SUBJECT: Appointment of Alternate to Serve on San Gabriel Valley Animal Control
Joint Powers Authority Executive Commission
RECOMMENDATION:
City Council adopt resolution to appoint an alternate representative to the San Gabriel Valley Animal
Control Joint Powers Authority Executive Commission.
BACKGROUND:
The City of Azusa recognizes the importance of public health and safety regarding animals that exist
within the community. Azusa's long term association with the San Gabriel Valley Animal Control
Joint Powers Authority (JPA) has been beneficial in bringing quality animal care and control at a
reasonable cost to the City.
New state laws require enhanced scrutiny of animal sheltering practices, spay and neuter
requirements and animal care. The review of and compliance with these laws has demanded
additional time and meetings of the JPA Executive Commission. Our existing JPA agreement
requires one Council Member be appointed and serve on the Commission, and one alternate be
appointed to serve in the Council Member's absence. The City Council has appointed Council
Member Dave Hardison as the Commission member. Often,however,other City business conflicts
with the Council Member's attendance at Commission meetings. To ensure our adequate
representation on the Commission, I ask that City Council appoint the City Manager or his/her
designee as the alternate to the JPA Executive Commission.
ISCAL IMPACT:
o impact at this time. The Commission will be considering remuneration for Executive
I ommission representation at Board meetings. This could be funded by each member City and
•ould potentially include remuneration for alternates. The exact cost to member cities is unknown.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA TO APPOINT AN
ALTERNATE REPRESENTATIVE TO THE SAN GABRIEL VALLEY ANIMAL CONTROL ,
JOINT POWERS AUTHORITY EXECUTIVE COMMISSION.
WHEREAS,the City of Azusa is a member of the San Gabriel Valley Animal Control Joint
Powers Authority; and
WHEREAS, the Joint Powers Agreement of the San Gabriel Valley Animal Control Joint
Powers Authority provides that the Authority shall be governed by an Executive
Commission composed of a City Council Member or an alternate from each signatory city;
and
WHEREAS, the City Council of the City of Azusa has appointed its Council Member
representative to the Commission.
NOW, THEREFORE, the City of Council of the City of Azusa does resolve as follows:
That the City of Azusa appoints the City Manager or his/her designee to serve on the
San Gabriel Valley Animal Control Joint Powers Authority Executive Commission
in the absence of the City Council Member representative.
