed in the affected department's current budget.
