CITY HALL AZUSA, CALIFORNIA TUESDAY, APRIL 7, 1959
7:30 P.M.
The City Council of the City of Azusa met in adjourned
session at the above time and place.
Mayor Memmesheimer called the meeting to order.
Call to Order

A letter of resignation from Stephen A. Paul as a member

of the Azusa Planning Commission was presented.

,Moved by Councilman Ortuno, seconded by Councilman

Teasley, that the resignation of Mr. Stephen A. Paul

from the Azusa Planning Commission be accepted. This
motion carried by the following vote:
AYES: Councilmen: Ortuno, Teasley, Memmesheimer
NOES: Councilmen: None
ABSENT:' -,Councilmen: Johnson
The'City Clerk swore in Mr. Stephen A. Paul as a member

of•'"the City Council to fill the unexpired term of Mr.
sworn in as
Clarence Fawcett, said term expiring April, 1962.

The City'Clerk asked other members of Council if they Seating
wished the same seating arrangement to be maintained, arrangement
and it was the feeling of the Council that the same
seating arrangement be maintained with Mr. Paul assum-
ing the.chair formerly occupied by Mr. Fawcett.
Authorization for advertising for bids for police units
Uaving been given at the last meeting, but there was no
date set for the opening of bids.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, and unanimously carried that the date of open-
ing bids be set for May 1st at 10:00 A.M. in the City
Clerk's office.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, and ordered carried that the consideration
of the bids for the installation of the water line
and the erection of light standards in Tract 18063,
previously tabled, be raised from the table at this
time.
An explanation was made to Councilman Paul relative
to the cost accounting kept by the City on projects
done by the City forces, and that in the instance of
the bids, all bids submitted were in excess of what
the cost to complete the project could be done for by
City forces.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the City Council reject all bids for the
installation of water lines and that the City Clerk be
-instructed to return the bid bonds to the unsuccessful
,-bidders, and the City Attorney be instructed to prepare
the Resolution ordering the work done by City forces.
This'motion carried by the following vote:
AYES: Councilmen: Ortuno, Teasley, Memmesheimer
NOES: Councilmen: None
ABSHNT: Councilmen: Johnson
Councilman Paul abstained from voting.

Moved by Councilman Ortuno, seconded by Councilman
Teasley,'that the City Council reject all bids received
for the erection of light standards in Tract 18063 and
that bid_ bonds be returned to the unsuccessful bidders,
and the'City Attorney be instructed to prepare a Resol-
ution ordering the work done by City forces. This motion
carried unanimously.
Additional discussion was held for Mr. Paul's benefit,
explaining more in detail the manner by which the City
handles such cased wherein they can do the work for
leas than the bids received. Mr. Paul requested that
reconsideration of the motion for the installation of
the'pipe„line be made.
