The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led
in the salute to the flag.
Invocation was given by Councilman Clarence Fawcett.
Present at Roll Call: Councilmen: Fawcett, Ortuno,
Johnson, Teasley, Memmesheimer
Also Present: City Attorney Williams, City En-
gineer Kirkgaard, Supt. of Light
and Water Smith, and City Clerk-
AHministrative Officer Miller
Mayor Memmesheimer asked if there were any corrections
to the minutes of the meeting of January 5, 1959•
Councilman Johnson stated that on Page 3, the item re-
ferring to the annexation request on Arrow Highway, the
words "remain tabled" should be stricken from the index.
Also, the last sentence in this paragraph should be
changed to read, "This matter was held over for a fur-
ther report from the Planning Commission".
•With no further corrections, the minutes were approved
as corrected.
The Light & Power rate study as prepared by Mr. Wayne
Johnson.was presented for Council approval. It was
suggested by Councilman Johnson that the matter remain
tabled for two weeks for further study.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, that the City Attorney be authorized to draw
up an Ordinance adopting the new rate schedule and the
rules and regulations. This motion carried by the
following vote of Council:

Permission was requested by the General Telephone Co.
to install a conduit in the alley between Alameda and
Azusa Avenues north of Sixth Street and in Sixth Street
The reason for this request is to enable expansion of
'service.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett, and unanimously carried that the request be
granted.
The City Engineer requested permission to attend the
Institute of Transportation and Traffic Engineering in
Berkeley on January 29-31, with an expense advance of
$175.00. It was stated that the advance could be pro4•-
vided by the Gas Tax Engineering allocation, approved
by Council July, 1958.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the request of the City Engineer be
granted. This motion carried by the following vote

The first supplemental memorandum agreement for expenditure
of gas tax allocation for major City streets was presented
to Council. The agreement provides for traffic signals on
Azusa and San Gabriel Avenues at an estimated cost of
$39,102.00.
Councilman Ortuno offered the following Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ADOPTING BUDGET AND APPROVING FIRST SUPPLEMENTAL
MEMORANDUM OF AGREEMENT FOR EXPENDITURE OF (PAS TAX
ALLOCATION FOR MAJOR CITY STREETS.
This Resolution was read in full.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the Resolution be adopted. This Res-
olution was then passed and adopted by the following
vote of'Council:

Mr. P. J. Txcharner appeared before Council and stated
that -the appeal of the Jehovah's Witnesses organization
to the Sunreme Court had been denied.
Attorney Txcharner also stated that he had received a
letter from the Housing and Home Finance Agency stating
that the application of the Redevelopment Agency for
funds had been denied. Mr. Tscharner stated further,
however,,that he had written again to the Housing and
Home•Finance Agency citing the case of Daly City where
the Zoning Ordinance constituted a Master Plan, and he
had been notified that the Redevelopment Agency request
would be reconsidered and a report given at a later date.
A petition signed by residents in the 100 block of North
Soldano Avenue in which the property owners objected
to sidewalks being required on the east side of the
northerly 300' of the street was presented to Council.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that the request for
the wailing of the requirement for sidewalks be denied,
and that the lot -split Ordinance be upheld in all re-
quirements.
It was requested that the Public Works Building be
finished with stucco rather than paint.
Moved by -Councilman Ortuno, seconded by Councilman
Fawcett, -and ordered carried that the Administrative
Officer obtain bids for the stucco and report to
Council at the next meeting.
The Planning Commission recommended approval of the
petition of Mr. Frank Stone for a change of zone from
R1 -c to C-2 of Lott144, Tract 18324. The zone change
is requested for the purpose of building a drive-in
cafe, and Mr. Stone agreed to installing curbs and
sidewalks.•

Fawcett, and ordered carried that the date of hearing
on the proposed zone change be set for February 16, 1959•

is that the Telephone Company states they would have no
more than'ten employees working at these facilities.
Notice was given that no protests had been filed to this
time, and that no appeal had been filed by the General
Telephone;Company.
Moved by Councilman Johnson, seconded by Councilman
Teasley,,and ordered carried that if an appeal is filed
in time; the City Clerk be authorized to set the date of
hearing on the appeal and send the necessary notices.

Lark Ellen, appeared before Council requesting Commercial
zoning for the proposed annexation.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the date of hearing on the zoning for
the proposed annexation be set for February 16th and
the City Clerk make the necessary publication of this
hearing. -This motion carried unanimously.
The Planning Commission again requested the City Council
City Planner
to authorize the Personnel Board to hold an examination

Fawcett, that Mr. Miller be instructed to advise the
County -Planning Commission that the City of Azusa
wants a cost estimate for the preparation of the four
required -elements of the Master Plan as listed in
Section 65462 of the Government Code, and that the
request of the Planning Commission be tabled until
Council has Mr. Millers report.

the necessary expenses be submitted to Council. This

The question was raised as to whether the letter from
Joseph Wall protesting the granting of a variance to
Mrs. Frances Muehe would constitute an appeal.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett, and unanimously carried that the letter of
protest from Mr. Wall was insufficient to constitute
an appeal.
Authorization was requested for the City Attorney to City Attorney
sign the cancellation of Erroneous Assessment of Taxes, to sign Tax
No. 3020. Cancellation

Ortuno, and ordered carried that the City Attorney
be authorized to sign the Tax Cancellation.
A Resolution was presented authorizing a bi-weekly Res. 3843 -
pay period for City employees. Re bi-weekly

The Park,and Recreation Commission requested author-
ization for J. R. Brusnahan, J. R. Dangleis, two members
of the Park and Recreation Commission and two part-
time personnel to attend the 11th Annual California
Recreation Conference in Santa Monica. The dates of
the Conference are February 15-18. The Part-time per-
sonnel would attend a one -day session only, at a cost
of $5.00 plus mileage.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that the Recreation
Director, Supt. of Public Works, and two Park and
Recreation Commission members be authorized to attend
the Conference with an advance of $100. each to be
accounted for, and two part-time employees be author-
ized to attend the one -day session.
It was suggested that a limit be set as to the time
allowed for accounting for expense advances.
Moved by Councilman Teasley, seconded by Councilman
Johnson, and unanimously carried that a policy be
established whereby all expense advances must be
accounted for within thirty days from the conclusion
-of any authorized conference, institute or seminar.
The Treasurer's Financial Statement as of December 31,
1958, was presented to Council. The statement shows
Bank Balances, exclusive of Investment Accounts,
$414,082.10; Investment Account Balance, $400,000.00;
Interest on Earnings, $30,425.25; or a total of
$844,507.35.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the statement be filed. Thig6otion

A letter was submitted from the City Engineer and the
Chief of.Police requesting that the Public Utilities
Commission be asked to investigate the railroad cross-
ing at'Pasadena Avenue and report as to the feasibility
of installing automatic signal lights at this crossing.
Moved -by Councilman Fawcett, seconded by Councilman
Teasley, and unanimously carried that the Administrative
Officer,contact the P.UC, and request them to make a
survey of the Pasadena Avenue railroad crossing, re the
-possibility of signals at the crossing.
,°Notice was given of the meeting of the East San Gabriel
Valley.Area Recreation Commission and the East San
Gabriel Valley Planning Commission to be held on
January 29, 7:30 P.M., at the Recreation Building.
Notice was also given of a meeting in the office of
Mr. L, R. Gillis of the Division of Highways on
January 29th at 10:00 A.M. relative to the proposed
Foothill,Freeway.
The,Altar Society, Ushers Club and Holy Name Society
of the,St. Frances of Rome Church have requested the
use of the City Auditorium on April 90 10, and 11 for
the purpose of a variety show.

_Teasley, and ordered carried that the request for the
use'of the Auditorium by the St. Frances societies be
granted.
A request was received from the Latin Social Club for
permission to hold a dance at the Parish Hall on
Saturday, February 14th.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the request be re-
ferred to the Chief of Police with power to act.
An application for a license to collect junk from
house to house was received from Mr. Charles G.
Wallace., 1211 W. 8th Street, Los Angeles.
Moved by Councilman Johnson, seconded by Councilman
Fawcett, and ordered carried that the request be denied,
and that permits of this sort be granted only to
charitable organizations.

A letter was received from Captain Jerry Asher, Commander Invitation
of the Azusa Armory and National Guard, Inviting the to visit
Council to visit the Post and review the Battery. Nat'l Guard

The Quarterly report of the Visiting Nurses Associa-
tion for the period from October 1 through December 31
was submitted to Council.

A letter was received from the Azusa Woman's Club asking
that Sunday, February 22nd, be proclaimed as "Heart
Sunday" in Azusa, and for permission to have a door-to-
door solicitation campaign that day.

authorized, and that the solicitors register with the
Police Department.
