BACKGROUND With the retirement of the Police Department's previous Administrative Analyst in June 2012, Administrative Technician Ericka Ceccia has been the Acting Administrative Analyst for the past five months. The Police Department has agreed to not replace the Administrative Technician position for the remainder of Fiscal Year 2012/2013 for the purpose of cost savings. The Administrative Analyst position is a vital and essential position within the Police Department. FISCAL IMPACT The additional salary costs for this reclassification will be absorbed in the Police Department's approved 2012/2013 budget. BACKGROUND Over the past five months Administrative Technician Juana Hernandez has performed exceptionally in her duties as Acting Assistant City Clerk. Ms. Hernandez's extensive knowledge and background in the City Clerk's Department has proven to be an invaluable resource to the City. The retirement of the previous Assistant City Clerk in June of 2012 has allowed Ms. Hernandez the opportunity to perform in the vital and essential position of Acting Assistant City Clerk. In the midst of the challenges presented by the on going budget and personnel reductions Ms. Hernandez has been instrumental in the seamless and continued management success present in the Department. Ms. Hernandez's ability is exemplified through the high level of customer service and exceptional quality of work that is produced on a daily basis through the City Clerk's Department. Ms. Hernandez more than adequately meets the requirements of the Assistant City Clerk classification as she has worked along side the previous Assistant City Clerk for twenty six years, allowing her to gain the full spectrum of knowledge required for the position. Throughout Ms Hernandez's tenure at the City she has continued to advance in her training and education, she has independently completed courses and received certifications in several areas including an Associate in Arts Degree, Notary Public, Elections, Paralegal Studies - Litigation, Paralegal Studies - General Law, and the Cal Poly Pomona - Local Government Supervisory Program. FISCAL IMPACT The Assistant City Clerk position has been approved as part of the FY 2012-2013 Operating Budget of the City Clerk's Department. BACKGROUND Over the past 6 months Human Resources Technician Noel Carpenter has been successfully acting in the capacity of HR/Risk Management Analyst. In the Acting HR/Risk Management position Ms. Carpenter continually performs at a more complex level, she is involved and interactive in all aspects of the Human Resources and Risk Management functions of the City. In addition to her previous responsibilities Ms. Carpenter now provides a significant role in labor contract negotiations, reclassifications, employee relations, reinsurance claims and subrogation, development of an ongoing Safety Committee and a comprehensive risk management program. Ms. Carpenter has moved into a key role in Risk Management and provides support in the decision making process for all aspects of the Human Resources Department. Ms. Carpenter's ongoing ability to handle ever increasing responsibility has significantly impacted Human Resources ability to deal with a broad range of issues, much to the benefit of the City. Ms. Carpenter clearly meets the requirements of the HR/Risk Management Analyst classification as she has seventeen years of experience in Human Resources, six of which have been for the City of Azusa.
