GUTIERREZ, CITY MANAGER - DATE: NOVEMBER 15, 2004 SUBJECT: AUTHORIZATION TO PURCHASE (1) SEWER CAMERA TRUCK VIA"PIGGYBACK" BID RECOMMENDATION It is recommended that the City Council authorize the purchase of (1) Sewer Camera Truck from Pearpoint, Inc in the amount of$119,850.72 and appropriate $119,850.72 from the Sewer Fund Balance. BACKGROUND The Department of Public Works / Sewer Division was approved for purchase of (1) Sewer Camera Truck in the FY 2004/2005 operating budget. This particular piece of equipment is a truck mounted sewer camera and monitor. This apparatus enables entry into the sewer system with a camera to visually expose system deficiencies including but not limited to the following; root intrusion, compressed pipe, pipe blockage, reverse grade inclination, etc. Without this camera truck, staff must either hire a subcontractor to perform this service (at $1,000 per day) or symptomatically treat problems in the absence of any visual data (like we are doing now). This Sewer Camera Truck can positively isolate (2) requisite pieces of information; the exact nature of the sewer deficiency and the exact location of the sewer deficiency (foot distance from adjacent manhole). It is our intention to use the Sewer Camera Truck to assess sewer system condition on an annual basis and identify problematic areas before they cause backups. We are requesting that the purchase of this particular piece of equipment be through the "piggyback" system. California code relative to purchasing and procurement allows cities to "piggy back" on bids for vehicle / equipment purchase that were competitively bid by another public entity or municipality. For instance, local law enforcement can purchase police vehicles using either the Highway Patrol bid, the LA County Sheriff bid, or the LA City bid. In the case of the Sewer Camera Van, the City of Azusa want to "piggy back" on the bids used by the city of La Verne. Pearpoint, Inc of Thousand Palms, California is the selected supplier of the Sewer Camera Van purchased by the following local entities; County of Orange, Irvine Ranch, City of Riverside, San Bernadino County, City of Victorville, and El Toro Water District. They have agreed to maintain the same pricing level to the City of Azusa for an equivalent piece of equipment that includes a sewer main camera and crawler, a sewer lateral camera and crawler, and a 2004 GMC Savana Truck/Van with an equipment room and control room. The cost for the Sewer Camera Van from Pearpoint is $119,850.72. FISCAL IMPACT This Sewer Camera Truck was approved for purchase by the City Manager in the FY 2004/2005 Sewer Maintenance Operating Budget. It was inadvertently omitted in the subsequent submittal to Council. However, there are sufficient funds in the Sewer Fund Balance to cover the expense of this purchase. The total cost for the Sewer Camera Truck is $119,850.72 (all inclusive of truck, camera equipment, sales tax, and applicable fees). This will paid out of the Sewer Fund/account number 34-55-665-000-7135.
