The City -Council of the City of Azusa met in adjourned session at the above time and place. Mayor Meminesheimer called the meeting to order. Call to Order. Present at Roll Call: Councilmen: Fawcett, Ortuno, Roll Call Johnson, Teasley, Memmesheimer Also Present: City Clerk -Administrative Officer Miller The amendment to Ordinance No. 494 relating to billiard -rooms,,having had its first reading on March 2nd, was presented for its second reading. This Ordinance amends,the definition of "Billiard Room Defined". Councilman Johnson offered the following Ordinance Ord. 597 - entitled: Amending Ord. 494 re AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA billiard room AMENDING ORDINANCE N0. 494 RELATING TO PUBLIC BILLIARD defined ROOMS. Moved by Councilman Johnson, seconded by Councilman Teasley, and ordered carried that further reading be waived. Moved by Councilman Ortuno, seconded by Councilman Johnson, that the Ordinance be adopted. This Ordinance was then passed and adopted by the following vote of Council:, AYES: _Councilmen: Fawcett, Ortuno, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Ordinance No. 597. Members of the Park and Recreation Commission being unable to attend this meeting, a tentative meeting was set.for Tuesday, April 7th, at 7:30 P.M. in the Audit- orium, between the City Council and the Park and Recreation Commission. In,accordance with the terms of the contract between the Southern California Edison Company and the City, the Edison Company requested permission to serve electrical energy to 410 S. Motor Avenue. Moved -by Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that the Mayor be author- ized•to sign the letter granting the Edison Company ._permission to serve energy at 410 S. Motor Avenue. A Communication was received from the Fire Chief asking whether the City Council desired to hold an annual "Clean Up Campaign" as in the past. If so, the period from Saturday, May 16th, to Monday, May 25th, at 7:00 A.M. was suggested as the time for -the drive. Moved by Councilman Teasley, seconded by Councilman Fawcett, -and ordered carried that Azusa hold their annual Clean Up Week from May 16th to May 25th ending at 7:00 A.M. The Fire Chief also recommended that -a committee com- posed of the Mayor, Police Chief, Fire Chief, Chairman of Public Works, Superintendent of Public Works and the'Administrative Officer be appointed with power to act. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that Council accept the recommendation of the Fire Chief and that such a committee be appointed with power to act on the necessary details. Motor Avenue Spring Clean-up Week - May 16 to 26 Clean Up Week Committee appointed 199 CITY HALL AZUSA, CALIFORNIA TUESDAY, MARCH 10, 1959 Page 2 Moved by,Councilm;n Ortuno, seconded by Councilman Payment to Teasley, and unanimously carried that the payment in Anti -Pest the amount of $505.50 to the Anti -Pest Control Company Control Co. be authorized. Authorized The City 'Administrator reported that after investigating NCR Billing electric data processing with various Companies in the Machine field, it will be recommended at budget hearings that budget request an NCR Billing Machine be purchased for the Light and Water Department. It is believed that this machine will adequately meet the needs of the Department for some time to come. The City Administrator stated that he had been requested Council does to.get the feeling of the Council members relative to a not support proposed bill to be introduced in the State Senate to gas tax increa raise the'State Gas Tax by one cent. Under the proposed bill, Cities would receive 6/10ths of the one cent in- crease,, said revenue to be used for construction purposes on any street or road. However, the money received from 'the state would have to be matched by the local agency, .and if the revenue was not spent or obligated within 31 years'of its, appropriation, the funds would revert to the State Highway Fund for state highways. On discussion of this proposed bill, it was the general consensus of the Council members that they could not endorse a tax increase at this time, and also the pos- sibility being that other bills will be considered at the Legislature which might be of more benefit to the City. Mr.,Luther Kemp, representing the merchants of the Circus request shopping,center at Gladstone Street and Azusa Avenue, denied appeared before Council requesting permission to hold a'small circus and amusement rides at the shopping center for the period from March 17th through the 22nd, and,,that the business license fee be waived. A Mr. Vaughn, owner of the ridds and circus, also ap- peared.and explained his type of operation, and gave the names of other cities in which they have operated. It was the opinion of the City Council that they should maintain the established policy of requesting an appli- cation six months in advance for any proposed circus in the'City.
