SUBJECT: CERTIFICATE OF APPRECIATION
RECOMMENDATION:
Approve the presentation of a Certificate of Appreciation to GenCorp Aerojet,the largest business
and employer in our community. Recently, they generously donated several used Self-Contained
Breathing Apparatus(SCBA's),extra air tanks,and Class"A'Chemical Suits. SCBA's together with
the Class "A" Suits provide a constant, positive pressure flow of clean air and protection against
exposure and inhalation of hazardous materials. The Class"A" suits are also fire-retardant.
SUMMARY:
Law enforcement faces a challenge while responding to incidents involving drug production.
Typically, illegal drug manufacturers are amateurs, often causing structure fires or explosions from
dangerously equipped drug labs gone awry. These crime scenes are extremely dangerous
environments that threaten the health and safety of drug enforcement officers conducting the
investigation. Although the California Department of Justice, Bureau of Narcotics Enforcement
works closely with law enforcement agencies on the investigation of drug labs, they still require the
local law enforcement agency to gather their own evidence for criminal investigations.
FISCAL IMPACT:
The cost of one Self-Contained Breathing Apparatus unit can range from$4,000 to $8,000
depending on the quality of the equipment and the amount of airflow time you want on reserve.
The equipment donated by Aerojet provides 45 minutes of oxygen support. Although the

equipment has been used a few times, it is evident that it has been very well maintained. Records '
indicate that the equipment was tested and re-certified regularly. Aerojet maintained an
exemplary maintenance program. Because of this, we do not anticipate any immediate repair
costs. In addition, the Los Angeles County Fire Department has offered to fill the air tanks free
of charge, on an as needed basis. Last but not least,because of the amount of SCBA's donated,
we are able to "share" this generous gift with the Light and Water department's filtration plant,
who could use an extra unit at their facility.
