HomeMy WebLinkAboutAgenda Packet - April 19, 2004 - CC �n � Trj A.ZUSA CONSENT CALENDAR TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: BILL NAKASONE, DIRECTOR OF PUBLIC WORKS VIA: ROBERT PERSON, ACTING CITY MANAGER DATE: APRIL 19, 2004 SUBJECT: CITYWIDE CURB ADDRESS PAINTING RECOMMENDATION It is recommended that the City Council authorize the non profit organization "Canning Hunger" to commence with curb address painting on a citywide basis. BACKGROUND The Department of Public Works has been requested to paint address on the curb face for all residences, businesses, and apartments within the City of Azusa. The driving force behind this request has been Public Safety (Police and Fire.). The legibility and accuracy of address on the curb face is imperative in the life threatening crisis situations they encounter on a daily basis. Due to both the long lapse in time since curb addresses were last done as well as the proactive concrete repair program (which has replaced large amounts of curb, gutter, and sidewalk), a significant number of curb addresses are either illegible or non- existent. The need to increase safety, standardize address format(font,size, background),and improve the aesthetic appearance of our neighborhoods has prompted the City of Azusa to select a capable contractor. The City has selected "Canning Hunger", a non profit agency experienced in curb address painting as its selected party for this project. "Canning Hunger" agrees to paint every residential, business, and apartment address on the curb face "free of charge" to the City of Azusa. The address will be 4" black numbers on a white rectangular background with reflective material added in for enhanced night illumination. After the work is completed, "Canning Hunger" will ask for a donation for their services. Payment of a donation is strictly voluntary. The suggested donation is $10.00 per address: any donation made to "Canning Hunger" is tax deductible. This same arrangement of voluntary contribution to pay for curb address painting services has been successfully implemented in other local cities. The following cities have used "Canning Hunger" on a donation basis; Arcadia, Huntington Beach, and Yorba Linda. 4w/4 doivr) The Department of Public Works did evaluate two proposals for services under the donation arrangement. The two parties evaluated were "Curb Numbering Service" and "Canning Hunger". Although both contractors were viable candidates with extensive background in residential curb address painting with local municipalities, the suggested donation amount of$10.00 for "Canning Hunger" was lower than the $12.50 suggested donation from "Curb Numbering Service". City staff decided on "Canning Hunger" due to its lower suggested donation amount and its "charitable organization" status which enabes a tax deduction to eligible residents, business owners, and apartment owners. FISCAL IMPACT There will be no charge to the City of Azusa for this service. Reimbursement for services rendered will be on a voluntary donation basis. The suggested donation is $10.00 per address. If the City were to "contract" for address painting services from a reputable service provider, the cost per address would be approximately$2.00 per address (based on a 5,000 address minimum). Based on 9,477 parcels within Azusa (7,526 residential, 759 residential income, and 1,195 business/ commercial), the cost for this service would be$18,954 under a contract arrangement. Under the voluntary donation arrangement, there will be no cost to the City.
