The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and led Call to Order in the salute to the flag. Invocation was given by the Rev. W. C. Schnute of the Invocation Concordia Lutheran Church. Present at Roll Call: Councilmen: Fawcett, Ortuno, Roll Call Johnson, Teasley, Memmesheimer Also Present: City Attorney Williams, City En- gineer Kirkgaard, Supt. of Light and Water Smith, and City Clerk - Administrative Officer Miller Mayor Memmesheimer asked whether there were any correct- Approval of ions to the minutes of the meeting of February 2, 1959. Minutes of 2-2-59 The City Clerk stated that he had given oral notice at the meeting of the 2nd that the probation period of John Dangleis, Recreation Director, would end as of March 1st, and that he would advance to Step 2 unless the'Clerk was advised otherwise by the Council. Mr. Miller stated that this would be noted in the minutes. With no other additions, the minutes were approved as corrected. It was recommended by the Department Heads and the Per- Step raises sonnel Board that step raises be granted to the following: Raymond Knoll Fireman Step 3 423 3-16-59 Earl Bell Fireman Step 3 423 3-16-59 Clarence Schad Fireman Step 4 444 3-1-59 John Padilla Maint.Man Step 5 364 3-16-59 1364 James Wiltse Patrolman Step 2 402 3-1-59 Dorothy Moskus Steno Clerk Step 4 3-16-59 Moved-,by,Councilman Fawcett, seconded by Councilman Ortuno,-and ordered carried that the recommended step raises be approved. The Certified Civil Service List VI for Account Clerk Civil Service was presented to Council. Those certified are: List VI - Acct. Clerk 1. Mrs. Iris Powell Azusa 2. Mrs. Avis Whitlock Azusa 3. Mrs. Dorothy Adams Glendora 4. Mrs. Mildred Larsen Azusa 'Moved by Councilman Fawcett, seconded by Councilman Teasley, and ordered carried that the list be filed. Certified'Civil Service List I for Welder's Helper was Civil Service presented to Council. One person appeared on the list: List I - Welder's Helpe 1. Wayne Holden Azusa Moved by Councilman Johnson, seconded by Councilman Teasley, -and ordered carried that the list be filed. It was requested that Mrs. Avis Whitlock be employed A. Whitlock, at Setp 3'of the salary range as Account Clerk in the Acct. Clerk, Light and Water Department. Mrs. Whitlock worked for L & W at the Light and Water Department previously, and has been Step 3 re-employed recently on a temporary basis. Moved by Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that Mrs. Whitlock be appointed at Step 3 of the salary range as Account Clerk in the,Light and Water Department. 10 .104 CZ S n tel, a _... •r Pa .J 1 la 10 .104 CZ S n tel, a _... •r Pa .J 1 CITY HALL AZUSA, CALIFORNIA MONDAY, FEBRUARY 16, 1959 It was requested that Mr. Wayne Holden, 5th step Maintenance Man, be promoted to Welder's Helper, 3rd step, effective February 16, 1959. Mr. Holden is on the current eligibility list as Welder's Helper. Moved by Councilman Fawcett, seconded by Councilman Ortuno,-and unanimously carried that Mr. Holden be appointed to Welder's helper, Step 3, 'Superintendent of Light and Water Smith stated that the.City had the street lighting materials on hand for 'Tract #18063, and requested permission to use these materials and bid on labor only for the lighting in- stallation. ,Moved by`Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that authority be given for the preparation of plans and specifications for the street lighting project in Tract 18063, and also that authority be given to advertise for bids on labor for the installation. Sup t. -Smith stated further that the City had the pipes on hand'for the installation of water mains in the aforementioned Tract 18063. Moved by -Councilman Fawcett, seconded by Councilman Ortuno, and unanimously carried that authority be given for the preparation of plans and specifications for the installation of..water mains, and that authority be given to advertise for bids for the installation on this project. Authority was requested to employ Mrs. Dorothy Adams as Account Clerk in the City Clerk's office at Step 1 of the salary range, effective 2-16-59• Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that the request be granted. A Resolution was prepared whereby the City of Azusa agrees to pay $12,600. for financing of the bridge across the Big Dalton Wash at Cerritos Avenue in con- junction with the County Flood Control and U. S. Army Corps of Engineers. The City's share is to be taken from County Aid to Cities money. Councilman Ortuno offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, REQUESTING AID FOR CERTAIN'STREET IMPROVEMENTS FROM THE COUNTY OF LOS ANGELES, CALIFORNIA. Moved by Councilman Ortuno, seconded by Councilman Teasley,,and ordered carried that further reading be waived. Moved by Councilman Ortuno, seconded by Councilman Teasley, that the Resolution be adopted. This Resolu- tion was,then passed and adopted by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: •Councilmen: None and numbered Resolution No. 3858. It was requested that John L. Ott,_Civil Engineering Assistant, be raised to Step 3 of the salary range, effective February 16th, subject to approval of the Personnel Board at their next meeting. It was deter- mined, however, that the next Personnel Board meeting was not until March 4th, thus the approval could not be made at this time. 15? - Page 2 W. The hour of 8:00 P.M. was set for a public hearing on Public hearing the proposed change of zone from R -lc to C-2 on the zonj change - property located at 458 S. Virginia Avenge, Lot 144, 458`S.Virginia Tract 18324, owned by Frank P. Stone. (F.P.Stone) The'City Clerk presented the affidavit of Publication Arrow Hwy - and said that notices of the hearing had been mailed Cerritos to ,to property owners within 300 feet of the proposed Citrus Ave. zoning. The Clerk also stated that no written protests had•'been received in his office up to the time of the hearing: It was determined that there were no persons in the -"audience wishing to speak for or against the proposed zone change. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the hearing be closed. Moved by Councilman Ortuno, seconded by Councilman Fawcett, that the City Attorney be instructed to prepare the necessary Ordinance granting the change of zone. This motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Memmesheimer NOES: Councilmen: Johnson, Teasley ABSENT: Councilmen: None This was the time scheduled for the hearing on proposed Public hearing Southerly Annexation District 33, Revised. So. Annexation The City Clerk presented the affidavit of publication 33, Revised and stated that notices had been sept to the property owners involved. He further stated that no written protests had been received in his office prior to the time of the hearing. There were no persons in the audience wishing to protest the annexation. Moved by Councilman Ortuno, seconded by Councilman Teasley, -and ordered carried that the hearing be closed. Moved by Councilman Ortuno, seconded by Councilman Fawcett,'that the City Attorney be instructed to prepare the necessary Ordinance regarding Southerly Annexation #33, Revised. This motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None The. hour of 8:00 P.M. was also set for public hearing Public hearing On the proposed zoning of considered Southerly Annexation proposed zonin District #32, located on Arrow Highway between Cerritos So. Annex.Dist and Citrus Avenues. #32(considered The'City Clerk presented the affidavit of publication Arrow Hwy - and stated that the property owners within 300 feet had Cerritos to been notified. Citrus Ave. It had been recommended by the Planning Commission that the zoning be "R-3", "C-211, and "W". Mayor Memmesheimer asked whether any persons in the audience wished to speak for or against the proposed zoning on this considered annexation. Mr. C. A Green, 18159 Arrow Highway, stated that the original petition had requested C-2 zoning, and that R-3 was recommended instead, and he wished to protest the R-3 zoning. Mr. W. Dean, 18135 Arrow Highway, stated that although he had signed thecoriginal petition requesting the C-2 zoning, he had since changed his mind and wished the area to remain residential. Mrs. L. A. A. Baasham, 18117 Arrow Highway, stated he had no desire for the annexation unless C-2 zoning could be obtained. Mr, Ray Lang, 18201 Arrow Highway, appeared in favor of the C-2 zoning. Mr. A. J. Abdelnour, 826 N. Azusa Avenue, spoke in favor of the C-2 zoning on Arrow Highway, stating that he and other property owners on Arrow Highway between Azusa Ave. and Cerritos Avenue might also wish to petition for annex- ation with C-2 zoning. Mr. J. Capello, 5570 Lark Ellen Avenue, spoke in favor of the C -2 -zoning. Moved by Councilman Fawcett, seconded by Councilman Oituno,,and ordered carried that the hearing be closed. The City Clerk presented the affidavit of publication of the,Notice of Hearing and presented the list of property owners within 300 feet df the property to whom notices had been mailed. He further stated that he had received no written communications in regard to •this hearing. Mr...William Coppinger, Assistant Attorney for the General Telephone Company, appeared before Council as representative of the Telephone Company. Mr. Coppinger stated.arguments in favor of the variance, pointing out that their Azusa office would never have any more than ten employees at one time, and their present parking lot plans allow for fourteen to sixteen spaces. He further stated that at no time would they ever have use for the .thirty four parking spaces required by the Zoning Ordinance. Mr. Del Moore, Manager of the Edgewood exchange of the Telephone Company, stated that a survey had been made on several days and at different hours of the day and at no .time had more than six vehicles been parked on the Tele- phone Company lot. Mr.,Bob Talley, Azusa Furniture Company, appeared before Council requesting denial of the variance application. He urged Council to look ahead ten years, at which time additional parking space would be needed. Mr. Saul Winouker, Center Furniture Company, also pro- tested the variance stating that the lack of parking space would cause a hardship, especially during the construction period. Mr.•A. J. Abdelnour, Realtor, also appeared to protest the granting of the variance. Moved.by Councilman Ortuno, seconded by Councilman Fawcett, and ordered carried that the hearing be closed. Moved by Councilman Fawcett, seconded by Councilman Variance Teasley, that the City Attorney be authorized to prepare granted a Resolution granting to the Telephone Company a variance with the following provisions: (1) That there be maintained upon said premises off-street parking space for at least fourteen automobiles with adequate means of ingress and egress. -162 CITY.HALL AZUSA, CALIFORNIA (2) That no enlargement upon.said premises be made other tion of approximately 1800 square MONDAY, FEBRUARY 161 1959 of the existing structure than a second -story addi- feet of floor space. (4) That said premises be used only for the -purposes set forth in the application and in the testi- % mony of -applicant and that no substantial change of use be made or permitted. (5) That there shall not be more than ten per- sons employed by applicant regularly working upon the premises at any given time. This motion carried unanimously. It was recommended by the Planning Commission that Mr...J: S. Higgins be granted C-3 zoning and a condi- tional use permit for a trailer park for his property located just south of the present City limits on Azusa Avenue. Mr. Higgins was advised that the legal des- cription would be submitted to the Boundary Commission.
