SUBJECT: HOUSEHOLD HAZARDOUS WASTE GRANT
Before you tonight is a resolution approving the authorization for the City to apply for a Household
Hazardous Waste Discretionary Grant through the California Integrated Waste Management Board.
This grant will assist in establishing a permanent facility for the public to dispose of household
hazardous waste at Advanced Environmental Technical Service (AETS) in Azusa, formerly known
as Osco.
The City requests authorization to submit a regional application on behalf of the cities of Azusa,
Bradbury, Covina,Duarte, and Monrovia. These cities are know as the River Group cities and we
have been working together for the last year and a half on oil recycling activities.
This grant will request funds to establish and operate a permanent site so residents of these
communities may take their old paint,batteries, and other household hazardous waste to a facility,
instead of waiting for the County to have their annual roundup day. Currently,AETS,located at 107
S. Motor Ave. in Azusa, operates an existing treatment storage and disposal (TSD) facility.
However,it is only open to commercial businesses and is not for public use. With this grant AETS
will be open every Saturday for residents to dispose and recycle their household hazardous waste.
RECOMMENDATION
It is recommended that the City Council of the City of Azusa approve the authorization to apply for
a Household Hazardous Waste Discretionary Grant,and to authorize the City Administrator, Public
Works Superintendent and Administrative Analyst to execute in the name of the City of Azusa the
necessary applications, contracts, payment requests, agreements and amendments hereto for the
purposes of securing grants and to implement and carry out the proposed specified in the grant
application.

APPROVING THE AUTHORIZATION FOR THE CITY TO APPLY
FOR A HOUSEHOLD HAZARDOUS WASTE DISCRETIONARY GRANT
RESOLUTION NO.
WHEREAS,the people of the State of California have enacted Assembly Bill 1220 (Eastin,
1993) that provides grants to local governments to establish and implement waste diversion and
separation programs to prevent disposal of hazardous waste, including household hazardous waste,
in solid waste landfill; and
WHEREAS, the California Integrated Waste Management board has delegated the
responsibility for the administration of the program within the state, setting up necessary procedures
governing application by cities and counties under the program; and
WHEREAS, said procedures established by the California Integrated Waste Management
Board require the applicant to certify by resolution the approval of application before submission
of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the State of California for
development of the project.
NOW, THEREFORE, BE IT RESOLVED that the Azusa City Council authorizes the
submittal of a regional application on behalf of the cities of Azusa, Bradbury, Covina, Durate, and
Monrovia to the California Integrated Waste Management Board of a local Household Hazardous
Waste Discretionary Grant. The City Administrator, Public Works Superintendent, and
Administrative Analyst or their designee, is hereby authorized and empowered to execute in the
name of the City of Azusa the necessary applications, contracts, payment requests, agreements and
amendments hereto for the purposes of securing grant funds and to implement and carry out the
proposed specified in the grant application.
The City Clerk shall certify to the adoption of this Resolution.

SUBJECT: PURCHASE OF COLOR LASER PRINTER
Background
The Police Department has long been involved in the production of high quality color documents.
Color ink jet printers were initially deployed at the Police Department. As we sought to expand use
of this technology, the printer was made available to all departments within the City. Hundreds of
documents for various departments throughout the City were created, using color to add flare and
professionalism.
Findings
Printing technology has progressed to a point whereby color ink jet printers are no longer the best
medium to produce color documents consistent with the advanced standards required for today's
color printing. A color laser printer will provide a printing medium that will meet the City's needs
for several years:
1. Our increased work with photographic data requires the best color output possible. We now use
the services of an outside printer for projects that could be done more quickly and less
expensively in-house.
2. The Police Department has recently invested in digital cameras. These specialized cameras use
computer disks rather than film.A color laser printer will enable us to print photolytic prints using
standard copy paper. These long-lasting photos will serve as evidence and provide judges and
court officials with professional-looking, film-alternative documents.

Recommendations
It is my recommendation that City Council pass the attached Resolution, waiving formal sealed
bidding, and authorize the purchase of a color laser printer from the low bidder, Jet Research
Laboratories, Inc.. The total cost of$7,572.09 will be funded from the MIS/CIP account, 243-400-
2200-7150 Project 750920.

WAIVING FORMAL SEALED BIDDING AND AUTHORIZING THE
ISSUANCE OF A PURCHASE ORDER FOR AN AMOUNT NOT TO
EXCEED $7,572.09 FOR A COLOR LASER PRINTER
WHEREAS, Section 2.537 of the Azusa Municipal Code requires City purchases over the
amount of$5,000 to be awarded to the lowest responsible bidder after notice, and
WHEREAS, Section 2.536 of the Azusa Municipal Code allows the City Council to waive
formal sealed bidding upon finding that the public welfare would be promoted by dispensing
with them, and
WHEREAS, by soliciting written quotations from vendors, the City will have clearly complied
with the intent of Section 2.536 of the Azusa Municipal Code, even though formal"sealed"bids
will not have been solicited,

Subject: Police K-9
It is with great sorrow that the Azusa Police Department reports the death of Police K-9, Dino. Dino
was found dead in his kennel by Officer Rick Hayden Sunday afternoon, June 2, 1996. The dog had
been in good health and there were no signs of foul play. A medical examination is being conducted to
determine the exact cause of death.
Officer Hayden and Dino had worked from Saturday night, 6 pm to Sunday morning, 4 am. Officer
Hayden did not observe anything significantly out of the ordinary during the shift. Upon arrival home,
Officer Hayden gave Dino food and water before placing the dog in the kennel for the night. When
Hayden awakened he checked Dino and replenished the food and water. Hayden was gone for the
afternoon. When he arrived home he checked Dino and discovered that Dino was dead. Dino was
housed in the kennel alone.
Captain Garcia was called and went to Hayden's home. Captain Garcia saw the dog had been housed in
a safe, comfortable kennel and had adequate food and water. Nothing appeared out of the ordinary.
Danny LeMaster, owner of Master K-9, where we purchased the dog, recommended a veterinarian in
Garden Grove for medical determination of the cause of death. Dino was 2 '/2 years old at the time of
his death. He had been an Azusa Police Department K-9 for 10 months. We are examining our
purchase contract to see if we can have the dog replaced, at no charge.
Dino will be remembered for his enthusiasm and his eagerness. In his short career with the Azusa
Police Department he had demonstrated an uncanny ability to locate firearms and had located drugs on
three separate occasions since his narcotic certification on May 10, 1996.
A Police K-9 belongs to the entire department and community. He is a resource to everyone. We all
have strong feelings connected to Dino. K-9 Handler Rick Hayden has devoted countless hours of his
own time towards the development of Dino. Rick feels this loss particularly acutely. We all share in his
loss. We will remember Dino fondly.

SUBJECT: LIBRARY PAINTING
The Azusa Public Library is in need of interior painting and ceiling repairs. This is mainly due
to the roof failure last winter. F.E.M.A. has advised the City that reimbursement is available
after the repairs are completed. The roof replacement has been completed,thus requiring the
City to fulfill the painting and ceiling repair requirement.
It is urgent the City expedite this F.E.M.A. requirement in order to receive funds for damages.
Staffs estimate to perform painting and repairs is approximately $19,500.00 This amount will
require the formal bidding and advertising process in accordance with Municipal Code. Staff is
requesting Councils approval to waive the formal bidding procedure and authorize staff to solicit
informal quotations and award painting and repairs to the lowest responsible contractor to
commence work immediately. Staff will respond to Council with an informational item with the
proposal results prior to commencement of work.
Funding for the work performed is available within the Facility Division operation and
maintenance budget, line item 6493 (outside services and repairs). The fund will be credited
once the City receives reimbursement from F.E.M.A.
RECOMMENDATION:
Staff is requesting councils approval to waive the formal bidding procedure in accordance with
section 2-536 of the Azusa Municipal code and allow staff to solicit proposals to perform
painting and ceiling repairs to the Azusa Public Library and to grant staff the authority to award
work to be performed to the lowest responsible contractor.
