HomeMy WebLinkAboutD-4 Purchase of Electronic Surveillance System 40.1111.1111.11.4h * , 3 * The City of Azusa 1 • 9<OF©R��Q' Police Department V• John Broderick, Chief of Police AGENDA ITEM To: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL From: JOHN BRODERICK, CHIEF OF POLI LYSELL WOFFORD, INFORMATION / M ADMINISTRATOR Via: RICK COLE, CITY ADMINISTRATOR 1 V Subject: PURCHASE OF ELECTRONIC SURVEILLANCE SYSTEM Date: JULY 7, 1998 Background Under the Fiscal Year 1997 Federal Omnibus Appropriations Act,the Bureau of Justice Assistance established the Local Law Enforcement Block Grants (LLEBG)Program allowing local agencies to apply for award amounts based upon population. We have successfully applied and have been awarded $62,422.00 for the purpose of developing technical support tools and enhancing crime prevention efforts. In January of this year,we submitted documentation to LLEBG officials of our intent to build a video surveillance or CCTV (Closed Circuit Television) system with the grant money; thus the money needs to be spent in accordance with our initial request. Findings, Many European countries now employ public video surveillance as a primary tool to monitor population movements and to prevent terrorism. The United Kingdom (UK) in particular relies extensively on video surveillance as a tool to fight crime and prevent terrorism. Public video surveillance systems used by police in America were first implemented in the late 1960's by the Hoboken, New Jersey and Mount Vernon, New YorkPolice. To date,we are aware of fifteen other municipalities and police departments using or who have implemented CCTV systems. Several of these agencies are located in Southern California. The Hollywood Police Department, San Diego Park Rangers, and the City of Irvine are utilizing such technology. Because much of the work involved in developing these systems is highly specialized,written quotes were sought from firms uniquely qualified to build the system. agpaai ilAg * * * gAcen1A' Phone#(6 26)812-3200 • 725 North Alameda Avenue,Azusa, California 91702-2504 • FAX#(626)812-9308 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL Page 2 June 30, 1998 After many months of investigation,several vendors proved to be capable of providing the necessary expertise to meet the Police Department's requirements.Four vendors supplied bids on this project as follows: 1) Excel Systems and Solutions, City of Azusa- $74,487 2) Security Zone, City of Azusa- $75,000 3)Adnil Electronics, City of Temecula- $75,000 4)McNeil Security, City of Baldwin Park- $69,740 Although McNeil Security is the apparent low bidder,$5,500 less than the next lowest bidder, their proposal only provides two camera positions and no equipment for mobile CCTV.All other bidders included four camera positions and the mobile CCTV portion of the project. Therefore, McNeil's bid was not responsive and should not be considered. Proposed Sites There have been many questions about what sites would be selected to be monitored with this CCTV system. The City Library will be scheduled to be monitored and will offer a level of protection to its employees and patrons. An offer has also been made to the Azusa Unified School District to select a school campus for monitoring and we are recommending the Azusa High School as that site. This will afford students, parents, and administrators the comfort that the police will be able to monitor and capture significant events. This may afford the Police Department to intercede before an incident escalates or utilize to further an investigation. The fact that both these sites will be posted with warnings that the Police Department is monitoring activities will also be a deterrent to potential criminal activity. Main traffic arteries are also of particular interest to this project. The intersections of First Street and Azusa Avenue and Foothill Boulevard and Azusa Avenue have been selected as CCTV sites. Finally, the mobile CCTV will allow for Police Department personnel to deploy a camera in a car. This mobile field application not allows for flexibility for deploying the camera,but will also serve as a more efficient means of conducting surveillance. Moreover, this technology is potentially a revenue generating source. Local businesses may be interested in having their Police Department expand this program to include monitoring of their establishments for a monthly service fee.However,the first step is to ensure that the four fixed sites and mobile camera are operational, reliable, and successful. HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL Page 3 June 30, 1998 Recommendation Due to the specialized nature of this equipment,it is my recommendation that City Council pass the attached Resolution waving formal bidding,and authorize the purchase of the police CCTV system from the lowest responsive bidder, Excel Systems and Solutions. The total cost of$74,487 will be partially funded by the LLEBG grant of$62,422.The remaining$12,065 will be funded by AB3229 or "Brulte - COPS" monies, account #131-400-7201-7140. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AUTHORIZING THE ISSUANCE OF A PURCHASE ORDER FOR AN AMOUNT NOT TO EXCEED $74,487.00 FOR THE CCTV SYSTEM FOR THE NEW POLICE FACILITY WHEREAS, Section 2.537 of the Azusa Municipal Code requires City purchases over the amount of$5,000 to be awarded to the lowest responsible bidder after notice, and WHEREAS, Section 2.536 of the Azusa Municipal Code allows the City Council to waive formal sealed bidding upon finding that the public welfare would be promoted by dispensing with them, and WHEREAS,by soliciting written quotations from vendors, the City will have clearly complied with the intent of Section 2.536 of the Azusa Municipal Code, even though formal "sealed"bids will not have been solicited, NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS: Section 1. That the formal "sealed" bidding process is waived, and Section 2. That a Purchase Order. not to exceed $74,487.00 be issued to Excel Systems & Solutions for the CCTV System for the new Police facility. PASSED,APPROVED AND ADOPTED this seventh day of July, 1998.
