The City Council of the City of Azusa met in adjourned meeting at the above time and place. Present at Roll Call: Councilmen: Fawcett, Ortuno, Roll Call Johnson, Teasley, Memmesheimer Also Present: Supt. of Light and WaterSmith, City Clerk -Administrative Officer Miller The City Clerk read the proposed lease between the City Lease for and Mr. and Mrs. C. M. Singleton for property located off-street at 614 and 620 N. Azusa Avenue to be used for off-street parking betweer parking. (Lots 21, 22, 23, 24, 25, and 26, Block 36, Singletons Map' of, Azusa) . and City Mr. Bob Talley, representing the merchants in the 600 block of Azusa Avenue, presented their check in the amount of $3,000.00 to cover the costs of preparation of the,lot. Moved by•Councilman Fawcett, seconded by Councilman Teasley, and unanimously carried that the City accept ,the check in the amount of $3,000.00 as the Businessmen's Association share of the cost of the off-street parking lot to be constructed on the Singleton property. Moved by Councilman Fawcett, seconded by Councilman Mayor authorizf Ortuno, and unanimously carried that the Mayor be to sign 5 -year authorized to sign the lease for the five year period lease from December 1, 1958 through November 30, 1963. Moved by Councilman Ortuno, seconded by Councilman Admin.Officer Fawcett, that the Administrative Officer award a to award contract for clearing and paving the lot and making contract other necessary arrangements. Motion carried unanimously. The City Cletk read a communication from Rev. Paul Proclamation Farrell,•pastor of the First Christian Church, relative re City-wide to a proposed city-wide religious census to be held on Relig. Census Sunday, December 7th, between the hours of 2:00 and Day, 12-7-58 4:00 P.M. It was requested that the Mayor issue a proclamation declaring December 7th as "City -Wide Religious Census Day". The Civil Service Eligibility List for Steno -Clerk is Eligibility as follows: List for Steno -Clerk Mrs. Mary Cummings 1st Mrs. Elizabeth Todhunter 2nd Mrs. Imogene I. Hewitt 3rd Mrs. Eula M. Soule 4th No request for an appointment was made at this time. Moved by Councilman Ortuno, seconded by Councilman Johnson, and ordered carried that the eligibility list be filed. Communication was received from the City Employees Service pins Association relative to a retirement dinner honoring for retiring three senior City hall employees -(Bill Zerell, John employees to Fitzgivvons, and Fred Williams) and requesting the be investigate Council to consider a letter of commendation to these three meri and the award of a service pin to these and all employees hereafter. Moved .by Councilman Ortuno, seconded by Councilman Fawcett, that the Administrative Officer secure infor- mation regarding service pins and report to Council. Motion carried unanimously. Mr. Gaines, President of the Chamber of Commerce, re- Report on Hwy. ported to Council regarding the Highway meeting in mtg. in L.A Los Angeles on November 12th. r9 61 CITY.HALL AZUSA, CALIFORNIA WEDNESDAY, NOVEMBER 12, 1958 Page 2 The following members of the Library Board were present Library Board at the Council meeting: Mr. Edward Snyder, Mrs. Mattie present at Owens, and Mr. Gil Ross; also, Mrs. Gladys Alexander, Council Librarian, and Mr. Ben ParkQr, Architect. The matter of maintenance for the new Library Building was discussed, and it is the opinion of the City Council that the maintenance of the new building should be in- cluded in the Library budget. Move& by Councilman Ortuno, seconded by Councilman Fawcett, and unanimously carried that the Council policy be that general custodial service to the Library be at, Library expense, and that the Library Board be enabled to employ maintenance service for the heavier type,of cleaning. The general landscaping for the new building is to be provided,by the City with exceptional expenses to be from•Library fund's. Mrs. Owens asked if the City had any policy relative to charges for the use of the community room. The Library Board was informed that the schedule of rates -prepared for the Recreation Building could be used as a guide for them in establishing charges. Mr.'Snyder presented the problem of taking care of the rock collection which is in the Library Building and the expense involved in properly displaying this col- lection. Mr. Ben Parker, Architect, reported that the plan of display originally considered has been determined to be unfeasible and a new layout is being worked out. Due to the fact that the furnishings have not been in- stalled, the City Attorney was requested to consider amending the contract on the installation of the floor- ing, with sufficient funds held in reserve to cover this item. This would enable the general contractor to receive his final draw, with the City withholding less than 10% as it normally does until the Notice of Completion is filed and the lien period fulfilled. Moved,by Councilman Fawcett, seconded by Councilman Johnson, and ordered carried that the meeting be adjourned.
