SUBJECT: Recognition of Corporal Dean Brewer
RECOMMENDATION:
Recognize the performance of Police Corporal Dean Brewer in securing and administering an Office
of Traffic Safety(OTS) grant for $114,842. The program exceeded its stated goals and made our
streets safer.
BACKGROUND:
In 1996 Corporal Brewer was working in traffic division of the police department. He was assigned
to motor patrol and was a working supervisor. Corporal Brewer became aware of an OTS grant
opportunity and was the lead writer of$114,842 grant. On 10/4/96 the grant was approved.
The main goals of the grant were to reduce injury traffic collisions by a minimum of 19%, reduce
traffic accidents involving bicyclists by a minimum of 15%, and to significantly increase seat belt
usage and bicycle helmet usage by children.
The grant proposed the following methods of achieving the stated goals. Acquisition of computer
hardware and software that would allow us to quickly and accurately identify locations experiencing
a high level of traffic collisions. Locations experiencing high levels of traffic collisions were to be
targeted for selective enforcement by traffic and patrol officers. The hiring of an additional
Community Service Officer (CSO). The CSO would be responsible for inputting the collision and
citation data into the computer as well as making presentation to school age children about traffic
safety. Acquisition of bicycle helmet for no-cost distribution to children's whose family could not
afford to purchase a bicycle helmet. Creation of a traffic safety advisory board comprised of public
and private sector members to explore alternatives to reduce traffic congestion and to ultimately
reduce traffic collisions.
The grant period concluded on 12/31/98. Analysis of the data for the final report revealed that injury

traffic accidents had been reduced by 27%, alcohol involved injury reports decreased by 57% and
accidents involving bicyclists had been reduced by 42%. Traffic safety presentations were made to
approximately 11,000 school age children and helmets were distributed to children who needed a
helmet.
On July 8, 1999, the Azusa Police Department received a letter from OTS congratulating the City of
Azusa on our successful traffic program and singling the efforts of Corporal Dean Brewer in
managing the program and in the preparation of excellent reports. Our successful program has made
a positive impact on OTS and has enhanced our reputation with them.
