SUBJECT: Council Resolution authorizing Job Sharing-CAPP
RECOMMENDATION::
Approve the resolution authorizing Job-sharing for members of the Civilian Association of Police
Personnel.
BACKGROUND:
The police department has been steadily implementing civilianization of non-hazardous positions that
do not require the exercise of police powers. The civilian employees are invaluable additions to our
staff. They have received literally hundreds of hours of training and often possess very specialized
knowledge. We depend upon them daily to accomplish our mission. Civilian CAPP employees work
as Communication Dispatchers, Records Specialists and Community Service Officers.
A Community Service Officer with almost thirteen years of service (CSO Debbie Ursua) has
experienced changes in her home situation that preclude her from working full time with the police
department. Ursua works in the detective bureau. She has mastered many tasks. She has an
extensive knowledge of the court process and files misdemeanor cases, assists with finger print
classification and handles missing person follow up. Working with her in some of these tasks in
another former Community Service Officer, Sandy Willision. Willison has approximately 16 years
of service with the City and she also experienced a change in her home situation that has precluded
her from working full time with the City. Willison is currently working part time for the City.
DISCUSSION:
The cities of Los Angeles,El Monte and Fountain Valley have enacted similar resolutions to split full
time positions. Los Angeles has authorized it since 1980, El Monte since 1987 and Fountain Valley
since 1985. There have been very few problems with job-sharing for those cities. Allowing this type
of job sharing for specified positions will give us more flexibility in retaining qualified employees and

will meet the needs of some of our workforce. It will not result in any increased cost to the city.
The employee organization representing Community Service Officers has been contacted. They are
supportive of job-sharing because they believe that it offers increased options to their members.
This particular job-share will be slightly complicated due to the fact that Willison has already moved
to a part time status due to her need to work less hours. Because this is a civil service position,it will
be necessary to conduct a promotional recruitment to fill the other half of Ursua's position. Willison
will participate in that process. It will be advertised as a half time position and open to all qualified
applicants. The testing process will meet all appropriate Civil Service standards.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA ESTABLISHING A CLASSIFICATION OF
JOB SHARING FOR PERMANENT FULL TIME
EMPLOYEES OF THE CLASSIFIED SERVICE.
WHEREAS, the City Council of the City of Azusa has established the
classification, compensation and terms of employment of regular,permanent, full-
time employees; and
WHEREAS,the City Council desires to establish a job sharing classification
by separate resolution;
NOW, THEREFORE, the City Council of the City of Azusa Valley does
hereby RESOLVE as follows:
Job-Sharing. Where a permanent, full-time position is filled by two
employees on a job-share basis,the employees shall be compensated in accordance
with the provisions of the salary resolution governing their classification,with the
exception that all benefits shall be divided in half equally between the two
employees. Each employee will be paid at the appropriate hourly rate for every
hour actually worked.
Avoidance of Inequities. The City Manager is authorized to issue written
administrative regulations designed to augment or clarify the provisions of this
resolution.
Effective Date. Except as otherwise specified to the contrary in this
resolution, all provisions shall be effective as of August 17, 1999.
PASSED AND ADOPTED by the City Council of the City of Azusa at a
regular adjourned meeting this 16th day of August, 1999.
