HomeMy WebLinkAboutMinutes - December 1, 1958 - CCCITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 1, 1958 The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Rev. 0. L. Swain of the First Assembly -of God Church. Present at Roll Call: Councilmen: Ortuno, Johnson, Teasley, Memmesheimer Absent: Councilmen: Fawcett Also Present: City Attorney Williams, City Engineer Kirkgaard, Supt. of Light and Water Smith, Supt. of Public Works Brusnahan, and City Clerk -Administrative Officer Miller Mayor Memmesheimer asked if there were any corrections to the minutes of the meeting of November 12th. Councilman Johnson stated that the first item on page 1 regarding off-street parking should be changed to read "Mr."Bob.Talley, representing the merchants in the 600 block, on- Azusa Avenue" With no further corrections, the minutes were approved as corrected. Mayor Memmesheimer asked if there were any corrections to the minutes of the meeting of November 17th. With no corrections, the minutes were approved as written. It was recommended by the Personnel Board and the Department head that David McCullen, Patrolman, be raised from Step 2 to Step 3, $423, effective 12-1-58. It -was recommended by the Fire Chief that Michael Chenard, Fire Engineer, be raised from Step 3 to Step 4, $490 per month, as of 12-1-58, subject to approval of the Personnel Board at their meeting of December 3, 1958. Due to an oversight, this was not presented to the Personnel Board at their last meeting. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that David McCullen, Patrolman, and Michael Chenard, Fire Engineer, be ad- vanced as requested, the latter subject to Personnel Board approval. The Certified Civil Service List I for Police Captain was"presented to Council. Those on the list were: J. E. Enyart 1st Jerry W. Warren 2nd A letter was presented from the Chief of Police stating that he did not wish to make an appointment for Captain at this,time. It was recommended by the Personnel Board, in accordance with a request by the Chief of Police, that the City Council create two more positions of Lieutenant in the Department, one for each shift. Moved by Councilman Ortuno, seconded by Councilman Teasley, that the City Attorney be authorized to draw up a Resolution increasing the Police Department com- plement to three Lieutenants. Chenard Police Captain list Appointment of two add'1 Lieutenants for Police Dept. 16 CITY HALL AZUSA, CALIFORNIA MONDAY, DECEMBER 1, 1958 Mr. Ben Parker, Architect for the Library, appeared before Council and presented a drawing of three display cases to be used for the mineral collection which is housed in the Library. A firm bid in the amount of $1394.00 was the price offered for the cabinets. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that the plans and drawings be approved and authorization be given for a change order in the amount of $1394,00 to be issued to include the three cabinets. This change order is to be signed by the contractor, architect, and City Engineer. Mr.•Parker also presented a proposal for landscaping from the Rosedale Nurseries. Moved by Councilman Teasley, seconded by Councilman Ortuno, and unanimously carried that Council accept the basic plan and ask the Library Board to obtain additional proposals on landscaping based on the general plan shown. It,was_suggested that the paved area at the rear of the present Library be increased, as if the additional area were blacktopped, it would eliminate the chances of water,.draining over and down into the present Library Building. Herman Rempel, contractor for the Library Building, submitted a proposal of $1654.00 for paving an additional 3500 feet, or he offered to delete the $750.00 called for in his contract and let the City do the entire job. Moved,by Councilman Ortuno, seconded by Councilman Johnson, and ordered carried that a change order be issued deleting $750.00 from the contract for the asphaltic concrete driveway at the south side of the new Library, said change order to be signed by the contractor, architect, and City Engineer. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the City forces pave the' -area behind the Library as shown on the plans as presented. Notice was given that the Light and Water Department has received three copies of the light rate schedule prepared by Mr. Johnson and Mr. Wehe. They have been asked to furnish the City with the stencils used in preparing the rates so that copies can be made and delivered to Council members for study. A letter -was submitted by the City Engineer relative to Tentative Tract Map No. 22538, and his recommenda- tions are as follows: (a). That the owner of the property be stated, or the developer state that they have option to buy; (b) submission of the legal description and existing easements; (c) the width of all streets be 40 feet between curbs; -except for Pasadena Circle and Thirteenth Place, which should be 32 feet, and Holmar and that portion of Dalton below Thirteenth Street be 36 feet in width; (d). -the curb radius of all cul-de-sac streets be 35 feet; (e) street lighting as provided for in Ordinance Nos. 410 and 582. Mr. Del McDaniels, representative of C & M Homes, 705 West Foothill Blvd., appeared before Council stating that they had an option to buy the property. "A" and "B" Streets be named; b; Old Mill Court be named Old Mill Road and be a direct northerly extension of Old Mill Road below Eleventh Street; and (c) all lots be a minimum of 70 feet wide at building line and 7500 square feet in area. Mr. Bob Thomas, Engineer, affiliated with Fred Pack, Civil Engineers, Covina, stated that the revised map was now in conformity with the Planning Commission request. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that Council approve Tentative Tract Map No. 22538, subject to the conditions specified by the City Engineer and the Planning Commission. Councilman Ortuno asked the City Engineer why Mr. Henry Dominguez Dominguez, who is splitting lots on Pasadena Avenue, was lot split still unable to obtain his permit, in view of the fact that he had posted bond four weeks ago. Mr. Kirkgaard said that a map with the satisfactory re- •quirements still had not been filed with the County Engineer, and that it was up to Mr. Dominguez' Engineers to take care Of this matter. .Councilman Johnson brought up the subject of west Foothill Blvd. as a divided highway with left turn lanes Moved by Councilman Johnson, seconded by Councilman Ortuno; and ordered carried that theCity Engineer be instructed to write a letter to the State Highway Department stating that the City Council wishes to be brought up-to-date on the matter of a divided highway and left turn lanes on West Foothill Blvd. Moved by Councilman Johnson, seconded by Councilman Teasley,.that the Planning Commission be directed to investigate several firms who specialize in preparing Master Plans for cities of the general size of the City of Azusa, and that the Planning Commission recom- mend not less than two such firms, together with their fees, to the City Council; one of which to be employed to prepare a Master Plan; and that the matter of em- ploying a consultant for the Planning Commission be deferred until the City has a proper Master Plan. This motion carried by the following vote: AYES: Councilmen: Ortuno, Johnson, Teasley NOES: Councilmen: Memmesheimer ABSENT: Councilmen: Fawcett Councilman Teasley read a letter which he had submitted to Mr. Richard Ives of the Housing and Home Finance Agency in which he stated that his "No" vote on Resolu- tion 3819, adopted November 17, 1958, requesting the reservation of capital grant funds had been based on a technicality which had since been cleared up, and that he wished to go on record as going along with the majority were'this,matter to come up again. The.'suliject of furnishing uniforms for employees of the Public Works and Utility Departments was presented to Council. The Administratifle Officer stated that he had received proposals from four firms, and that the cost to the City for furnishing each man five sets of uniforms and laundering would be $1.60 per week per man. Moved by'Councilman Teasley, seconded by Councilman Ortuno; and unanimously carried that the City furnish uniform service to employees of the Public Works and the Utility Departments. 79 City Engineer to contact State Hwy. This is in regard to the property located at 444 So. Vernon Avenue. Moved by, Councilman Ortuno, seconded by Councilman Teasley,,and ordered carried that further reading be waived. Moved by Councilman Ortuno, seconded by Councilman Johnson that the Ordinance be adopted. A Resolution was prepared setting the date of the protest hearing on Southerly Annexation District No. 33• Councilman Ortuno offered the following Resolution entitled:, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING THAT PROCEEDINGS HAVE BEEN INITIATED BY THE COUNCIL OF THE CITY OF AZUSA TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "SOUTHERLY ANNEXATION DISTRICT NO. 33, REVISED" AND GIVING NOTICE OF THE PROPOSED ANNEXATION. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that further reading be waived.
