The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and led Call to Order in the salute to the flag. ' Invocation was given by Rev. R. C. Peters of the Azusa Invocation Foursquare Church. Present.at Roll Call: Councilmen: Fawcett, Ortuno, Roll Call Teasley, Memmesheimer .,Absent: tCouncilman: Johnson A1so,Present: City Attorney Williams, City Engineer Kirkgaard, Supt. of Light and Water Smith, Supt. of Public Works Brusnahan, and City Clerk - Administrative Officer Miller Mayor Memmesheimer asked if there were any corrections Approval of to -,the minutes of the meeting of December 15, 1958. Minutes of The City Clerk stated that on Page 7, the third item, index'should read "bi-weekly pay request referred to Personnel Board", and the word "bi-weekly" should re- place bi=monthly throughout the paragraph. Rrom'Mr.•G. R. Oury, Oury Construction Company, who was bid awarded low•liidder, was read to Council members. Mr. Oury stated to Dilworth that inasmuch as he had acted upon the advice of the City Construction Cc Engineer in omitting the list of subcontractors from his bid, he felt that the informality should be waived and the bid awarded to his concern. Discussion followed, and the'City Attorney stated that the informality could "be waived if.the Council so desired. Moved�by Councilman.Fawcett, seconded by Councilman Ortuno,"that the low bid be disqualified due to the omission by the bidder of the subcontractors, and that the bid be'awarded the second low bidder. This motion carried by'the following vote: AYES: Councilmen: Fawcett, Ortuno, Teasley, Memmesheimer NOES:, Councilmen: None ABSENT: `Councilmen: Johnson Moved by Councilman Ortuno, seconded by Councilman Fawcett,.and ordered carried that the bids and bonds of the unsuccessful bidders be returned. Notice was given that the Personnel Board recommended Approval of approval of the bi-weekly pay period, if it was to the bi-weekly benefit of the Accounting Department and of the employees. payroll period It'was stated that the additional cost bo the City of the bi-weekly pay period could possibly be $1,000. to $1,200. per year. Moved by Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that the bi-weekly pay period be approved and the City.Attorney instructed to draw the necessary Resolution making the change effective February 1, 1959• The certified Civil Service List for Senior Engineering Civil Service Aide was presented to Council. The Personnel Board has certified one person for the Civil Service Civil Service List for Senior Engineering Assistant: List - Senior Engr. Asst. lst John Ott, now employed as Engr. Asst. Moved by Councilman Ortuno, seconded by Councilman Fawcett, and ordered carried that the list be filed. Permission was requested for the Southern California Edison Co. to Edison Company to serve electrical power at 1541 West serve 1541 W. Roosevelt. AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Moved by Councilman Ortuno, seconded by Councilman Fawcett, and ordered carried that further reading be waived. A petition signed by sixteen property owners living on the south side of Arrow Highway in this area who protest the proposed commercial zoning was presented to Council. This matter was held over for a further report from the Planning Commission. Council was notified that a letter had been received Ltr. of protest from Mr. Joseph W. Wall protesting the action of the on Muehe Planning,Commission in granting a variance to Mrs. F. variance filed -Muehe for the property at 750 W. Foothill Blvd. This variance was to allow a lesser number of parking spaces than required by the Ordinance. Moved by Councilman Teasley, seconded by Councilman Ortuno; and ordered carried that the letter be filed. An amended agreement from the County Flood Control in Approval for ` regard to the construction of a bridge over the Dalton signing of Wash on Cerritos Avenue north of Arrow Highway was agreement with presented for Council approval. The cost to the City County Flood in the amended agreement will be approximately $12,600. Control for the improvement. Cost of plans and specifications for the bridge to be borne by the City with approxi- mately 76,E of the costs to be refunded from other agencies. Moved by.Councilman Fawcett, seconded by Councilman Orttino, and unanimously carried that the Mayor and City Clerk be authorized to sign the amended Flood Control agreement. The City Engineer requested appointment of Mr. Al Vela, Al Vela No:•one on the eligibility list, or of Mr. William appointed Robinson; No. two, as Senior Engineering Aide. Mr. Vela Sr. Engr. had requested appointment at the third step, $455, and Aide, 1-19-59 Mr. Robinson indicated that he would start at Step 1; however, there is a possibility that he would resign after nine months to return to school. Moved by Councilman Fawcett, seconded by Councilman Teasley, and unanimously carried that Al Vela be ap- pointed Sr. Engineering Aide, at the third step, $455, effective 1-19-59. A Resolution was prepared accepting Grant of Easement Res. 3834 - for ;utility purposes over a portion of Block 6, Tract Accepting 627. This was the time scheduled for the second reading of the Ordinance relating to Easterly Annexation No. 22. Councilman Fawcett offered the following Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED "EASTERLY ANNEXATION DISTRICT NO. 22, REVISED" TO THE CITY OF AZUSA. moved -by Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that further reading be waived. Paul Council retain the services of Mr. Courtland Paul as retained as landscape architect for the Library Building. Notice was given of the Azusa Agricultural Water Company C. Fawcett annual directors' meeting on January 19th at 10:00 A.M., proxy to and the City was asked to appoint a proxy to this meeting. Boars Ortuno,-and ordered carried that Councilman Fawcett be meeting appointed proxy to the Azusa Agricultural Water Company Board meeting. An amended agreement was submitted by the Civil Defense Auth. to sign for the provision of inter -agency cooperation in major amended Civil natural and man-made disasters. This amount of approxi- dividend check mately,23% of the premium paid, had been held up until (1956) this time due to outstanding claims, which have since been settled. Moved by Councilman Fawcett, seconded by Councilman Teasley, and ordered carried that the report be filed. Notice was given of the League of California Cities L.C.C. Meeting meeting to be held in Arcadia on January 15th at the 1-15-59 in Santa Anita race track. Arcadia Moved by Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that the City Clerk be authorized to send a check to the League of Calif- ornia Cities for reservations for the January 15th dinner meeting. The City Clerk reported that on January 2nd he had met Admin. Officer with Mr. Breivogel and Mr. Gebhart of the Regional meeting with Planning Commission for the purpose of discussing the Reg. Planning availability of County aid regarding the preparation Commission re of a Master Plan. The County representative stated Master plan that they were in a position to offer such a service, and if more definite information as to what elements or phases of a Master Plan needed by the City was sub- mitted, an approximate cost for the work could be quoted. The City Clerk stated that on December 29th he and Ortuno and Councilman Ortuno had met with representatives of other Admin. Officer Cities in the area and with Assemblyman Ernest Geddes. meeting with Some of the items discussed were: Legislation to Assem. Geddes exclude Municipal Utility Maintenance and Repair from and others the definition of a public project in regard to bids; the water situation in this area; Mayo Breed Formula CITY HALL AZUSA, CALIFORNIA MONDAY, JANUARY 5, 1959 relating to gas tax monies; the rights of cities to be heard `relating to the proposed freeway alignment; and local taxation of possessory interest of federal properties. The Administrative Officer stated he felt sure that Assem- blyman Geddes would be very cooperative in matters affecting the City: In accordance with Council request, the Kit Construction Company.submitted a list of proposed changes to the Trail er.Park Ordinance. Kit Construction is applying for annexation to the City of the area on Azusa Avenue, dust north of Arrow Highway and adjacent to the present City limits, with zoning suitable for a trailer park. Moved by Councilman Ortuno, seconded by Councilman Fawcett, and unanimously carried that the suggested changes be referred to the Planning Commission for study and recommendation. The City Managers and City representatives of this area at their last meeting requested that City Councils adopt a Resolution requesting the County Board of Supervisors to improve Grand Avenue from Foothill Blvd. to south of : 120 1 :.i ... e 121 CITY-HALLt AZUSA, CALIFORNIA MONDAY, JANUARY 5, 1959 Page 9 Councilman Ortuno offered the following Resolution Res. 3841 - entitled: Bills and Requisitions A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS'OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Ortuno, seconded by Councilman Fawcett, that the Resolution be adopted. Mayor Memmesheimer stated that he had received a letter Letters from from the Friendly E1 Monte Committee thanking the City E1 Monte and for participating in their recent program. City Schools filed Another letter was received from Mr. 0. Button of the Azusa City Schools expressing appreciation in being included in the recent Traffic Inventory Analysis meeting on December 11th, and expressing thanks to the Mayor's Safety Committee and the City Police Department for the,cooperation which made possible the excellent public school safety record. Moved',by Councilman Fawcett, seconded by Councilman Ortuno, and ordered carried that the letters be filed. Mayor Memmesheimer stated that he had been attending Mayor authoria, bi-monthly meetings which were attended by Mayors from to attend approximately sixteen cities in this area. He stated bi-monthly that each City would serve as host approximately once Mayors' meetinr every year and a half at a cost of approximately $75.00 and asked whether he should continue attending these meetings and if Azusa would be host for the meeting as its turn came up. Moved by Councilman Fawcett, seconded by Councilman Teasley, and unanimously carried that Mayor Memmesheimer be'authorized to attend the bi-monthly Mayors' meetings with the thought in mind that the City of Azusa would serve as host to the,*ameeting in its turn.
