CITY HALL. AZUSA, CALIFORNIA FRIDAY, MARCH 201 1959 7:30 P.M.
.The City Council of the City of Azusa met in adjourned
session at the above time and place.
Mayor'Memmesheimer called the meeting to order. Call to Order
-Present at Roll Call: Councilmen: Ortuno, Johnson, Roll Call
Teasley, Memmesheimer
Abeent: Councilmen: None
Also Present: Supt. of Light and Water Smith,
City Clerk -Administrative Officer
Miller
Mayor Memmesheimer stated that Council members had had
an opportunity to study the Rules and Regulations on
the proposed light rates, and asked whether any members
of.Couhcil had any comments to make before the matter
was acted. upon.
Councilwoman Johnson said she would like to present C. Johnson's
the following statement for the record: statement re
light rates
"We paid approximately $6000 for this schedule,
and the people of Azusa are expecting an electric
rate reduction; but this new rate schedule is not,
in'my opinion, giving the citizens what they expect.
Until.a,rate schedule is adopted which will give the
people what they now think they are getting, I will
have to vote NO.
S am not voting against a rate reduction. This
new rate schedule is NOT, in my opinion, an over-all
reduction at all. The total take to the City will be
about the same as before on a yearly basis. I am
alsb.concerned with what these rates can and will do
to the general detriment of the City's welfare in the
long run.
,I definitely want a substantial cut in electric
rates, and to be honest, I must also state that our
water and rubbish rates are too low and should be
raised."
A'Hesolution was prepared in regard to the light rates,
Rules and Regulations.
Councilman Ortuno offered the following Resolution Res. 3874 -
entitled: re Light
Rates
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ESTABLISHING ELECTRIC RATE SCHEDULES AND ADOPTING RULES
AND,REGULATIONS FOR THE OPERATION OF THE LIGHT AND
POWER DEPARTMENT.
This Resolution was read in full.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the Resolution be adopted. The Resolu-
tion was then passed and adopted by the following vote
of Council:
AYES: Councilmen: Ortuno, Teasley, Memmesheimer
NOES: Councilmen: Johnson.'
ABSENT:, Councilmen: None
and numbered Resolution No. 3874.

Mr. Del M6Daniel of C & M Homes, appeared before Council
and stated that they had prepared a Grant Deed whereby
they would grant to the City of Azusa "all water and
water rights only in, under and appurtenant to" Tract
No.` 18063.
Councilman Ortuno offered the following Resolution Res. 3875 -
entitled: Accepting
Grant Deed -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Water Rights
ACCEPTING A GRANT DEED AND DIRECTING THE RECORDATION Tract 18063
THEREOF.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that further reading be
waived:
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the Resolution be adopted. This Res-
olutioh was then passed and adopted by the following
vote'of Council:
AYES: Councilmen: Ortuno, Johnson, Teasley, Memmesheimer
NOES: Councilmen: None
ABSENT: Councilmen: None
and numbered Resolution No. 3875•
Mr.'McDaniel further stated that their Corporation had
purchased an additional six inches of land in order to
bring all of their lots up to the size required by the
Zoning .Ordinance.
Moved by -Councilman Teasley, seconded by Councilman
Ortuno, and unanimously carried that the Tract Map for
Tract No. 18063 be accepted.
The,City Clerk stated that he had received a letter
from the Upper San Gabriel Valley Water Association
stating.that the Association would not accept the
payment of dues without also receiving a check for
assessment for the current year and also a check to
cover the unpaid 1957 assessment.
-Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the letter be filed.
Moved by Councilman Teasley, seconded by Councilman
Ortuno; ani ordered carried that the City Clerk be
authorized to file a copy of the letter from the U.S.
G.V. Water Association with the Secretary of the Joint
Powers,Committee.
It was requested by William Tannehill and by the Supt.
of Light and Water that Mr. Tannehill be granted a
30 days leave of absence with pay.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that William Tannehill
,be granted a 30 days leave of absence with pay to be-
come effective at the termination of his sick leave.
The City Engineer stated that he has been contacted by
the General Services Administration in regard to the
Irwindale Avenue sewer, which the City has sought to
obtain for some time. It was suggested by the Engineer
that an offer of $5,000. be made to the General Services
Administration and that the City Administrator, City
Attorney, and the City Engineer be authorized to write
to the G.S.A. stating a price set by the Council.
Moved'by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that authority be
given for a letter to be written to the General Services
Administration offering them $5,000. for the sewer line
on Irwindale Avenue.

The City.Engineer requested authorization to employ Engr. Aide
one Senior Engineering Aide at Step 3 of the salary request to
range in order to fill the authorized complement of Personnel Bd.
the Engineering Department.
Moved by Councilman Ortuno, seconded by Councilman
Teasley,•and unanimously carried that the request be
referred to the Personnel Board with a request for an
answer to the Council for the meeting of April 6th.
Moved,by Councilman Johnson, seconded by Councilman Adjournment
Ortuno, and ordered carried that the meeting adjourn.
