CLASS CHARACTERISTICS Apprentice Line Mechanic: This is a trainee class and it differs from the Line Mechanic in that it involves learning the Line Mechanic trade and working on lines carrying less than 600 volts except when working with a Line Mechanic. As experience is gained on 600 volt projects, an Apprentice may be assigned work on projects of higher voltage. Certain phases of this work is performed independently subject to review by the supervisor. Line Mechanic: This is the skilled journey-level class responsible for a wide range electrical installations and maintenance work,troubleshooting electrical system problems and underground cable work. CLASS CHARACTERISTICS Office Specialist I is the entry level for clerical employees required to have basic skills, but no previous clerical experience. Employees in this class normally work under close and continuous supervision performing repetitive or closely related duties according to established procedures. While a variety of tasks may be assigned, each step usually fits a pattern which has been established and explained before work is started. Generally,work is observed and reviewed both during its performance and upon completion. Changes in procedure or exceptions to rules are explained in detail as they arise. Office Specialist l's are normally considered to be in a training status and, as assigned responsibilities and breadth of knowledge increase with experience, may reasonably expect promotion to the next higher class of Office Specialist II. Under this training concept, positions assigned to the class of Office Specialist II may reasonably be filled at the Office Specialist I level,with the understanding that future reassignment to the Office Specialist II class in most cases is to be expected. The class of Office Specialist I can also be utilized as a recruiting and training class for different specialty clerical ar eas. Office Specialist II is the class which is normally filled by advancement from the lower class of Office Specialist I,or, when filled from the outside, requires prior clerical experience. BACKGROUND Early in fiscal year 2007/2008, it was brought to the attention of Human Resources that Bus Driver Mary Bustamante has been working out of class in the capacity of a Transportation Dispatcher. The change in work assignment was made due to the discontinuation of Transportations fixed route and a vacancy in the Transportation Dispatcher classification. As Ms. Bustamante fully meets the requirements of the Transportation Dispatcher position, including the ability to act as a substitute Bus Driver, and has been working in that capacity for the full 2007/2008 fiscal year, Human Resources recommends the reclassification of Ms. Bustamante to Transportation Dispatcher effective July 1, 2007. FISCAL IMPACT Consistent with Section 4.2.5 of the Civil Service Rules, Ms. Bustamante "shall be placed on the lowest step of the range for the new class which provides the employee at least a five percent increase." Further, under section 4.2.9, as Ms. Bustamante has been in an "acting pay" capacity since the beginning of the 2007/2008 fiscal year, she is eligible for the increased pay rate beginning July 1, 2007. Ms. Bustamante will move from a monthly rate of$3,902.83 (Step 5 - Bus Driver) to a monthly rate of$4,091.95 (Step 5- Transportation Dispatcher). This reclassification has been approved as part of the 2008/2009 Transportation budget. BACKGROUND A recent performance appraisal and review of job duties for Israel Del Toro,Management Analyst in the Public Works Department, revealed the need to reclassify the incumbent to a classification that more accurately reflects his current duties and responsibilities. Mr. Del Toro has been working in the classification of Management Analyst since April 2007. Due to changes in supervisory and management positions in the Public Works Department, his role has evolved from a management support function to a project management and supervisory role. As noted in the Senior Management Analyst class specification, the position "is distinguished from the lower classification of Management Analyst in that it has overall responsibility for an assigned program and/or unit within a specialized area." Mr. Del Toro's responsibilities include the supervision of the Fleet and Facilities Maintenance Divisions, CIP administration, development and administration of the Public Works Department budget and project/program management. Additionally as noted in the Senior Management Analyst class specification, "incumbents carry out assignments using independent judgment and problem solving skills," which Mr. Del Toro does successfully on a daily basis. As Mr. Del Toro meets the requirements of the Senior Management Analyst position, and is currently performing work at this level, Human Resources recommends the reclassification of Mr. Del Toro to Senior Management Analyst, effective July 1, 2008.
