HomeMy WebLinkAboutE-5 Staff Report - 601863-17 NOC Azusa Library ADA Restroom RetrofitCONSENT ITEM E-5 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JULY 15, 2019 SUBJECT: ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)-FUNDED AZUSA LIBRARY AMERICANS WITH DISABILITIES ACT (ADA) COMPLIANT RESTROOM RETROFIT IMPROVEMENT PROJECT (NUMBER 601863-17) BACKGROUND: On November 5, 2018, the City Council awarded a contract to Corral Construction and Development, Inc., for the Azusa Library Americans with Disabilities Act (ADA) Compliant Restroom Retrofit Improvement Project (Community Development Block Grant Project 601863-17). The project was completed on May 8, 2019. The proposed actions will accept the improvements and authorize staff to file a Notice of Completion for the project. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1)Accept the project improvements; and 2) Authorize staff to file a Notice of Completion for the Azusa Library Americans with Disabilities Act (ADA) Compliant Restroom Retrofit Improvement Project (Community Development Block Grant Project 601863-17). ANALYSIS: The completed project converted the existing single use men’s and women’s public restrooms located at the Azusa Library into one multiple stall male ADA-complaint restroom and one multiple stall female ADA-compliant restroom. Additional improvements included ADA-compliant sinks, counter tops, restroom hardware and new flooring. APPROVED CITY COUNCIL 7/15/2019 Azusa Library ADA Compliant Restroom Retrofit Improvement Project July 1 5, 2019 Page 2 Although the project improvements were completed on May 8, 2019, federally-funded construction projects are required to be reviewed by the Los Angeles County Community Development Authority (LACDA) to ensure that the City met federal contract and labor compliance requirements. The LACDA completed its Labor Compliance File Review on June 27, 2019, found the City to be in compliance, and authorized release of the five (5%) percent retention payment to the Contractor.
