CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 20, 1959 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led Call to Order
in the salute to the flag.
Invocation was given by Rev. Thelma McHenry of the First Invocation
Church of Religious Science.

Mayor Memmesheimer asked if there were any corrections Approval of.

The -City Clerk stated that on page 2, regarding the April 6 and 7
appointment of Vern Rueter to the Council, the word
"Nominated" should be changed to "appointed".
There being no further corrections, the minutes were
approved as corrected.
Mayor Memmesheimer asked whether there were any correct-
ions to the minutes of the meeting of April 7th. There
being none; the minutes were approved as written.
It was recommended by the Department Head and the Step raise -
Personnel Board that John Littlefield, Fire Captain, J. Littl€field
Pe raised to the 5th step of the salary range a $581.,
effective May 1, 1959.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, that the recommendation of the Personnel Board
be granted and the step raise be granted John Little-
field, effective May 1, 1959. This motion carried
unanimously.

the Police Reserve Corps; namely, Robert J. Hawkins R. Hawkins &
and Donald S. Grantham. D. Grantham -

Moved by Councilman Ortuno, seconded by Councilman
,Teasley, and ordered carried that the Chief of Police
be authorized to appoint three men to the Police
Reserve -Corps, subject to confirmation by the Council.
It was"suggested that the Council consider an amendment
to the Dog License Ordinance by fixing the license rate
at a flat fee of $3.00 for any dog, male or female.
Moved -.by Councilman Teasley, seconded by Councilman
Ortuno, and ordered carried that the City Attorney be
authorized to prepare an amendment to the Ordinance
setting"the license fee at $3.00 for each dog.
The Chief of Police requested authorization to send
Officer Robert Sinclair to a class of the Delinquency
Control Institute to be held at the -University of So.
California September 14 through December 4, 1959.
If California Veteran Education assistance is approved,
the,tuition.of $750. will be borne by the State.
Moved'by Councilman Ortuno, seconded by Councilman
Teasley, that the Council approve the D.C.I. education
course for Officer Sinclair at U.S.C., September 14
through December 4, 1959, granting the necessary time,
salary., mileage, meals, and the tuition if he does not
qualify for California Veterans assistance. This motion
carried unanimously.
A special Light Deposit for Arthelle A. Ingram, Azusa
Avenue and Sierra Madre Avenue, was presented. This is
the usual Up and Down Agreement.

Mr. -•Frank -Stone, 458 S. Virginia Avenue, appeared F. Stone
before Council at this time requesting that the Ord- appears before

The Azusa Youth Program requested the use of the
A.Y.P. granted
Ground Observer Corps building in Memorial Park for
use of,GOC bldg

Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the request of the
Azusa Youth Program be granted allowing them to operate
the Toy�Loan Program from the Ground Observer Corps
building in Memorial Park, and that the City Attorney
draw up -any necessary agreement between the parties for
the use of the building.
-The'City Attorney advised that such an agreement would
= not be in the best interest of the City, since the build-
ing is in a public park and therefore cannot be the ex-
clusive use of the A.Y.P.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the motion be amended
to read: "That the request of the Azusa Youth Program
be granted allowing them to operate the Toy Loan Program
from,the Ground Observer Corps building in Memorial Park".
The resignation of John Ott, Sr. Civil Engineering Resignation
Assistant, has been received, to be effective April 24, John Ott, Sr.

The City Attorney notified the City Council that an
interview would be held soon with Mr. Ed Taylor re-
garding the possibility of Joint representation of
counsel by the member cities in the Joint Powers Agree-
ment,lin case of a suit against the new water district.
Report of this interview may be possible by the next
regular Council meeting.
The Treasurer's Financial Statement as of March 31, 1959,
was presented. This statement shows Bank Balance,
,exclusive of Investment Account, $473,456.46; Investment
Account, Treasury Bills, $400,000.00; Earnings on Bank
Balances and Bills, $32,914.10; or a total of $906,370.56.
