SUBJECT: Purchase of Computer Hardware for Public Safety Computer
Project
Recommendation:
Approve the purchase of five computer workstations from Jet Research Laboratories, as part of the
successful implementation of the Public Safety Computer System Project.
Background:
Lucent Technologies is the prime vendor for the new Public Safety Computer System which will
include the implementation of Mobile Display Computers, Computer Aided Dispatch, Records
Management System, and Document Imaging components. Five computer workstations are
necessary for the effective implementation of the Lucent Computer Aided Dispatch portion of the
system. Lucent Technologies has provided the Azusa Police Department with the essential hardware
specifications in order to purchase the hardware needed to optimize the operation of the CAD
software.
Staff obtained three written quotations from the following vendors with the lowest quotation being
provided by Jet Research Laboratories:
Jet Research Laboratories $19,485.00
Intelli-Tech $20,903.08
Image Time $25,237.41
Fiscal Impact:
The total cost of$19,485.00 necessary to purchase this hardware has been acquired and allocated
from the Brulte grant funds awarded to the City of Azusa. These funds have been set aside for the
Public Safety Computer System Project and may not be used to supplant any other budgeted funds.
No general fund money is needed for the purchase or implementation of this new system.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA WAIVING FORMAL SEALED BIDDING AND
AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER
FOR AN AMOUNT NOT TO EXCEED $19,485.00 FOR THE
Purchase of Computer Hardware for Public Safety Computer
Project.
WHEREAS,Section 2.537 of the Azusa Municipal Code requires City purchases over the amount
of$5,000 to be awarded to the lowest responsible bidder after notice, and
WHEREAS,Section 2.536 of the Azusa Municipal Code allows the City Council to waive formal
bidding upon finding that the public welfare would be promoted by dispensing with them, and
WHEREAS,by soliciting written quotations from vendors,the City will have clearly complied with
the intent of Section 2.536 of the Azusa Municipal Code,even though formal"sealed"bids will not
have been solicited,
NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY
FIND AS FOLLOWS:
Section 1. That the formal"sealed"bidding process is waived, and
Section 2. That a Purchase Order,not to exceed $19,485.00,be issued to Jet Research
Laboratories for the Purchase of Computer Hardware for Public Safety
Computer Project.
PASSED,APPROVED AND ADOPTED this 7`h day of September 1999.
