The City Council of the City of Azusa met in regular session at the above place. Mayor Memmesheimer called the meeting to order at 7:40 P.M. Call to Order and led in the salute to the flag. Invocation was given by Rev. Edward L. Valbracht, pastor Invocation of the Calvary Lutheran Church. Moved' -by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the eligibility list be filed. The Personnel Board recommended the new classification Sr. Civil of Senior Civil Engineering Assistant at salary range Engr. Assistan' #36,($553-$673), or range #37 ($581-$707) for an em- classification ployee with a Civil Engineer's license from the State of California. Moved by'Councilman Ortuno, seconded by Councilman Fawcett, and ordered carried that the recommendation of the Personnel Board for the new classification be -accepted. The Superintendent of Light and Water requested an L & W Intra - intra -departmental examination to be given for the dept. exam position of welder in order to replace Mr. Fitzgibbon, for welder who will,be retiring in December. Moved by Councilman Teasley, seconded by Councilman - Ortuno, and ordered carried that the request for the examination be granted. A request was received from the Azusa Rock and Sand Request for Company for 2" water service on Irwindale Avenue and water service First•Street, in the City of Irwindale. As is the by Azusa Rock policy for service out of the City, the consumer would in Irwindale be billed at a double rate. In this plan all lots approved will face on Pasadena Avenue, therefore, it was reported that the requirements for sewers on Third Street could be waived•until such time as the lots on Third Street are developed. Moved by Councilman Fawcett, seconded by Councilman Ortuno, and ordered carried that the report be accepted and filed. It was reported that hearings were held before the Pre -zoning Planning Commission on the proper zoning on the area of Arrow Hwy. located on Arrow Highway, from the present City limits property re - to Citrus'Avenue. Requests for annexation to the City ferred back to have been received from property owners in this area. Planning Comm. Mr'. Frank Lane, Rancho la pas Trailer Park in Anaheim, appeared'before Council and stated that he had not re- ceived the notice of hearing in time to appear at the meeting. It was the opinion of the City Attorney that the hearing of the Planning Commission was null and void in view of the fact that the notices were not mailed prior to ten days of the hearing date. Moved by Councilman Johnson, seconded by Councilman Teasley, and ordered carried that this matter be re- ferred back to the Planning Commission for proper notices, and that a new hearing date be set. Residents of the area appeared before Council to request Stop signs that stop signs be placed at the intersection of Fenimore approved for and Haltern Streets. Fenimore Ave. at Haltern Mrs. J - E. Severance, 157 S. Cerritos, who is on the J Board of the Foothill School, stated that stop signs were needed to enable the school children to cross the streets safely. -Others addressing Council to request the stop signs to be erected were: Mr. C. T. Rohde, 761 E. Glen Lyn; Mr. G. E. Goddard, 325 N. Twintree, who is on the Ways and Means Committee of the Foothill School; Mr. W. A. Baxley, 232 N. Eden - field; Mr. K. V. Paciulli, 764 E. Glen Lyn; and Mr. C.A. Per sch, 730 E. Haltern. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that a Resolution be drawn ordering stop signs to be erected for north and south bound traffic on Fenimore Avenue, at the intersection of Haltern Street. '26 CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 20, 1958 Notice was given that the Los Angeles County Flood Control District has requested approval for the acquisition of right of way within the City limits. Moved by Councilman Fawcett, seconded by Councilman Teasley, and ordered carried that this matter be tabled until the.next meeting for an explanation by the City Engineer. The Planning Commission, at the request of the Rede- velopment Agency, set the dates of October 24th and November 5th for public hearings in regard to the adoption of a Master Land Use Plan. It was stated that unless the City adopted a Master Plan and em- p16yed a Planner, or consultant, the Redevelopment Plan Wouldnot be accepted by the Federal Housing Agency. Moved,by Councilman Teasley, seconded byCouncilman Fawcett, that the Administrative Officer be authorized to obtain proposals for the hiring of a Planning Con- sultant on a part-time hourly basis, not to exceed 500 hours. The Statement shows: Report of Bank.Balances, exclusive of Investment Account, 9-30-58 filed $458,179.97; Treasury Bills, $400,000.00; Earnings on Deposits and Bills, $27,634.75; or a total of $8852814.72. Moved by'Councilman Ortuno, seconded by Councilman Fawcett, and ordered carried that the report be filed. The City Clerk stated that he had been contacted by the City to purcha: Veteran's, Administration with the offer to sell to the property for City the -parcel of land on Cerritos Avenue which backs off-street up to Slauson Park. This property is described as the parking at North 75feet of the South 190 feet of the West 235 Slauson Park feet of L'ot 88, Subdivision No. 2, Azusa Land and Water Company. The price asked for this property is $5,800.00 and the Park and Recreation Commission wish this area to,be used for off-street parking. Moved by Councilman Ortuno, seconded by Councilman Fawcett, and unanimously carried that the Administrative Officer advise the Veterans' Administration that the City wishes to purchase the property, and that he be authorized to enter into escrow for the purchase. The Adn-inistrative Officer stated that he had contacted W. Pasadena Avenue. approved This*is a 50 x 150 foot vacant lot in an R-2 zone, owned by Albert Cardenas, 163 N. Pasadena Avenue. Permission was••previously requested for this house to be moved to Dalton Avenue, but due to Council imposing the condition that the house existing on the lot must be demolished first,•the project was given up. • Moved by Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that permission be given for the relocation of the house located at 166 N. San Gabriel Avenue to 149 N. Pasadena Avenue. 3t 0 00 CITY HALL AZUSA, CALIFORNIA MONDAY, OCTOBER 20, 1958 Page 6 The City Clerk stated that he had received a letter Ltr. from from Mr. Robert Radford of the Upper San Gabriel Valley U.S.G.V.Water Water Association in which the Executive Committee of Assn. filed the Association expresses its disapproval and regret occasioned by the action of the Cities of Azusa, Monterey Park; Sierra Madre, and Alhambra opposing the formation of 'a municipal water district. The Association stated that.the action of the four Cities would nullify efforts of other communities in the Valley to obtain water needed for continued growth and development. The Committee asked that the,,governing bodies of the four Cities appoint special representatives to attend a series of meetings to be devoted to study and investigation of the water problem •and.a solution that would be acceptable to all water pro- ducers concerned. Moved by Councilman Johnson, seconded by Councilman Ortuno, and ordered carried that the letter be filed. Copies, of the contracts with the Blue Cross Company and Group Health & the Northwestern National Life Insurance Company were Life Insurance presented to Council. The question was brought up as to contracts whether the Library employees would be entitled to have approved - their'instirance paid by the City, inasmuch as they are not•Civil.Service employees. A letter was received from the Glendora Hospital stating Adm. Moved by Councilman Ortuno, seconded by Councilman Fawcett, and ordered carried that the Administrative Officer'advise the Glendora Hospital that the City does not -at any time make referrals to any hospital. Authorization was requested for the issuance of a Purchase Order Purchase Order to the Remington Rand Company for their to Rem. Rand Record Installation Service. This service consists of for record setting up an up-to-date filing system and records care, installation and set-up for disposal of obsolete and useless service -a communications. Installation would take about 7 weeks at a,cost of $275.00 per week. An amount of $2,500.00 for.this•service was appropriated in the budget. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that the Administrative Officer be authorized to issue a Purchase Order to the Remington Rand Company for their service. Councilman Johnson offered an amendment to the Resolu- tion deleting the monthly mileage payments. This motion died for lack of a second. Moved by Councilman Ortuno, seconded by Councilman Teasley that this Resolution be adopted. The Resolu- tion was then passed and adopted by the following vote of Council.
