PEDROZA JR. , SUPERINTENDENT OF PUBLIC WORKS 411 DATE: MARCH 7, 1994 �l VIA: HENRY GARCIA, CITY ADMINISTRATOR 4 SUBJECT: APPROVAL TO SOLICIT REQUESTS FOR PROPOSALS FOR PROFESSIONAL LANDSCAPE ARCHITECTURE SERVICES Administration and staff have mutually agreed that the appearance of the Foothill 210 Fwy. is giving the City of Azusa a blight image. The Public Works Department is currently negotiating with Caltrans to relandscape the on/off ramps of the Foothill 210 Fwy. , from city limit to city limit. This is not a currently budgeted capital improvement project, but one to be considered for the upcoming fiscal year. The scope of this project will include degrubing of all existing unsightly vegetation from point of curb to approximately 200 feet into the freeway right-of-way. Installation of a new above ground drip irrigation system and the planting of various color blooming shrubs and trees. Planting will be minimized to 25% of the total area in order to reduce ongoing maintenance. The remaining areas will be covered with recycled products i.e. ; shredded tire (with and without green and blue color) , tree chippings, river rock, metal slag and other products under research. This project will be one of a kind under the Adopt-A-Wall Program. In order to proceed with further negotiations, the City will be required to submit plans and other correspondence to Caltrans. The formal bidding procedure will require definite specifications that cannot be anticipated in advance due to the unique concept. Therefore, staff is requesting Council's approval to solicit \()) requests for proposals (R.F.P. 's) for professional services. �\ ■■ 213 East Foothill Blvd., P.O. Box 1395, Azusa, California 91702-1395 (1�\) ; (818) 334-5125 The proposals will include a review of "as built" plans; development of a plant list, type of irrigation system and any other requirements in accordance with Caltrans specifications. Conceptual drawings for Council's review, working drawings, plans and specifications for construction bidding and development of a budget. Selection of the Landscape Architect will be based on freeway construction experience, hourly rate and references, and also the ability to work under a strict time schedule. Staff is confident this project will promote future business and increase the quality of life in Azusa. RECOMMENDATION: Staff requests Council's approval to authorize the "Request for Proposals" for professional landscape architecture services, in order to develop and maintain the on/off ramps of the Foothill 210 Fwy.
