SUBJECT: RESOLUTION APPROVAL FOR FOURTH CYCLE LOCAL
GOVERNMENT USED OIL OPPORTUNITY GRANT
SCOPE:
The fourth cycle local government used oil opportunity grant application period is upon us.
Proposals are to be submitted to the California Integrated Waste Management Board
(C.I.W.M.B.)By November 14, 1997.
Once again the mantle of leadership is designated to the City of Azusa(lead agency)who will
submit on behalf of the River Group. The River Group is comprised of neighboring cities
(regional)whose intent is to provide the public with a used oil project at no cost to local
agencies.
PARTICIPATING CITIES:
The River Group welcomes the City of Glendora the seventh and newest city to join Azusa,
Bradbury, Covina, Duarte,Irwindale and Monrovia. The River Group represents over 216,000
residents within 67 square miles.

PROGRAM:
The format to apply requires applicants to evaluate their current program, specify their
community's used oil program needs and describe how the proposed project will meet those
needs. The following items will appear on the grant proposal:
1. Recertify CCC's and/or solicit new CCC's.
2. Provide incentives for CCC's to participate.
3. Maintain, monitor and provide technical assistance to CCC's.
4. Expand the school education program to include a poster/calendar contest etc.
5. Conduct single used oil collection events per each City.
6. Create a standard River Group oil display for events.
7. Publicize "Close the Loop" usage of refined motor oil.
8. Development of compact disc (CD Rom) compatible with Windows 95 to mesh with the
school education program.
9. Oil containers and promotional items.
10. Publicity and advertisement.
11. Used oil hotline.
DEVELOPMENT AND IMPLEMENTATION:
The proposal is currently being developed by Staff and J. Michael Huls R.E.A., consultant for the
River Group since its formation in 1995. Mr. Huls has also been providing the City of Azusa
with solid waste consulting as well as other environmental issues. Consultant Huls is assisting
the City with the proposal due to the City's lack of support staff and available time. Upon the
State's granting of funds, staff will be recommending the services of J. Michael Huls, R.E.A. to
proceed with implementation of the grant program.
DURATION:
Unlike past applications of one year cycles,the C.I.W.M.B. will award the fourth cycle used oil
grants from April 1, 1998 through March 31, 2000.
RESOLUTION:
The Resolution before you, will authorize Azusa as the leading agency and authorize the City
Administrator and Superintendent of Public Works or their designee, empowerment to execute
all necessary documents.
FUNDING:
The grant is fully funded (100%)by the C.I.W.M.B. (no match). The City is entitled to receive
total reimbursement for staff time and payments. The exact requested amount is being calculated
as the grant is being developed. Staff estimates that the River Group will be requesting
approximately $290,000.
RECOMMENDATION:
Staff is requesting Council's approval of the Resolution to apply for the Fourth Cycle Local
Government Used Oil Opportunity Grant and authorize the Mayor to execute the Resolution.
A RESOLUTION OF THE CITY COUNCIL

APPROVING TIME AUTHORIZATION FOR THE CITY ADMINISTRATOR
TO IMPLEMENT THE FOURTH CYCLE LOCAL GOVERNMENT
USED OIL OPPORTUNITY GRANT
RESOLUTION NO. 9 7-C15 3
WHEREAS,the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provide funds to cities and counties for establishing and
maintaining local used oil collection programs that encourage recycling or appropriate disposal
of used oil; and
WHEREAS,the California Integrated Waste Management Board has been delegated the
responsibility for the administration of the program within the state, setting up necessary
procedures governing application by cities and counties under the program; and
WHEREAS,the applicant will enter into an agreement with the State of California for
development of the project.
NOW,THEREFORE, BE IT RESOLVED that the Azusa City Council authorizes the
submittal of a regional application on behalf of the cities of Azusa, Bradbury, Covina, Duarte,
Glendora, Monrovia and Irwindale to the California Integrated Waste Management Board for a
local Government Used Oil Opportunity Grant. The City Administrator, Public Works
Superintendent, or their designee, is hereby authorized and empowered to execute in the name of
the City of Azusa all necessary applications, contracts, payment requests, agreements and
amendments hereto for the purposes of securing grant funds and to implement and carry out the
purposed specified in the grant application.
The City Clerk shall certify to the adoption of this Resolution.
