BACKGROUND: Each year the Police Department budgets to replace high mileage patrol cars. The fleet rotation involves approximately one third of the fleet each year to reduce the annual capital outlay for patrol vehicles while providing safe, reliable, and up to date equipment for patrol officer use. The patrol units scheduled to be replaced are 1995 Fords which are becoming expensive to maintain due to age and mileage. The daily stress placed on engines, drive trains, and suspensions cause these cars to become a liability when operated at the high speeds they must operate at times. The Police Department has selected the 1999 Ford Crown Victoria for patrol use. We have used the Ford crown Victoria for the past seven years and it is a reliable vehicle. The current emergency equipment,prisoner cages, lights, gun racks, and radio consoles readily retrofit into the new units saving the City the expense of new emergency lighting and related equipment. The Department intends to use three of the 1995 Fords being taken out of emergency service use for staff use replacing much older equipment which is reaching the end of it's service life. The remaining two vehicles will be available to other city departments as needed. FISCAL IMPACT: Orange County Sheriff's Department, after engaging in formal bidding,has awarded a contract to Robert H. Loud Ford, 1365 E. Colorado Blvd. Pasadena, Ca. for the purchase of their police units. The City of Azusa can join in on this high quantity purchase with favorable pricing. The Crown Victoria, as equipped, sells for approximately$25,000 per unit. By joining the Orange County contract, Azusa can purchase the units for$23,776.84 per unit tax included.
