PEDROZA JR., SUPERINTENDENT OF PUBLIC WORKS VIA: HENRY GARCIA, CITY ADMINISTRATOR /4 DATE: NOVEMBER 4, 1996 SUBJECT: SURPLUS TREE WOOD The Public Works Department would appreciate the opportunity to participate in raising funds for the 1997 Azusa Rose Float entry. The following summarizes a plan for your consideration and approval. The accumulation of tree wood at the City Yard is once again becoming a storage burden. The auction firm used by the City to sell surplus items will not accept this type of bulk item. Therefore, by scheduling one employee with the assistance of court referrals and general relief workers,the wood can be cut to size, split and stacked into one-half cord increments. Advertising by cable t.v.,utility billings and word-of-mouth will allow the public the opportunity to purchase firewood. The current market value for a cord of mixed firewood is $150.00. The suggested sale price for City firewood would be$65.00 per half cord and$120.00 per full cord. Staff estimates $800.00 to $1,000.00 from this event. The Superintendent will coordinate the event at the City Yard where the wood is currently being stored. Volunteers from the Boy Scouts and the Alpha Gamma Sigma Honor Society at Citrus College will assist staff with the event. The projected date for this fund raising event is November 23,1996 at 10:00 a.m. The Azusa Municipal Code, Section 2-517 states that surplus items with an estimated value of $500.00 or more shall be sold by the Purchasing Officer. GARCIA, CITY ADMINISTRATOR DATE: NOVEMBER 4, 1996 SUBJECT: CITY LIBRARY AS ENTREPRENEURIAL MODEL Background The City Library is seeking to catalyze the rebirth of a new, entrepreneurial Azusa that will blossom and flourish for the next 100 years. To begin,the Library proposes the construction of a small Victorian-style lounge and a small adjacent European-style sidewalk cafe. Goods sold would include international coffees,breakfast rolls and soft drinks; and items of literature, art and music. Seed money is estimated at$150,000,to be completely repaid through sales proceeds. This report recommends that Council approve the concept, and authorize staff to prepare working drawings, plans and specifications, a sample bill of fare and budget projections for the next 36 months. Findings The City of Azusa was incorporated on December 28, 1898, nearly 100 years ago. The City has grown from being a small dusty town in the middle of the San Gabriel Valley orange groves to occupying the position of a vital member of the southern California residential, commercial and industrial community. As the City completes its first century of prosperity, it is a time for celebration and recognition of all the good work that has been done. But, as the City prepares to celebrate its first 100 years,the City Library is seeking to catalyze Azusa's renaissance, in preparation for the second 100 years. The City was established upon a good basis of literary resources, cultural recognition and community appreciation. In fact,the Library was the first building to occupy the Civic Center, having been constructed in 1910 via a ////6e a'e, Honorable Mayor& Members of the City Council November 4, 1996 Page 2 monetary grant from the Andrew Carnegie Foundation of New York City. Eventually,when the Library outgrew the building, it became the City Hall,until concern for its occupants' safety led to construction of the new City Hall that is still in operation. Today,the bust of Andrew Carnegie is the sole occupant of the display case at the entrance to the Library. From it he greets all Library patrons, serving as their liaison to the Azusa of the past. Perhaps, one day,he will be one of the planks in Azusa's bridge to the future. Many things have changed over the last 100 years, among them the ability of government to support itself without an onerous burden of taxes. The Library believes that entrepreneurialism is one of the keys to overcoming this and the Library wishes to demonstrate how to accomplish it. Sadly,the Canyon City seems to have lost track of its identity as the gateway to appreciation of things good and beautiful. Who can remember the last time he or she enjoyed the tones of the Segovia guitar or the nuances of the Flamenco step? When last did Azusa residents experience the balmy warmth of a summer evening, seated at a comfortable table in the Civic Center, enjoying the company of lifetime friends over a cup of Viennese mocha? How long has it been since the"Smithsons"and the"Corrals"compared their thoughts about Dali's hidden message? We must bring this back. The Azusa Library will catalyze the renaissance of the Canyon City while entrepreneurially demonstrating how government can begin to pay its own way other than upon the backs of its already-heavily-burdened taxpayers. The Library proposes the construction of a small Victorian-style lounge and a small adjacent European-style sidewalk cafe. Goods sold would include international coffees,breakfast rolls and soft drinks; and items of literature, art and music. Seed money is estimated at a$150,000 loan from the Light Fund, to be completely repaid through sales proceeds. The reader is referred to the attached schematic drawing. The lounge would be located along the Library's east wall,just north of the entrance. It would feature comfortable seating, reading materials,beverage service and breakfast snacks. Flooring would be of oak parquet. The walls would be papered in a Victorian or chintz print. Windows would be fully draperied and the room would be accented with a full-size grand piano. The cafe would be entered either from the sidewalk or through the lounge,via a former window, which would be removed. The cafe would feature durable umbrella-covered tables with weatherproof chairs. Additional beverage service could be moved onto the patio during warm hours or for evening receptions and performances. Dalton Avenue would be opened to allow for angle parking and a portion of the median would be removed to help connect the Senior Center to the rest of the Civic Center. Honorable Mayor& Members of the City Council November 4, 1996 Page 3 Food to be sold would include various international coffee beverages, soft drinks and breakfast snacks. Merchandise would include a full line of stationery, mugs and jewelry customized with the City of Azusa logo and a pen-and-ink drawing of the original Carnegie Library. Theme- decorated silk neckties and scarves; large-picture calendars and picture-postcard sets; books(new and used); decorative paper products, stickers and toys from many cultures will be featured. The Library anticipates an annual calendar wherein the displays, food and merchandise would carry a theme that highlights a unique or particularly-significant culture or period of history. For example,the Library anticipates "Andalucia Days"with everything geared to a theme centered in the culture of southern Spain and the city of Seville. Displays would include Spanish clothing and jewelry; and musical instruments, CDS, and art reproductions for sale. Evening presentations would include one or two concerts by performers of Flamenco guitar and dance. Persons well-versed and influential in the history of the featured culture would be invited for lecture and/or interview. In short,the appreciation of world culture,literature, art and music, will return to Azusa and be emphasized. The Canyon City will be filled with mutual appreciation and cultural strength as it embarks upon its second hundred years, on its way to becoming the Exemplary City of the New Millennium. Staff is asking Council's permission to help steer the City of Azusa onto an invigorating path into the new century with the construction and operation of a modest but culturally-rich, Library patron lounge and community cafe.
