The City Council of the City of Azusa met in regular
session at,.the above time and place.
Mayor Memmesheimer called the meeting to order and led Call to Order
in the salute to the flag.
Invocation was given by Rev. 0. L. Swaim of the First Invocation
Assembly of God Church.
Present at Roll Call: Councilmen: Fawcett, Ortuno, Roll Call

Mayor Memmesheimer asked whether there were any correct- Approval of
ions to the minutes of the meeting of March 2nd. Minutes of
Councilman Johnson stated that on Page 3, the 3rd item March 2, 4, 10
regarding the naming of Gladstone Park, first sentence
should be corrected to read, "It was also recommended by
the Park and Recreation Commission that the above men-
tioned park be known as Gladstone Park".
With no further corrections, the minutes were approved
as corrected.
There being no corrections, the minutes of the meetings
of March 4th and March 10th were approved as written.
At this time, Councilman Fawcett submitted to the City Councilman
Clerk a letter of resignation from the City Council, Fawcett
'effective immediately. resignation
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that the resignation
,be.accepted.
Mr. Fawcett also presented the City Clerk a copy of a
letter a3ressed to the Azusa Agricultural Water Company
whereby he -submitted his repignation from the Board of
Directors of the Company, since his appointment to the
Board,of Directors was contingent upon being a member of
the City Council.

The Planning Commission has recommended the zoning be
C-3, with a Conditional Use Permit granted for the
purpose of conducting a trailer park.
The City Clerk presented the affidavit of publication
giving Notice of Hearing and the list of property owners
within 300' to whom Notice of Hearing had been mailed,
and stated that he had received one written communication
in regard to this hearing.
The _letter received was from Robert A. Busby of the Straw-
berry Corner Corporation, who suggested a more restricted
commercial zoning be granted, and that a block wall be
required along the south boundary line, and also that ad-
ditional,•restrictions for the trailer park be required.
Mr. R. Maret, 17632 Newburgh Street, appeared before
Council to inquire whether the Trailer Park area would
be fenced, and was advised by the developers that the
Park would be fenced on all sides with a masonry wall
on the north, south, and west boundaries and chain link
to be covered with foliage on the east.
There being no other persons wishing to speak for or
against the zoning for the proposed annexation, it was
-moved by Councilman Ortuno, seconded by Councilman
J6hnson, and ordered carried that the hearing be closed.
Moved by Councilman Ortuno, seconded by Councilman
Teasley_, and unanimously carried that Council suggest
to the Planning Commission that their Resolution be
amended to include in the Resolution that a solid block
wall will be erected on the north, south, and westerly
boundaries of the property, and also that the applicant
consents to the change in the Planning Commission
Resolution.
The following Ordinance was presented recommending that
the area be zoned C-3 upon annexation.

The hour of 8:00 P.M. was also set for public hearing
-on the appropriate zoning of considered Southerly
Annexation #32, located on the north side of Arrow
Highway, between Cerritos and Citrus Avenues.
The City Clerk presented the affidavit of publication
giving Notice of Hearing and the list of names of
.property owners within 300' to whom Notice of Hearing
had been mailed, and stated that he had received no
written notices in regard to the hearing. There being
no persons in the audience wishing to speak for or
against .the proposed zoning, it was moved by Councilman
Ortuno, seconded by Councilman Teasley, and unanimously
carried that the hearing be closed.

Ortuno, and unanimously carried that the property
which fronts on Arrow Highway be zoned C-3, the property
on Citrus north of the service station be R-3, and the
balance be zoned W (water conservation) upon annexation
of the area. .

Ortuno, and ordered carried that the City Attorney be
instructed to prepare the necessary Ordinance in regard
to the zoning.

Moved by Councilman Teasley, seconded by Councilman
Ortuno, and ordered carried that the City Attorney be
instructed to prepare a Resolution initiating proceed-
ings for the proposed Annexation.
Mayor Memmesheimer asked whether there were any persons
'in the audience who wished to bring something before
Council which was not on the Agenda.
Mr. Del McDaniel from C & M Homes, 705 W.Foothill Blvd.,
and Mr.' Bob Thomas, representing L. Frederick Pack,
Covina,'appeared before Council to ask that final ap-
proval be given to the map of Tract No. 18063.
It was brought out by the City Attorney that in re-
viewing the map with Mr. McDaniel, it was found that
the manner used in determining the lot width was not
as. set forth by the Zoning Ordinance and therefore,
one lot was slightly below the necessary dimensions.
Mr.. McDaniel stated that he would have the map amended
iriorder that it would conform to the Zoning Ordinance
requirements.
The question of water stock or water rights was also
b'rought,up. Mr. McDaniel stated that they did not own
any water stock, as water stock was not appurtenant to
the property; however, he would investigate and do what
was necessary to meet the conditions called for in the
Ordinance relative to water.
Rev.,O. L. Swaim, pastor of the First Assembly of God
Church, also appeared before Council. Rev. Swaim re-
quested that the Young People's Organization of his
Church Ve granted permission to paint house numbers
on curbs throughout the City as a fund-raising project
-for".their group.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the request be
granted, -subject to checking with the City Engineer
before beginning their project.
Robert,'D. Watson, Commander of the Foothill Chapter
of the Disabled American Veterans, requested per-
mission to sponsor a "Popularity Contest" in which
young girls sponsored by places of business in the
City.would sell tickets to a Grand Coronation Ball
-to,be held in the City of Monrovia on May 16th.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the request be re-
,•ferred to the Chamber of Commerce with power to act.
Recommendation was received from the Planning Commission
for a change in zone from P to C-2 for the property
located at 428 N. San Gabriel, The reason for the
zone,change request is for the purpose of constructing
a pharmacy at that location.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the City Clerk be
authorized to publish the necessary advertising
setting a public hearing on theproposed zone change
for the meeting of April 6th at 8:00 P.M.
Council was advised that the Los Angeles County Flood
- Control District has requested City approval for the
acquisition of right-of-way within the City so construct-
ion of Cerritos Avenue bridge and ramp may be expedited.

Teasley, and ordered carried that the Flood Control
District be,notified that Council does not object to
.the acquisition of right-of-way by the County.

In regard to the condemnation proceedings at Slauson
Park, the City Attorney reported that he had communi-
cations with the Attorneys representing one of thee.
recorded owners of the lot at Slauson Park which the
City'is trying to acquire, and he had been informed
that one'of the original co-owners was deceased. At
present,,'he is trying to get a commitment from the
Title'Company for a policy of Title Insurance on the
property.
The Treasurer's Financial Statement for the month
ending February 28, 1959, was presented to Council.
The report shows Bank Balances, exclusive of Invest-
ment Account, $444,848.44; Investment Account Treasury
Bills $400,000.00; earnings on deposits and bills,
$32,567.10; or a total of $877,435-54.

Hardel-Publishers Service requested permission for a Solicitation
permit for the purpose of magazine solicitation in permit to

A communication was received from Ernest E. Kranz of
Monrovia suggesting that the City hold an election to
determine their preference in regard to the location
of the proposed Foothill Freeway.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the letter be filed
and that the Administrative Officer write to Mr. Kranz
acknowledging receipt of the correspondence.

establishment of an "Interpretive Indian Dance Contest". contest to

The.'City Clerk announced that he had correspondence Correspondence

Water.Association which included opinions of the problems from
water problems in their area and of the operation of S.B.Co. Water
the Metropolitan Water District. Assn.
The.City Clerk also announced that he had communica-
tions from the County Board of Supervisors available
in -the office in regard to recommendations re: Branch
Superior Court Districts.
Mr. Miller stated that he had received some replies
in.regard to correspondence relative to the proposed
fire'station site, and that these were available in
the office of the City Clerk.
Councilman Ortuno offered the following Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
Councilman Johnson moved that the Resolution be
amended to delete the monthly mileage claims. This
motion died for lack of a second.

adopted. "This Resolution was then passed and adopted

The City Clerk stated that the fire hydrant agreement Fire hydrant
relating to the installation of fire hydrants on agreement to
,Gladstone Street, east of Irwindale Avenue, had been County
forwarded to the County Fire District. These hydrants
would primarily service the Lumber Company in that area.
Moved by Councilman Ortuno, seconded by Councilman Adjournment
Teasley, and ordered carried that the meeting adjourn
until'Friday, March 20th, at 7:30 P.M.
