VIA: RICK COLE, CITY MANAGER f

DATE: MAY 20, 2002
SUBJECT: JUVENILE ACCOUNTABILITY AND INCENTIVE BLOCK GRANT (JAIBG)
RECOMMENDATION
It is recommended City Council approve a resolution releasing Azusa's portion of the JAIBG
Grant ($11,777) to the County of Los Angeles District Attorney's Office for the continuance of
a program whereby one senior grade Deputy District Attorney will be assigned to specialize in
the prosecution of violent juvenile offenders in Pomona Juvenile Court.
BACKGROUND
This is the fourth year Azusa has participated in this program. This grant is administered by
the Office of Criminal Justice Planning (OCJP). The grant requires a 10% match and is limited
to twelve purpose areas. Each purpose area pertains to the prosecution, adjudication and
corrections of juvenile offenders.
Azusa has no existing program that could utilize these funds. The L.A.D.A. sought agreement
with the cities of Azusa, Pomona, Glendora, Covina, Baldwin Park, and La Verne to coordinate
efficient use of these grant funds. Collectively, it was agreed that an additional district
attorney specializing in juvenile crime would fulfill one of the grant's purpose areas and meet
the prosecution needs of the cities for juveniles. The L.A.D.A. further agreed to pay the
required 10% match of the grant.
FISCAL IMPACT
This action approves the release of funds in the amount of $11,777 to the County of Los
Angeles District Attorney's Office from Azusa's share of JAIBG dollars.
