The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:34 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Carrillo arrived at 6:36 p.m., after roll call. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, CARRILLO, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Hunt, Director of Human Resources & Risk Management Bragg, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. CEREMONIAL The following Police Officers were sworn into office: Christopher Grant, Captain; Robert Chivas, Lieutenant; Seth Chapman, Sergeant; Fernando Vasconcelos, Sergeant; Trevor Benson, Corporal; Jonathan Rush, Corporal; Jared Bird, Officer; Benjamin Cypher, Officer; Matthew DeCaro, Officer; Denise Ferrari, Officer; Samantha Hedrick, Officer; and Michael Munoz, Officer. PUBLIC COMMENT None given. CLOSED SESSION The City Council recessed to closed session at 7:11 P.M. to discuss the following: 1. ROLL CALL: Roll call was taken by City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Chief of Police Hunt, Director of Public Works/City Engineer Bobadilla, Director of Utilities Robledo, Director of Finance Johnson, Director of Recreation and Family Services Carpenter, Police Captain Grant, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. The Pledge of Allegiance was led by the following family members of Ms. Maria Concepcion Gomez, Lifelong Azusa Resident: Mr. Wenses Orrosquieta, Ms. Liliana Orrosquieta, Ms. Mariah Orrosquieta, and Mr. Abel Orrosquieta. The invocation was given by Pastor Daniel Simonson, Christbridge Immanuel Church. CLOSED SESSION REPORT The City Council reconvened at 7:46 P.M.; City Attorney Martinez announced the following regarding Closed Session: All members of the Council were present; Item 1: City Council heard a presentation, provided additional direction, no further reportable action; Item 2: Item was not discussed and will be placed on a future agenda. PUBLIC COMMENT Mr. Hector Elizalde, representative of Congress Woman Napolitano, announced the 4th Annual Congressional Prayer Breakfast on November 8, 2018; and reminded everyone of the importance of voting. Ms. Diana Williams encouraged everyone to vote, and provided information on how to find your polling location. Mr. Adrian Greer thanked Azusa Unified School Board candidates for their hard work and respect; and encouraged everyone to vote. Mr. Jorge V. Rosales inquired about the range of bid amounts received for the Sidewalk and ADA Improvements Project in Item E-6; and inquired about the disqualification of the two lowest bidders for the Library Restroom Improvement Project in Item E-8. Director of Public Works/City Engineer responded to the inquiry regarding the Sidewalk and ADA Improvements Project stating that project bid amounts can vary due to federal requirements, some contractors lack experience and therefore use additional dollars to comply with those requirements. In response to the inquiry regarding the Library Restroom Improvement Project, he stated that the CDC governs the City’s CDBG funds and certain requirements must be met, the two lowest bidders did not meet those requirements and were disqualified. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Gonzalez provided an update to the previously held discussion regarding the maintenance of City medians stating that Staff reviewed the current contract and the contractor was found to be in compliance with the contract requirements; Staff will work on watering and reseeding the medians while maintaining the State’s water restrictions and will present long-term median beautification options to the Council at a later date; and announced that the Finance Department received a Certificate of Achievement in for Excellence in Financial Reporting from the Government Finance Officers Association and commended Director of Finance Johnson for her work. Mayor Pro-Tem Gonzales reminded everyone to exercise their right to vote. Councilmember Carrillo encouraged everyone to vote. Councilmember Alvarez wished good luck to all candidates; wished a Happy Veteran’s Day to everyone; and announced that the Eureka Café is now open. Councilmember Macias expressed his appreciation of the follow-up on the median issue; thanked Director of Finance Johnson for her work; inquired about parking enforcement on street sweeping days; requested anupdate on Block 36 by the developer; inquired about the possibility of a Lighting and Landscape Assessment; encouraged everyone to vote; announced the EDDY awards on November 8, 2018; thanked Water Board Member Al Contreras, Fire Chief Jim Enriquez, and City Treasurer Art Vasquez for their constant attendance at the Council Meetings; and inquired about setting up a Goals Working Session with City Manager Gonzalez. Chief of Police Hunt stated that parking enforcement patrols prior to the street sweeper arriving to ensure cars are not parked on the streets. PAGE TWO – 11/5/2018 Mayor Rocha announced that the meeting would be adjourned in memory Mr. Lawrence Martinez, Jr., Ms. Maria Concepcion Gomez, and Mr. Jesse Barajas, Life Long Azusa Residents and Mr. Miguel Angel Oliva Martinez, Longtime Azusa Resident. He encouraged everyone to vote; reminded residents about the winter watering schedule; he announced the following events: November 7 – On the Move Program at the Senior Center, November 8 – Veteran’s Day Ceremony at the Senior Center, November 8 – Saluting Our Veterans at Citrus College, November 8 – Los Angeles County Economic Development Corporation EDDY Awards, November 10 – Be-A-Walker at Veterans Park, November 11 – Veteran’s Day Ceremony at City Hall; and asked everyone to keep the service men and women in their daily prayers. In response to a request by the Council, Director of Public Works/City Engineer Bobadilla provided an update on the Iconic A stating that the Artist is working on having the A delivered to Azusa. SCHEDULED ITEMS None. CONSENT CALENDAR: Moved by Councilmember Carrillo, seconded by Mayor Pro-Tem Gonzales and carried by the following vote of the Council, to approve Consent Calendar Items E-1 to E-12. Councilmember Carrillo abstained from Item E-6 only, due to the proximity of his property. The minutes of the Regular Meeting of October 15, 2018 and Special Meeting of October 22, 2018 were approved as written. 2. Resolution No. 2018-C64 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and applicable Memorandum of Understanding(s), were approved as follows: Merit Increase and/or Regular Appointment: R. Arevalo, G. Enriquez, J. Kroner, E. Vazquez Flexible Staffing Promotion: R. Nodarse Reclassification: J. M. Munoz Separation: A. Clark, X. Torres. 4. A Memorandum of Understanding (MOU) with Foothill Transit for the relocation of the Foothill Transit main switchgear on the Foothill Transit busway was approved; and the City Manager was authorized to execute the MOU on behalf of the City. 5. Resolution No. 2018-C65, accepting a grant in the amount of $95,000.00 (for hourly wages at an overtime rate) from the Office of Traffic Safety to conduct DUI Saturation Patrols to apprehend drunk drivers, Warrant Service Operations and other related traffic programs was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, APPROVING A GRANT AGREEMENT WITH THE CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) FOR THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP)” 2018-2019 GRANT NO. PT19005 and the Mayor was authorized to execute the grant agreement on behalf of the City. 6. A construction contract in the amount of $95,368, which includes 10% for contingency for potential change orders as needed, was awarded to Ruiz Concrete and Paving, Inc. for the Sidewalk and ADA Improvements Project No. 601965-18; and the City Manager was authorized to execute the contract on behalf of the City. 7. The City Treasurer’s Report for the month of August 2018 was received, reviewed, and filed. 8. A contract for a total not-to-exceed amount of $250,555, which includes a 10% contingency for potential change orders as needed, was awarded to Corral Construction & Development, Inc., for the Azusa Library ADA Compliant Restroom Retrofit and Improvement Project No. 601863-17; and the City Manager was authorized to execute the contract on behalf of the City. 9. The Performance Bond in the amount of $578,535, the Labor and Materials Bond in the amount of $578,535, and the Monument Bond in the amount of $13,800 for Tract 564057-15, were released; and the Performance Bond in the amount of $363,529, the Labor and Materials Bond in the amount of $363,529, and the Monument Bond in the amount of $7,000, for Tract 54057-17, were released. 10. The improvement plans for the Vernon Avenue from Gladstone Street to Santa Fe Avenue Pavement Rehabilitation Project were approved; and Staff was authorized to solicit a Notice of Inviting Bids for the Project. 11. The revised classification specification for the position of Senior Planner was approved. PAGE THREE – 11/5/2018 12. The issuance of a purchase order to Wesco Distribution in the amount not-to-exceed $254,406 for the purchase of Underground Copper Cable was approved. SUCCESSOR AGENCY RELATED BUSINESS RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED SPETEMBER 28, 2018 THROUGH OCTOBER 31, 2018 Agency Member Alvarez offered Resolution No. 2018-R16 entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS Moved by Agency Member Gonzales, seconded by Agency Member Carrillo, and carried by unanimous vote of the Agency to adopt Resolution No. 2018-R16.
