DELACH, CITY MANAGERiPd DATE: FEBRUARY 6, 2006 SUBJECT: EXPENDITURE PLAN - 2005 HOMELAND SECURITY GRANT RECOMMENDATION It is recommended that the City Council approve the purchase of Equipment offered through the reimbursable 2005 First Responder Grant by the State of California Homeland Security Grant Program. All equipment was selected from a State approved list established by the Department of Homeland Security. BACKGROUND A Homeland Security grant offering was secured by the Office of Emergency Services. This grant was established by the State to provide for the purchase of specialized equipment to enhance event and incident management, strengthen the ability of Law Enforcement to disrupt, deter, respond to and recover from terrorist acts. Equipment approved for purchase under this grant includes: Siren: Upgrade current siren in order to improve $13,207 protective actions and early warning to the public in high risk area Terrorism Training: Enhance knowledge of Terrorist 25,504 Tactics and protective and preventive measures for Police personnel .71k . • 1 • ‘. • Additional Frequency for Law Department radios. 500 Will enhance communications with Sheriff's Dept. Radio Headsets: Will replace old equipment and 9,091 enhance tactical operations Millenium Gas Masks: Replace non Niosh-approved 14,932 Gas masks for Niosh Approved gas masks to be used against Bioterrorism Threats Niosh approved Cartridges for Millenium Gas Masks 2,198 EOC computers 3,248 Laptops for Terrorism Liaison Officers currently 4.500 using personal computers TOTAL: $73,180 FISCAL IMPACT This is a reimbursement grant in the amount of $73,180.00 from the State of California Homeland Security Grant Program. The County of Los Angeles and the State of California, upon receipt of goods by the City of Azusa Police Department, will process reimbursement. Reimbursement is expected to take 60-90 days.
