SUBJECT: APPROVAL OF "PROJECT NO DIRT"
Staff has worked continuously to landscape areas throughout the city as directed. All city and
Redevelopment Agency vacant land parcels have been completed as far as covering the dirt with
some type of ground cover and landscaping.
Staff presents to Council the concept of approving"Project No Dirt"where upon approval, staff
will notify private property owners of vacant parcels, and present them the opportunity to
participate in this project. The project will offer the property owners the prospect of agreeing on
an easement with the City.
There are eleven empty parcels on Azusa Ave., San Gabriel Ave. and Foothill Blvd. that will be
targeted under this project. The City Attorney has advised staff that utilizing public funds on
private property can only be accomplished through an easement. Notification to the property
owners will state that once a building permit has been acquired,the easement will be removed.
The owner of the vacant property in front of Benny's Liquor Store on the corner of Second St.
and Azusa Ave., has indicated his willingness to become the first example of this program. The
landscaping will consist of installing mounds, covering the dirt with recycled green waste
mulching, asphalt grindings, 15 gal. trees, irrigated with a drip system and river boulders.
Similar work was performed at the empty lot west of Bob's Burger and also the lot adjacent to
the Bank of America.
The cost to perform"Project No Dirt"is non-funded, other than the Public Works operational
budget. Staff has green waste and asphalt grindings in stock piles. The river boulders are in
stock at the City Yard and the trees are purchased from a local vendor at$25.00 each. The on-
going maintenance will be performed by the East San Gabriel Valley Consortium on a scheduled/212

SUBJECT: Certificates of Appreciation/Azusa Rose Float Association
BACKGROUND
In April of 1995, the City Council supported the pursuit of getting a float in the 1996 Tournament
of Roses Parade. The City of Azusa was successful in its efforts. Not only did we have an
outstanding entry in the Parade, we also reached our goal of raising $75,000, generated great
community pride and enthusiasm, and won the Governor's Trophy! The Governor's Trophy is
awarded to the float that best depicts life in California.
This goal was accomplished through a great show of community support, organized by the Azusa
Rose Float Association. The committee organized many fund-raising events and sold merchandise
to pay for the float cost. To recognize the committee members for their time and dedication to this
project, staff recommends that the City Council present the members of the Azusa Rose Float
Association with a Certificate of Appreciation at the February 5, 1996 City Council meeting. A list
of the committee members is attached.

Staff feels this could be a positive program which will remove and prevent unwanted vehicles
from parking on vacant property and simultaneously improve aesthetics. Therefore, staff is
requesting Council's approval of"Project No Dirt" and authorization for staff to prepare "Grant
of Easement" (example attached) and to contact private property owners and allow funding
through the Public Works budget.
RECOMMENDATION:
Staff is requesting Council approval of"Project No Dirt"and authorization of the easement
process as well as funding.

GRANT OF EASEMENT
For a Valuable Consideration, receipt of which is hereby acknowledged,
hereby grants to the City of Azusa, a Municipal Corporation in Los Angeles County,
California, an easement for Landscape/Irrigation purposes, including the right
to construct, use, maintain, alter, add to, repair, replace, and remove all facilities
therefor or connected therewith, in, on, over, under, across, and along the real
property in the City of Azusa, County of Los Angeles, State of California, described
as follows:
The Grantee shall rescind easement rights, and vacate as such, in the
event that the Grantor displays intent to develop said property, intent
defined as the securing by the Grantor of Building Permits.
If such easement is for street and/or highway purposes, the same shall be part of and
known as N/A
