Recommendation:
Approve the attached change order,No.33-A,for the Police Facility Addition and Alteration Project
in the sum of$25,198.54,pending the approval of LaSalle National Bank.
Background:
On August 17, 1998, Council approved changer order No. 33 in the amount of$17,881.46 for the
removal of contaminated soils under the police department's gasoline dispenser. This change order
was approved in the form of an allowance and was based upon the removal of 50 tons of
contaminated soil. Additionally, this allowance provided for appropriate backfill and compaction,
concrete removal and replacement, and structural shoring work necessary to complete the removal
of the estimated 50 tons.
Unfortunately, once excavation commenced, our independent geotechnical consultant hired to
monitor the removal found that the soil was still testing positive for contamination after the 50 tons
was removed.However,as he was testing the soil on a regular basis throughout the removal process,
he was finding that the level of contamination was decreasing.Therefore,it was his opinion and the
recommendation of the Los Angeles County Department of Public Works, Waste Management
Division, to continue the removal of contaminated soils until acceptable detection levels were
reached.
Nearly 100 tons of contaminated soil had to be removed in order to reach those acceptable levels of
detection.Also,a non-load bearing wall had to be removed from the carport,additional concrete had
to be removed,and more shoring to support the carport was required to accommodate the excavation.
This work took another five days in addition to the seven days that was approved in the previous
change order.

Fiscal Impact:
The additional cost of this change order, $25,198.54, will be funded by the loan from LaSalle
National Bank pending their approval and will not impact the General Fund.The total cost to address
the soils contamination under the police department's gasoline dispenser was$43,080(change orders
33 and 33-A combined).
