IV. REPORTS UPDATES PENDING ITEMS AND ANNOUNCEMENTS FROM COUNCILAND STAFF
A. Mayor Pro-Tem Rocha and Councilmember Chagnon - Discussion and direction to staff to
prepare the necessary documents for setting a Special Election on Tuesday, April 27, or
Tuesday, May 4, 2004, for the purpose of submitting the Monrovia Nursery Development
Project Land Use approvals and Development Agreement to a vote of the people of the City of
Azusa.
B. Discussion regarding Upgrade in Engineering Specification - Railroad Grade Crossings. The
discussion revolves around the future conversion of (5) critical railroad grade crossing locations
from asphalt/rubber to that of concrete panels. This change in engineering specification must
be evaluated relative to the competing mobility/infrastructure project currently under
implementation (Pavement Management Plan) or under serious consideration for future
implementation (Citywide New Sidewalks and Alley Rehabilitation).

Act Funds for the Construction of a New Library. Recommendation: 1) Approve the Draft

C2, certifying the new library project budget, local funding commitment, supplemental funds,
and public library operation. 3) Authorize the Mayor to sign the final application for Library

SUBJECT: UPGRADE IN ENGINEERING SPECIFICATION - RAILROAD GRADE CROSSINGS
RECOMMENDATION
This item is for discussion purposes only and no staff recommendation is provided in this report.
The item of discussion revolves around the future conversion of(5) critical railroad grade crossing
locations from asphalt / rubber to that of concrete panels. This change in engineering
specification must be evaluated relative to the competing mobility / infrastructure projects
currently under implementation (Pavement Management Plan) or under serious consideration for
future implementation (Citywide New Sidewalks and Alley Rehabilitation).
BACKGROUND
In the City Council meeting of December 15, 2003, Councilman Dave Hardison raised the issue of
upgrading the engineering specification on all railroad grade crossings from its current asphalt/
rubber panel design to that of concrete panels. The chosen material for the current "state of the
art" railroad grade crossings is that of concrete panels. These modular pieces are steel framed
concrete panels that are bolted into the grade crossing. This is an extremely durable type of
installation that also enables enhanced accessibility for trackside repairs due to its panel removal/
reinstallation capability.
The ownership and maintenance of the railroad right of way is under the auspices of the Southern
California Regional Rail Authority (hereinafter referred to as SCRRA). SCRRA is joint powers
authority of five county transportation agencies that builds, maintains, and operates Metrolink
commuter railroad system within Los Angeles, Orange, Riverside, San Bernadino, and Ventura
counties. Since railroad crossings are considered SCRRA right of way, all maintenance and repair
activity must be referred to them. The City of Azusa currently has an innovative arrangement for

handling repairs on the railroad crossings. S4CRRA agrees to perform track alignment, removal of
existing asphalt or rubber, and supply new asphalt material at their expense. The City of Azusa
provides the skilled labor force to install the new asphalt. This arrangement is how the City of
Azusa and SCRRA jointly cooperated to repair the San Gabriel Ave railroad crossing in December of
2003. However, the SCRRA refuses to upgrade railroad grade crossings to that of concrete panel
design unless the city of Azusa is willing to either totally or partially pick up the additional expense.
Azusa currently has (6) critical railroad crossing locations within its city boundaries (Virginia, San
Gabriel, Azusa Ave, Alameda, Dalton, and Pasadena). All of the railroad crossing locations are of
either asphalt or rubber panel construction. The lone exception to this is Azusa Avenue (near
Santa Fe) that is of concrete panel design. However, the superior design and performance
characteristics of concrete panel installations carry a premium price. Each identified intersection
location will cost$200,000 to convert from its present design (asphalt or rubber panel)to that of
concrete panel construction. Based on (5) critical remaining locations, the expected costs for
making this conversion is $1,000,000 (5 locations * $200,000 = $1,000,000). In year 2000,
SCRRA and the City of Azusa equally divided the $218,000 cost for upgrading the Azusa Ave
railroad grade crossing to that of concrete panel design. The City of Azusa paid $108,000 and
SCRRA paid $108,000. If the City of Azusa can consummate an agreement for cost sharing on a
50 / 50 basis for all future railroad grade crossing locations, our net cost would be roughly
$500,000.
Although the conversion to concrete panels at railroad grade crossings will result in a superior
product, the capital cost of$500,000- $1,000,000 to effectuate this outcome must be evaluated
against other competing mobility/infrastructure projects. The Pavement Management Plan is a
10 year plan to restore 100% of the street network to "excellent condition" within 10 years (85%
excellent within the first 5 years). This program is currently fully funded (using Gas Tax and
Highway 39 reserve account) at a cumulative cost of $14,000,000. Additionally, there are (2)
other infrastructure projects currently not funded but under serious consideration for long term
implementation. The first project is "Alley Rehabilitation". This project will cost $1,200,000 and
will restore the remaining alley network to "excellent condition" within (10) years. The next
project is "Citywide New Sidewalks". This project will cost$2,000,000 and will install sidewalk in
all vacant locations within the City of Azusa over the next (10) years. Currently, there is no
identified revenue stream to support either "Alley Rehabilitation" or "Citywide New Sidewalks".
Therefore, the (3) competing projects for future funding in their ascending order of magnitude are
as follows;
1. Railroad Grade Crossing Conversion $500,000 - $1,000,000.
2. Alley Rehabilitation $1,200,000.
3. City Wide New Sidewalks $2,000,000.
The Mobility Group in the "Results Based Budgeting Process" has identified the Pavement
Management Plan, Alley rehabilitation, and Citywide New Sidewalks as vital factors for attaining
the end result of"Improving the safety and ease of traveling to, from, and throughout Azusa". If
we want to incorporate railroad crossing upgrades into our mobility plan, we must do one of the
following;
1. Take $500,000 - $1,000,000 from one or all three of the future designated
programs (Pavement Management Plan,Alley Rehabilitation, and Citywide New
Sidewalk).
2. Find a new revenue stream to support $500,000 - $1,000,000 for future
upgrades to railroad grade crossings.
It is significant to note that The Gold Line Authority is seeking funds to extend their operation east
to Montclair / Claremont. Azusa will benefit from expansion of services and the crossings
identified will be rehabilitated by the Authority at no cost to the City. The improvements may be
five to ten years into the future, but the City of Azusa will be spared from making any large scale
investments in the railroad crossings.
FISCAL IMPACT
The cost for upgrading the remaining (5) critical railroad crossing locations is estimated at
$500,000 - $1,000,000. The $500,000 estimate is predicated on a 50% / 50% cost share
arrangement between SCRRA and the City of Azusa. The$1,000,000 cost estimate is based upon
the City of Azusa absorbing the total cost of railroad grade crossing upgrades.
