SUBJECT: AUTHORIZATION TO ISSUE SERVICE REQUEST WITH LOS ANGELES
COUNTY PUBLIC WORKS FOR THE NEWBURGH STREET, ET AL. PAVEMENT
PRESERVATION PROJECT
BACKGROUND:
Los Angeles County Public Works (LACPW) is proposing a pavement preservation project that falls
primarily within the unincorporated region bounded by West Gladstone Street to the north, East Arrow
Highway to the south, South Azusa Avenue to the east, and North Vincent Avenue to the west. Several
of the streets proposed for pavement preservation fall within both City and County jurisdiction. In order
to maintain uniformity, LACPW has recommended that the City of Azusa utilize the County’s
contractor on the segments of streets within the City’s jurisdiction.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Authorize the Director of Public Works to issue a service request with Los Angeles County
Public Works for the Newburgh Street, et al. Pavement Preservation Project for an amount not to
exceed $45,000.
ANALYSIS:
Los Angeles County Public Works (LACPW) is proposing a pavement preservation project that falls
within the unincorporated region bounded by West Gladstone Street to the north, East Arrow Highway
to the south, South Azusa Avenue to the east, and North Vincent Avenue to the west (Attachment 1).
Several of the streets proposed for pavement preservation fall within both City and County jurisdiction.
LACPW is proposing a micro-mill and cape seal pavement preservation method which will prolong the
service life of the proposed streets. All affected pavement markings and striping will be included within
the project limits.

Prerequisite (To be performed by City of Azusa):
• Upgrade all affected curb ramps to Americans with Disabilities Act (ADA) standards prior
to pavement preservation treatments.
• Repair damaged sidewalks, driveways, and curbs and gutters.
• Perform pavement dig-outs associated with severe pavement distresses.
Roadway Scope:
Micro-mill and Cape Seal:
• Micro-mill the existing pavement full width.
• Apply a scrub seal using 5/16-inch Reclaimed Asphalt Pavement screenings over the
micro-milled surface. The scrub seal shall be applied 6 inches away from the edge of
gutter on both sides.
• Apply a Polymer Modified Emulsion-Reclaimed Asphalt Pavement Slurry Seal over the
scrub seal.
Traffic Scope:
• Restripe all affected pavement markings and striping within the project limits.
